Job Description Software Delivery Manager Reports into: Head of IT & Data Direct Reports: 4 Budget: Department: IT & Data Purpose of the role: To provide the PPF with an exceptional in-house Software Development service that has the capability and capacity required to support achievement of the PPF’s business goals; To work as part of the IT leadership team, providing strong leadership to the Software Development Team ensuring that staff understand both the team’s role in achieving PPF business objectives and how they personally contribute to this; To position Software Delivery as a strategic business partner by promoting the IT offering; building effective relationships with all areas of the business; understanding the needs of individual areas and how they can best be meet within the context of a corporate IT service; influencing decisions to ensure that IT provision is aligned with achievement of the PPF’s business goals; To develop a high performing team by; actively promoting and demonstrating the personal qualities that enable effective collaborative working; by consciously working to develop and motivate a high performing team; by identifying and addressing skill or competency gaps and being unafraid to tackle poor performance; To ensure that the Software Development Team has the capability and capacity to support the PPF in achieving its business goals; by ensuring software development processes support timely delivery of high quality software; the development team is adequately resourced; we maintain the correct balance of permanent and non permanent staff; To manage and coordinate all software development work, in relation to business led projects and production support, maintaining both individual and overall work plans. The role holder will need to manage multiple software development work streams ensuring that appropriate procedures, processes and staff levels are in place for all software development, test and support activities. Key Accountabilities Delivery Provides the PPF with an exceptional Software Development service that routinely delivers high quality software to the agreed schedules. Develops and maintains delivery plans that are comprehensive, accurate and communicated to/agreed with all relevant stakeholders. Leadership Provides outstanding leadership of the Software Development team and has proven track record in demonstrating credibility on IT issues at all levels within the business. Is passionate about delivering high quality software and contributing to wider collective objectives. Always leads by example, is accountable for own actions and encourages others to be decisive and innovative when faced with problems. Working Together Collaborates with the business and works as a top class manager who takes responsibility for ensuring that every IT element of a project has been scheduled, allocated to appropriate resources and is being effectively monitored. Shows dynamism in their method of communication to ensure all stakeholders are kept informed. Stakeholder Engagement Relishing opportunities to build effective relationships which are key to the successful delivery of the PPF’s objectives. Commercial Management Applies sound commercial acumen when providing input into software purchases to ensure the PPF achieves value for money. Has confidence in their ability to respond appropriately to a wide variety of professional environments mitigating any risk or conflict of interest. Key Responsibilities Manage scheduling, resourcing and delivery of all IT project and Change Request activities. Work closely with the Technical Architecture team to deliver the most robust solutions for the business. Manage the development, system test and UAT phases of all in-house IT projects. Manage the Production Support function/team which supports all in-house applications. Lead and embed continuous improvement activities, developing and implementing new procedures, processes and ways of working to improve the quality and efficiency of Software Development service. Provide the main interface between IT and the Change team for projects and Change Requests Production of overall and task related resource plans, and use of these to effectively plan and manage work. Responsible for backup and DR plans related to in-house applications and databases. Comply with all policies and procedures of the Pension Protection Fund, especially those relating to health and safety and equal opportunities. Will be required to perform any other reasonable duties, as necessary. Works effectively as part of both line and virtual teams in the organisation. Works closely in the development and implementation of large-scale systems Key Skills Criteria Qualifications and experience Essential Desirable Strong experience of managing software development teams across the development lifecycle; from business / systems analysis, through requirements gathering and functional specification authoring, to development, QA and delivery Relevant professional Qualifications Experience of managing the development of n-tier applications with C# and the NET Framework Strong experience of project planning and management of multiple work streams Strong knowledge of relevant IT industry standards and certification (e.g. ISO90001, ISO27001, ITIL, MOF), Experience of Agile methodologies specifically Scrum Experience of managing object oriented application projects based on .NET Experience of designing Pension & Insurance systems Experience of working within a managed service environment. SharePoint-CRM integration experience How tested Application Form / Interview Experience of working with the Microsoft Operations Framework (MOF) Experience working within a matrixstyle structure Experience of the full software Experience of working in a business partnering role or similar. Experience of building and maintaining strong relationships with stakeholder. Knowledge Excellent knowledge of current software development methods including Agile Skills Excellent leadership and people management skills: mentoring, delegation, management. Strong planning and organisational skills, including ability to deal with conflicting priorities and meet deadlines.
