NSRCC JUNIOR MATCHPLAY CHAMPIONSHIPS 2017
KRANJI SANCTUARY GOLF COURSE
29 May – 1 June 2017
CONDITIONS OF COMPETITION
The following conditions, together with any additions or amendments as published by the
Organising Committee at the host club, will apply under Rule 33-1 to this Championship.
GENERAL
1.
The NSRCC Junior Matchplay Championships 2017 will be played at the Kranji
Sanctuary Golf Course from 29 May - 1 June 2017 in accordance with the Rules of Golf as
approved by R&A Rules Limited and with the Local Rules approved by the Organising
Committee.
ELIGIBILITY
2.
The Championship is open to all boys and girls between the ages of 10 and 17 years
as at 1st May 2017.
3.
All entries will be subject to the approval of the Organising Committee (OC) which
reserves the right to accept or refuse, or having accepted, subsequently reject any entry
without giving reason for its decision.
4.
Entrants must conform in all respects to the Rules of Amateur Status as approved by
R&A Rules Limited.
TOURNAMENT FORMAT OF PLAY
5.
The Championship shall be decided by match play format over four rounds of 18
holes. Each Team shall comprise 2 players from the same division. Teams may be made up
of players of either gender (boy/boy, boy/girl or girl/girl).
6.
Players will compete in the respective age groups. They are:
a. A Division - Boys and Girls between 15 and 17 years of age;
b. B Division - Boys and Girls between 10 and 14 years of age;
Note: The OC reserves the right to combine the divisions.
7.
The combined handicap for the respective age groups is:
a. A Division - Combined Handicap shall not exceed 24.
b. B Division - Combined Handicap shall not exceed 30.
8.
Boys will tee-off from the Blue Tees and girls will tee-off from the Red Tees,
irrespective of age groups.
9.
Both A and B Divisions shall receive handicap allowance based on 75% of their
course handicap:

10.
Teams eliminated in the First Round of the Championship Draw will be put into a
Plate Matchplay Draw. Teams eliminated in the First Round of the Plate Draw will be put into
a Bowl Matchplay Draw.
11.
The winners of the final Matchplay for the A & B Championship, Plate and Bowl
Draws will be declared Champions in their respective divisions.
SIZE OF FIELD
12.
The field will be limited to a maximum of 32 (16 teams) participants for each division.
The OC reserves the right to pair players if they do not already have a partner.
13.
The OC reserves the right to refuse any entry without assigning any reason for such
refusal. The decisions of the OC as to the acceptance or refusal of any entry shall be final.
ENTRY
14.
The entry fee is S$75/S$100(inclusive of GST) for members and non-members
respectively and must be submitted at the time of entry. Cheques must be made payable to
“National Service Resort and Country Club”. There will be no refund of entry fee after the
closing date.
15.
Entries must be on the official entry form duly endorsed by the Captain, General
Manager or Golf Manager of the player’s’ home club. If a player has his Handicap Index
maintained at more than one Club, he shall play off the lower/lowest Handicap Index.
16.
Entries must be submitted to NSRCC Kranji Sanctuary Golf Course, 50 Neo Tiew
Lane 3 Singapore 718828. Proof of posting is not proof of receipt.
17.
The OC reserves the right to limit, accept or reject entries.
18.
The OC reserves the right to cancel the competition in the event of insufficient entries
(less than 30 participants) as at the closing date.
CLOSING DATE
19.
The closing date is Monday, 8 May 2017, 12 noon. Late entries may be accepted at
the sole discretion of the OC.
DRAW
20.
The draw for the first round will be made by the OC prior to start of the
Championship. Lots will be drawn to determine players’ respective opponents.
21.
The draw for subsequent rounds shall be based on the results of the preceding
rounds.
22.
Winners of first round matches shall proceed to the second and subsequent rounds
of the Cup Championship. First round losers shall proceed to the 1st Round of the Plate
Championship.
23. The draw for the Cup and Plate Championship shall be as appended below.
TIME OF STARTING
22.
