Resources Management of Highway Runoff Assembled by William Fletcher, ODOT for the Stormwater Solutions Workshop in Coos Bay on Feb 13-14, 2017 Federal Aid Highway Programmatic (FAHP): http://www.oregon.gov/ODOT/HWY/GEOENVIRONMENTAL/Pages/FAHP.aspx The FAHP web page has a link to FAHP documents, including the Biological Opinion, a User’s Guide, and associated forms. The User’s Guide includes a chapter on stormwater management requirements. SLOPES V: http://www.nwp.usace.army.mil/Missions/Environment/SLOPES/ The Corps of Engineers’ SLOPES web page has links to the three SLOPES programmatic Biological Opinions, Transportation, Structures and Restoration. The links take you to the NOAA site. To download the actual BO, scroll down the NOAA site to Concluding Documents. Oregon DOT Hydraulics Manual: http://www.oregon.gov/ODOT/HWY/GEOENVIRONMENTAL/pages/hyd_manual_info.aspx Chapter 14 and associated appendices cover stormwater treatment. The LID approach from a highway perspective is given in Appendix 14-A. Filter strips are addressed in Appendix 14-b. Design Guide for Roadside Infiltration Strips in Western Oregon: Available on the ODOT Research Unit’s Research Publications page: https://www.oregon.gov/ODOT/TD/TP_RES/Pages/publications.aspx. Click on <Research Report ’70-Current>. The report number is SPR 758, published in 2016. Washington DOT Highway Runoff Manual: http://www.wsdot.wa.gov/Environment/WaterQuality/Runoff/HighwayRunoffManual.htm. This manual has more detail than the ODOT manual with regards to calculations for compost amended vegetated filter strips (CAVS) than the ODOT manual. Note that the regulations regarding highway runoff treatment are rather different than in Oregon. The National Cooperative Highway Research Program (NCHRP), a part of the National Academies’ Transportation Research Board, has put out a number of research reports on the management of highway runoff. These reports are available on the NCHRP website for free download: http://www.trb.org/NCHRP/NCHRP.aspx These reports include: Volume Reduction of Highway Runoff in Urban Areas: Guidance Manual – Report 802 Long Term Performance and Life-Cycle Costs of Stormwater Best Management Practices – report 792 Bridge Stormwater Runoff Analysis and Treatment Options. Report 778. Measuring and Removing Dissolved Metals from Stormwater in Highly Urbanized Areas – report 767 Guidelines for Evaluating and Selecting Modifications to Existing Roadway Drainage Infrastructure to Improve Water Quality in Ultra-Urban Areas – report 728 Evaluation of Best Management Practices for Highway Runoff Control – report 565 Assessing the Impacts of Bridge Deck Runoff Contaminants in receiving waters – Report 474 Pollutant Load Reductions for Total Maximum Daily Loads for Highways – Synthesis Report 444 Stormwater Treatment with Vegetated Buffers - 25-25/Task 53 Permeable Shoulders with Stone Reservoirs - 25-25/Task 82 Current Practice of Post- Construction Structural Stormwater Control - 25-25/Task 83 More reports, including one on Watershed Approaches to Stormwater Management, are forthcoming. Some non-stormwater, Green Infrastructure related NHCRP reports are: Evaluation and Assessment of Environmentally Sensitive Stream Bank Protection Measures - Report 822 Environmentally Sensitive Channel and Bank Protection Measures – Report 544 Data and analyses of the effectiveness of structural stormwater water quality treatment facilities are available from the International BMP Database: http://www.bmpdatabase.org/ . Along with data, this site includes links to reports and other databases.
