FUNCTIONAL RELATIONSHIPS: INTERNALLY: 1 Information Services Group Managers and Staff 2 Programme Stakeholders and Executive or Sponsor 3 Chief Medical Officer 4 Operational General Managers 5 Chief Financial Officer 6 General Manager Planning & Funding 7 Programme Team Members 8 Clinical Service Directors 9 Clinical Service Managers 1 EXTERNALLY: 1 Ministry of Health 2 South Island DHB Chief Information Officer’s 3 South Island DHB Chief Operating Officers 4 South Island Alliance Programme Office 5 IS SLA Programme Director 6 National / Regional Vendors 7 National / Regional Consultants 8 Primary Care Organisations KEY PERFORMANCE OBJECTIVES: Task To provide management of key organisational wide Programmes allocated by the Programme Office Manager, through the Programme life cycle using Programme management processes to the successful completion including achievement of business objectives and benefits. Expected Result Takes responsibility and accountability for the definition, documentation and execution of one or more Programmes and the associated projects. Implements suitable Programme governance, structures across all divisions within the Canterbury Health System. 2 Task Implements suitable product support frameworks and future product governance structures. Identifies, assesses and manages risks for the success of the Programme presenting viable mitigating actions to the Programme Boards. Effectively estimates costs, timescales and resource requirements for the successful delivery of the Programmes to an agreed scope. Accountable for all Programme documentation, Scope, Initiation, Plans, Risk and Issue registers, Financial Management and project cost tracking and Programme Meeting minutes. Undertake Programme risk assessments with Impact & Probability, developing and implementing risk mitigation strategies as agreed by the Programme Steering Committee. Accountable for the delivery of Programmes and projects within agreed costs, timescales and takes action where these deviate from agreed tolerances. Providing quality assurance at regular intervals, and acting on the quality assurance findings, reporting to the Sponsor where appropriate. Manages the change control procedure gaining agreement for revisions to the Programme from the Executive/Sponsor. Provides effective leadership of the Programme team ensuring that all team members are motivated and their skills and experience are developed. Actively represents the Programme team, ensuring that effective relationships are built and maintained with all divisions. Assesses and evaluates complex technical and business solutions, producing formal proposals or recommendations to the Programme Team, Steering Committee and Governance Group. Ensures that Projects within the Programmes are closed effectively and, where appropriate, subsequently reviewed, that lessons learned are captured and actioned. Ensures that appropriate closure documentation to support these processes is completed. Providing regular Programme progress reports to the Regional and Canterbury District Health Board Steering Committees, stakeholders as required. Accountable for ensuring effective delivery of the business process changes, including documentation and training. Accountable for ensuring the provision of application training as part of the Programme / Project is delivered effectively. Managing all third parties contracted during the Programme life cycle. Programme Requirements Analysis 3 Expected Result Works with appropriate CDHB resources to investigate operational requirements, support frameworks, future product governance at a local and regional level and to identify potential implementation concerns. Accountable for the improvements in information systems, data management, processes / procedures, organisation and clinical applications. Analyses the underlying issues arising from investigations into requirements and problems, and identifies available options for consideration, including investigating systems used elsewhere. Presenting proposals to the Programme Steering Committee and Governance Group. The creation of high-level specifications in preparation for improving any aspect of the processes and systems (e.g. the construction of information systems). Assessment of the costs and potential benefits of the new approaches considered, including the risks, costs and potential benefits of alternative business process designs. Applies available standards, methods and tools in an intelligent and effective way, and produces a consistently high standard of documentation of both a technical and a descriptive nature. Task Advance and promote sound Programme/Project Management principles at all times. Expected Result Demonstrates a sound knowledge of the project life cycle and project management processes. Takes part in developing the policies, guidelines and templates, being developed by the CDHB. Task Account Management Expected Result Task Supports the Programme Office Manager, Regional and Local Governance in managing, controlling and co-ordinating responses to requests for new work and/or requirements, including managing customer expectations. Take’s an active part in meetings, workshops and presentations for a wide variety of audiences, demonstrating consistently high qualities of communication and persuasive skills. Foster and maintain links with system suppliers, and with colleagues in other District Health Boards with the aim of ensuring best use of systems and appropriate skilled resources. Maintains and builds upon relationships established through Programme/ Project implementations. Advance and promote sound Programme / Project Management principles and methodologies at all times. Demonstrates a sound knowledge of the project life cycle and project management processes. Provides the correct project management documentation through-out the project life cycle. Keeps up to date with current project management methodologies. Task The Programme Manager will undertake other duties as reasonably directed by the Programme Office Manager and the Information Services Group Management Team. Expected Result All duties to be performed in the best interests of Canterbury DHB are done so in a competent and efficient manner. 4 5 HEALTH & SAFETY: Managers are to take all practicable steps to ensure the health and safety of employees at work and maintain knowledge of CDHB health and safety systems and policies. This will be achieved by ensuring: Health and safety Programmes are sustained by allocating sufficient resources for health and safety to function effectively. This includes regular liaison with the Health and Safety Advisor. Employee participation is encouraged and supported in processes for improving health and safety in the workplace and by employee attendance at health and safety meetings. A system is in place for identifying and regularly assessing hazards in the workplace and controlling significant hazards. All employees are provided with information about the hazards and controls that they will encounter at work. Regular workplace audits are carried out. All employees receive and have signed off an induction to their workplace and to health and safety policies and procedures. All employees receive relevant information and training on health and safety including emergency procedures relevant to their area of work and the appropriate use of personal protective equipment they may need to use. All accidents and injuries are accurately reported, investigated and documentation is forwarded on to the Health and Safety Advisor within agreed timeframes. Support and participation occurs in employee’s rehabilitation for an early and durable return to work following injury or illness. QUALITY: Every staff member within CDHB is responsible for ensuring a quality service is provided in there area of expertise. All staff are to be involved in quality activities and should identify areas of improvement. All staff are to be familiar with and apply the appropriate organisational and divisional policies and procedures. 6 QUALIFICATIONS & EXPERIENCE: Essential Certification as a Programme/Project Management Professional Have a professional Programme/Project Management certification such as MSP, PMP, PRINCE2, PMI Has over 15 years proven project management experience Experienced with project management life cycle and tools Experienced with risk management techniques Experienced with quality management techniques Experienced with technology development cycle Experienced with organisational change management Has a strong customer focus Has a proven track record in complex Programme / project management deliveries. Able to work effectively with all levels of the DHB and vendor organisations up to CEO level Has a strong understanding of the Ministry of Health’s Polices for, “Better Business Cases” Is a strong team player Is a very proficient manager of time and tasks Able to work effectively with vendor related staff at all levels Desirable Certification as a Project Management Professional.