Players shall start at the time and in the order indicated in the draw. No substitution
of players and changes of starting times shall be permitted after the draw has been made.
23.
The OC reserves the right to fix and/or alter the starting times.
SUBMISSION OF SCORECARD
24.
Players should check their cards in the returning area (scoring table) and ensure that
they are correct and signed. Any doubtful points should be settled with the OC before
returning the scorecard.
25.
A player is deemed to have returned his scorecard and no further amendments may
be made once he has left the returning area (scoring table) or the demarcated area where
they exist.
DECISION OF TIES
26.
In the event of a tie after 18 holes in any match, a hole-by-hole “sudden death”
playoff shall apply.The "sudden death" tie-break shall commence from the 1st hole and shall
extend by as many holes as are required for a match to be won. Players shall receive
strokes at specific index holes based on the difference of each player’s handicaps.
SUSPENSION OF PLAY FOR DANGEROUS SITUATION (NOTE TO RULE 6-8b)
27.
The specimen Condition in the Rules of Golf is in effect – see page 158.
28.
All practice areas that are in open areas shall be closed during suspension for a
dangerous situation until the OC has declared them open.
29.
A suspension of play for a dangerous situation and the resumption of play shall be
signalled using the host club’s warning system.
INCLEMENT WEATHER
30.
In the event of inclement weather resulting in the inability of the field to complete play
during any particular round, results of incomplete matches will be based on the hole at which
play was stopped.
31.
Play may invariably be delayed due to inclement weather. Nevertheless, the official
cut-off time for cross-over shall be before 11.45am. Notwithstanding the above on para 30,
the Committee reserves the right to abandon play for the day.
32.
If inclement weather makes the completion of the Championship impractical, the
OC’s decision to determine the Champion is final.
CADDIES / BUGGIES / MOTORISED TROLLEYS
33.
The use of caddies / buggies / motorised trolley in this Championship is prohibited.
34.
All players are to carry their own bags or use their own hand-drawn trolleys.
PACE OF PLAY
34.
Rule 6-7 (Undue Delay; Slow Play) will be strictly enforced using the ‘Group Pace of
Play’ system. See separate memorandum to players for the Pace of Play guidelines.
DISPUTES OR DOUBTS AS TO PROCEDURE
35.
If there is a doubt or dispute arises between two players, a player may make a claim.
If a Tournament Referee is not available during a reasonable time, the players must continue
the match without delay.
36.
No spectators (including parents or accompanying officials) are to enter into any
discussion on a matter under dispute.
TOURNAMENT RULES OFFICIALS/REFEREE
37.
The Tournament Rules Officials/Referee’s decision on all matters pertaining to the
Rules of Golf is final.
INSURANCE
38.
All players are required to have appropriate golfing insurance. Proof of insurance
coverage must be submitted together with the entry form.
DISTANCE MEASURING DEVICE
39.
A player may obtain distance information by use of a distance-measuring device. If,
during a stipulated round, a player uses a distance-measuring device to gauge or measure
other conditions that might affect his play (e.g. elevation changes, wind speed, etc.), the
player is in breach of Rule 14-3. Penalty for such breach is DISQUALIFICATION.

40. The specimen Condition* in the Rules of Golf is in effect – see page 155.
* The ball the player plays must be named on the current List of Conforming Golf
Balls issued by the R&A.
LIST OF CONFORMING DRIVER HEAD
41. The specimen Condition* in the Rules of Golf is in effect – see pages 154-155.
*Any driver the player carries must have a clubhead, identified by model and loft,
that is named on the current List of Conforming Driver Heads issued by the R&A.

PRACTICE
43.
Players are not allowed to practice on the course after their round on any day of the
Championship.
44.
There is no driving range facility at Kranji Sanctuary Golf Course.
PRIZE PRESENTATION LUNCHEON
45.
All players are invited to the Prize Presentation Luncheon on 1 June 2017 at the
Sanctuary Ballroom.
DRESS CODE
46.
