Primary Reason Why Classification Exists
A technical position that performs lifecycle Geographic Information Systems (GIS) information
and database management specific to ESRI’s ArcGIS Server and SQL Server.
Distinguishing Features of the Class
An employee in this class is required to possess a specific knowledge of GIS development and
design. This position will utilize that knowledge in the development, collection and creation of
all town GIS data, implementing strategies, monitoring and improving database performance and
capacity, and planning for future expansion requirements. The GIS Database Administrator may
also plan, coordinate and implement Enterprise database security measures. Work is performed
under the general supervision of the Planning Director.
Illustrative Examples of Work
 Produce data layers, maps, tables or reports, using spatial analysis procedures or GIS
technology, equipment or systems.
 Create maps and graphs, using GIS software and related equipment.
 Conduct spatial analysis using geographic data and incorporate statistics into documents
and reports.
 Compile geographic data from a variety of sources which may include censuses, field
observation, and satellite imagery, aerial photographs, existing maps and CAD files.
 Designs, documents, and builds GIS database architecture and schema including tables,
views, procedures and permissions.















Develops automation protocols for loading spatial data using data modeling and attribute
mapping and manages the defined workflow routines.
Manages Geodatabase replication and monitors regular data update cycles.
Provides technical and training assistance to users.
Move, copy, delete and add files, drawings and maps to output reports in hard copy or
electronic transfer. Packages up GIS data in hard copy or electronic
Maintains Enterprise related GIS Database and Servers for use in GIS, Business
Intelligence and Web Mapping Applications.
Develops and establishes procedures for Enterprise GIS Database and ArcGIS Server
tuning and performance monitoring.
Administration of ARCSDE, ArcGIS and SQL server users, roles and security models.
Assists in scheduling upgrades and roll-out patches into various environments.
Coordinate the development of administration of GIS projects, including the development
of technical priorities, client reporting and interface, or coordination and review of
schedules and budgets.
Meet with users to define data needs, project requirements, required outputs, or to
develop applications.
Gather, analyze and integrate spatial data from staff and determine how best the
information can be displayed using GIS.
Enter new map data using techniques such Geo-referencing or COGO (coordinate
geometry) and apply the principles of cartography including coordination systems,
longitude, latitude, elevation, topography and map scales
Analyze geographic relationships among varying types of data.
Prepare metadata and other documentation
Operate and maintain GIS system hardware, software, plotter, scanner and printers.
Knowledge, Skills, and Abilities
 Basic knowledge of the principals of municipal government operations and
administration.
 Knowledge of statistical, algebraic or geometric processes and ability to apply such
knowledge in practical situations. Keen attention to detail.
 Experience in utilizing and managing ArcSDE data.
 Knowledge of python, C++, and Java script a plus.
 Possess oral communications and interpersonal skills to explain rules and procedures
clearly to both internal and external non-technical staff.
 Possess problem-solving skills to gather relevant information to solve vaguely defined
practical problems.
 Ability to create and document statistics, schemas and business intelligence reports for
management. Ability to create clear and concise reports, technical documents and
manuals.
 Ability to configure systems and software.
 Ability to conduct education and training sessions to users and customers.
 Ability to use independent judgement and initiative.
 Ability to work on and maintain several database projects or issues simultaneously.
 Ability to work independently or in a team environment as needed.
Physical Requirements
This is sedentary work requiring the exertion of up to 20 pounds of force occasionally; and up to
10 pounds of force frequently and a negligible amount of force frequently or constantly to move
objects. Work requires feeling and grasping, holding maps and instruments, and using hands to
type into computers. Vocal communication is required for responding to inquiries, expressing or
exchanging ideas by means of the spoken word; hearing is required to perceive information at
normal spoken word levels. Visual acuity is required for extensive reading, to prepare and
analyze written or computer data, determine the accuracy and thoroughness of work, and observe
general surroundings and activities
Working Conditions
Work is performed primarily in an environmentally controlled office subject to typical office
noise but may be required to work outdoors occasionally in periods of cold or heat.
Education
Graduation from an accredited college or university with a Bachelor’s degree with major
coursework in IT or GIS related field. Additional years of experience in a closely-related field
that provides the knowledge, skills and abilities necessary to perform the essential functions of
the position may be substituted for advanced degree.
Experience
Two years of increasing responsible experience in GIS Database Administration, Esri/ArcSDE
Administration, Esri suite of ArcGIS software including ArcGIS for server.
Special Requirements
 Employee required to successfully complete the NIMS course work applicable to the
position within one year
FLSA Status: Nonexempt (eligible for overtime or equivalent compensatory time at 1½ times
the employee’s regular weekly rate for all hours worked in excess of 40 hours in the Town’s
official work week and not the employee’s work schedule)
