THE SAFETY PRACTITIONER & PROJECT MANAGEMENT
The recently gazetted Dept of Labour requirement is that safety practitioners performing any
construction health & safety work for or in the Construction industry must be professionally registered
with the SACPCMP (SA Construction Project Management and Construction Management
Professions) and apparently before the 7 August 2014 should you wish to be a safety officer appointed
under Construction Regulation 8(5), while Construction H&S Agents (PrCHSA) must be registered by 7
August 2015 when the 2014 Construction Regulations section 5(7)(b) will apply.
This professional registration involves being examined & assessed to be considered as a competent
person in relation to the safety & health aspects of construction work, but how many safety
professionals have any significant appreciation of the project management stages & the processes
involved within each stage. Construction Health & Safety Agents will need to be conversant with all of
the six project management stages, while Construction Health & Safety Managers (CHSM) & Officers
(CHSO) will need to work within the last three project management stages, as shown below:

These 6 project management stages that the SACPCMP uses is well described in 2013 PMBOK, 5th
edition, namely the “Project Management Body of Knowledge” practice guide or textbook. At the May
IOSM Wits Branch meeting I shared the contents of PMBOK with none of the members present being
aware of the PMBOK & its contents. Are you aware of PMBOK? Other than the PMBOK itself there are
various PMBOK Extension sections documents (like for construction) that include the following
sections, for example:

Looking closer at the project safety management section one finds the following:
“Safety management includes the processes required to assure that the construction project is
executed with appropriate care to prevent accidents that cause or have the potential to cause personal
injury or property damage. Safety management is essentially a subset or risk management, but
because it is functionally so specialised (traditionally unique) and important on every construction site it
deserves an individual chapter. Furthermore, studies have shown that for every dollar spent on a good
safety programme it can result in a four to eight dollar reduction in losses from accidents”

A further aspect is being warned that this SACPCMP professional registration process places one in a
situation that should the safety person default in the scope or performance of the safety person’s duties
& this leads to a project or construction stoppage, that safety person better ensure they have
Professional Indemnity insurance cover in place, as they could be sued for the project or construction
delay costs &/or for project or construction programme or process errors they may have caused.