Players must be properly attired on the golf course. Blue jeans, designer jeans, round
neck T-shirts and tank tops are prohibited. Golf shirts must be worn and shorts must be no
shorter than mid-thigh (no jean shorts).
47.
This dress code will be used in conjunction with any additional dress code restrictions
of the host club. A player violating this dress code will not be permitted to start the
tournament. A violation of this dress code by a player during the stipulated round must be
rectified without undue delay or the player will not be allowed to continue play.
48.
Soft spikes shoes are compulsory.
CONDUCT OF PLAYERS
49.
All players should conduct themselves in a disciplined manner, demonstrating
courtesy and sportsmanship at all times, irrespective of how competitive they may be.
50.
Any action contrary to the spirit of the game such as abusive language, throwing of
clubs, or other disruptive behaviour, will not be tolerated and may result in a player not being
able to continue in this competition.
51.
The use of mobile phones (except in an emergency) and smoking are not allowed on
the course.
ACCOMPANYING SPECTATORS
52.
Accompanying spectators will be allowed on the golf course during the
Championships. Compulsory usage of buggies with prevailing buggy fees will be imposed.
Accompanying spectators must remain in their buggies at all times.
53.
Accompanying spectators are not to give advice or assist the golfers in any way
(unless in an emergency situation). The golfer will be disqualified if he/she is found to have
been assisted by a spectator.
54.
Buggies driven by spectators must remain on the buggy track at all times.
55.
Buggies may only be rented and driven by spectators above the age of 14.
AMENDMENTS TO CONDITIONS
56.
The OC reserves the right to amend these Championship conditions.
MEMORANDUM ON PACE OF PLAY
Notes to Individual Pace of Play Policy
1.
In the absence of mitigating circumstances, a group is liable to be timed if they are in
excess of the time allowed and in the case of the second or subsequent groups, “out of
position’.
TIME ALLOWED
2.
Each hole has been given a maximum completion time based on the length, the
difficulty of the hole and the ability of the field. The maximum time allowed for the completion
of a round of 18 holes shall be made available to the players prior to play or posted on the
Official Notice Board.
DEFINITION OF “OUT OF POSITION”
3.
The first group and any group after a starter’s gap (if it is in place) shall be
considered to be ‘out of position’ if, at any time during the round, the group’s cumulative time
exceeds the time allowed for the number of holes completed. Any following groups shall be
considered ‘out of position’ if they are more than the starting interval behind the group in
front and has exceeded the time allowed for the number of hole played.
PROCEDURE WHEN GROUP IS OUT OF POSITION
4.
If a decision is taken to time the group, each player is the group shall be subject to
individual timing by a referee. Each player in the group shall be advised that they are ‘out of
position’ and are being timed.
5.
The maximum time allocated per shot is 40 seconds. An additional 10 seconds are
allowed for the first player to play:
a. On a Par 3 Hole;
b. An Approach Shot;
c. A Chip or Putt.
6.
The timing shall start from the moment it is deemed by the Referee or Official that it
is the player’s turn to play.
7.
The timing shall cease when the group is back in position and players shall be
advised accordingly.
Note: In some circumstances, an individual player or two players within a group of three may
be timed instead of the entire group.
Exception: If a group reaches the tee of a par 3 hole before the group in front has teed off
the next teeing ground, clears the tee of a par 4 hole before the preceding group clears the
putting green or arrives at the teeing ground of a par 5 hole when the preceding group is on
the putting green.
PROCEDURE WHEN GROUP IS AGAIN OUT OF POSITION DURING THE SAME
ROUND
8.
If a group is ‘out of position’ more than once during a round, the above procedure
shall apply in each occasion. Bad times in the same round shall be carried forward until the
round is completed. A player shall not be penalised if he has a second bad time before being
advised of the player’s earlier bad time.
PENALTIES FOR BREACH OF CONDITION
9. 1st Bad Time - Player shall be warned by the referee or official that if he/she has a further
bad time he/she shall be penalised.
10. 2nd Bad Time – Loss of Hole
11. 3rd Bad Time – Loss of Hole
12. 4th Bad Time - Disqualification
