Executive Summary
The Director of Public Works is recommending approval of a reorganization of the Public Works
Department that involves, among other things, a realignment and consolidation of certain
programs under two new divisions, County Engineering and Flood Control & Water Resources;
and creates two new Deputy Director of Public Works positions to head these divisions. This
reorganization establishes new reporting relationships for program supervisors and managers
and is intended to streamline programs and make them more accountable to the Director and the
Board.
Background and Discussion
Upon his appointment as Director of Public Works on February 24th of this year, the incumbent
Director developed a six-month work plan to initiate certain changes in Public Works. This work
plan is focused on the following five areas:
 Management Systems – Assuring the existence of management systems that translate
policy into action;
 Asset Management – Preserving the County’s investment in roads, buildings, utilities and
other assets, the department shall pursue a coordinated and comprehensive effort toward
preventative maintenance;
 Cost Effective Service Delivery – Streamlining services wherever possible to assure that
customers, both within government and those private citizens seeking permits and other
approvals, are served in a timely manner and at reasonable cost;
 Water Resource Planning – Enhancing the County’s ability to accomplish the
recommendations contained in the 2050 Napa Valley Water Resources Study;
 Plan of Organization – Assuring that the allocation of personnel resources is appropriate
to achieving the goals and objectives of the department; that divisional units are
structured so as to afford efficient and effective management and supervision of
professional and support staff.
The Director is recommending a departmental reorganization that is designed to position the
department to respond to the challenges facing its many programs for the next several years.
Summary of Changes being Recommended
When compared to the current department organization model (see Chart #1 attached), the
recommended changes include the following and are represented in the organization model
reflected in the attached Chart #2:
 Deletes the current Assistant Director of Public Works
 Deletes the current Deputy Director of Public Works
 Creates two new Deputy Director positions, each requiring professional credentials in
engineering, hydrogeology or geology: Deputy Director of Public Works-County
Engineering and Deputy Director of Public Works-Flood Control and Water Resources.

Places Design/Construction Engineering, Development Permits, County Surveyor,
Transportation and Roads under the Deputy Director-County Engineering
o
Places Flood District programs, including Napa River Flood Project, Watershed and
Flood Operations Management and Water resources under Deputy Director-Flood
Control and Water resources.
 Establishes Airport/CSA #3 directly reporting to the Director of Public Works
 Establishes Facilities and Fleet Management directly reporting to the Director of Public
Works

Deletes the Public Works Administrative Manager from the Administrative Services
Division and assigns the management responsibilities to the Staff Services Manager.
Removes LBRID/NBRID management from Development Engineering and places it under
the Water Resources function of the Deputy Director-Flood Control and Water Resources.
The two key areas addressed in the proposed reorganization are those activities in support of the
flood control & water resources programs and those activities in support of county engineering
and permitting functions, County Surveyor and Roads, including traffic engineering.
By creating a new Deputy Director of Public Works – Flood Control and Water Resources, the
departmental management staff that administer programs in support of the NCFCWCD
(District), including the Napa River/Napa Creek Flood Project (Project); administering water
contracts with DWR and Bureau of Reclamation on behalf of participating cities and other
agencies; and carrying out ground water monitoring and watershed management, will receive
coordinated direction and provide for a single point of contact for the Director of Public Works.
Currently four (4) managers involved in flood and water resources programs report directly to
the Director of Public Works. Staff support to the District Board, as well as to the various other
Boards that convene from time to time in support of flood control funding and activities, will be
the responsibility of the Deputy Director. As will be assuring that the respective program
managers within the Flood Control and Water Resources Division communicate well with each
other and with other divisions within the Public Works Department.
By creating the County Engineering Division, the department pulls together under one Deputy
Director the design & construction engineering, traffic engineering, county roads, development
permitting and the County Surveyor programs. Under the current organizational configuration,
four (4) program managers report directly to the Director of Public Works. The proposed model
assigns responsibility and accountability for streamlining processes and achieving program goals
and objectives to the new Deputy Director position.
The changes being proposed by the Department are intended to address departmental needs
acknowledged by senior management staff of the Department who participated in interviews
with a management consultant retained by the County. The Department is aware that
improvement is needed and it is committed to making the improvements that we believe will be
facilitated by the proposed reorganization and personnel actions being recommended to your
Board.

Next Steps
The Public Works Department will continue to evaluate the organization and staffing needs
under each division and anticipate additional staffing allocation changes after the new Deputy
Director – County Engineering and the Deputy Director – Flood Control and Water Resources are
filled. Upon Board approval of today’s requested action, the Human Resources Department will
return to the Board on June 23, 2009, with appropriate policy and salary changes.
