State Bills Introduced Week Ending February 8, 2008 Viaticals Vermont HB 819 amends the Viatical Settlements Act to include changes made to the NAIC Viatical Settlements Model Act that includes prohibiting the sale of the viatical policy for five years. The bill does contain savings clause language which does not preempt, supersede, or limit any provision of any state securities law or rule. Uniform Securities Act Alabama SB 180 continues the Sunset Law Review of the Uniform Securities Act until October 1, 2102. Financial Literacy Iowa SB 2079 adds a personal finance literacy requirement to the education programs school districts and accredited nonpublic schools must offer to students in grades nine through twelve. Iowa HB 2146 adds personal finance skills and literacy requirements to the education programs school districts and accredited nonpublic schools must offer. Maryland SB 714 requires the State Board of Education to develop curriculum content for a semester-long course in financial literacy. The bill would require each county board of education to implement the curriculum content in every high school in the county and require students to complete a course in financial literacy in order to graduate. New Mexico HB 622 makes appropriations to the public education department to promote financial literacy education and develop a curriculum for use in New Mexico's schools. Tennessee SB 3923 requires students to pass a course in personal finance to receive a high school diploma. Tennessee HB 3982 requires students to pass a course in personal finance to receive a high school diploma. Credit Freeze Mississippi HB 574 removes the requirement that a consumer must provide to a consumer reporting agency a law enforcement report regarding the unlawful use of the consumer's personal information before the consumer may have a security freeze placed on his or her consumer file. Missouri HB 1964 establishes procedures for a person to place a security freeze on his/ her consumer report. 1 Tennessee HB 3860 prohibits fees for imposing or removing a credit freeze on a consumer when the consumer has been a victim of a breach of an information holder's security system. Information Privacy Rhode Island SB 2167 prohibits any state or government agency the right to refuse benefits to anyone who refuse to disclose his/her social security number. Wisconsin SB 439 prohibits the retention of certain data by a person who accepts payment for goods or services in the form of a card issued by a financial institution, generally, a credit card or debit card. Vermont HB 826 proposes to require the state archivist to study how the personal information of Vermonters is collected, how such information is used or shared with others, and if the personal privacy interests of Vermonters require additional protection. 2
