The Gautrain Management Agency (GMA) is a Provincial Public Entity established in terms of the Gautrain
Management Agency Act, Act 5 of 2006 and is listed as a Public Entity in Schedule 3 of the Public Finance

SENIOR MANAGER COMMERCIAL
Purpose: To manage and coordinate commercial matters with regards to the Concession Agreement and to
assess the commercial viability of projects.
Requirements: Degree in commerce, business science or finance. Honours Degree will be added advantage.
Minimum of 8 years’ experience in the preparation of financial modelling and development of feasibility and
business case, 4 years’ experience in Project Management and
Project finance. Must have knowledge in
financial modelling, Understanding of legal and contractual terminology, Basic knowledge and understanding of
PPP’s, and Basic knowledge and understanding of the management of large infrastructure project contracts
Key Responsibilities:
Key Activities:

To model the financial and non-financial impacts of all commercial projects
undertaken by the GMA
 Conduct financial analysis through modelling in accordance with good practice

Due diligence review of various types of project documents including concession
agreements, financing documents, term sheets, etc.

Manage relevant research tasks as needed including market intelligence data
gathering/analysis

Conduct cost of capital evaluation, including developing and managing the
respective functions/teams as may be relevant

Development of business plan and investment case

To manage and coordinate Commercial matters and matters relating to continuous
commercial business development needs of the GMA.
 Building and maintaining relationships with clients and target clients and key market
constituents
 Provide input into the negotiation of transactions and strategic inputs into commercial
revenue enhancements for Gautrain Management Agency
 Support the development and evaluation of implementation of strategy
 Review of key documents and correspondence submitted by the Concessionaire related
to operational matters for risk and commercial implications arising from the Concession
Agreement
 Provide input and guidance to all project relate deliverables with the technical unit

Manage finances in terms of PFMA and Gauteng Treasury regulations as well as within
GMA finance policy so that Operational Expenditure is within budget.
 Provide financial support and guidance in managing capital expenditure and risk related to
project delivery and expenditure
 Providing input into budget allocation of capital projects aligned to strategic objectives

Developing financial strategy for commercial opportunities in line with PPFMA and
treasury guidelines

Managing the project team in the coordination and management of all forex matters
relevant to project delivery.

Ensuring that all deliverables pertaining to forex matters including reports, and
financial models are prepared, developed, and provided timeously

Reviewing options and strategies to minimize forex risks at pre and post financial
close of the project

Liaising with the Transaction Advisors on modelling the forex component including
amounts, timing, and strategy of risk mitigation for the project and on nonfinancial
means of reducing the forex requirements

Market assessments to ensure that the project remains well informed of developing
risks and opportunities related to forex

Providing input into and reviews of the project financial model

Constructing, interpreting, and reviewing forex models providing input into budget
allocation of capital projects aligned to strategic objectives

Providing coordinated support and guidance in order to structure and lead debt
financing model development and market participation thereto

Providing guidance to the GMA in the development of a DFC evaluation framework

Providing input and engaging with the Lead Arranger of funding as to their
processes and requirements, and ensuring they are provided with the information
and support they require from any of the other work-streams or lending institutions;

Providing input and engaging with other potential Development Finance Institutions
(DFIs) and Export Credit Agencies (ECAs) as to their processes and requirements,
and ensuring they are provided with the information and support required from any
of the other work-streams or the Lead Arranger.
The GMA offers competitive market related salaries and the remuneration is on a Total Guaranteed
Package.
