Job Title: Technical Project Manager – Monitoring Change Programme
Division: BBC Monitoring
Grade: 9
Context
BBC Monitoring will move to being funded by the BBC licence fee from April 2013. The
overall business plan incorporates the need to deliver significant change resulting in the
formation of a change programme focused on three themes for change; Funded by the
Licence Fee; Modernising our business and being more integrated with the wider BBC.
The overall programme approach is one of business led ‘test and learn’ resulting in an
iterative set of activities borne out of piloting new ways of working, tools and techniques. As
part of this approach the modernising our business area includes a high degree of
technology evaluation, selection, integration and implementation. As part of the management
team there is need for a project manager with specific expertise in the management and
delivery of technology solutions and systems integration to achieve business objectives.
Purpose of the role Reporting to a BBC Monitoring Modernising Our Business project
manager and operating within the overall change programme governance structure, the
Technical Project Manager will be responsible for ensuring the successful delivery and
integration of the technology solution components required by the Modernising Our Business
change theme. The role will cover the full lifecycle from solution integration design, piloting
potential component solutions, undertaking proof of concept trials, systems development
and/or integration, testing, implementation, operational go-live and early operations support.
Key responsibilities

To work closely with the Modernising our Business work stream owners and leaders to
plan and deliver the technical set of solutions, to agreed quality, time and budget.

To ensure that an appropriate technical project delivery methodology is employed within
the project and aligned with BBC project and development processes and in line with
best practice.

To work with Solution Design team to ensure solution design is fully integrated and
robust

To manage teams to undertake the technical activities involved in piloting potential
component solutions or undertaking proof of concept trials

To manage teams to integrate component solutions and to undertake technical testing
and support functional/business testing

Manage the technical implementation and operational go-live for new functionality and
tools

Use own expertise to assist in the creation and delivery of work stream products in
conjunction with the work stream owner and leads

To work with and under the direction of the Modernising Our Business project manager
to:
o
Maintain the project schedules, identify the critical path and resolve critical
issues
o
Propose and prepare the project for key stage gates
o
Implement and run the priority setting and change control; issue and risk
management; dependency management; project planning; change
management and stakeholder management ensuring operational priorities are
appropriately considered
o
Communicate progress, escalate issues, risks and constraints associated
with the technology components required
o
Develop an understanding and manage the different parties expectations to
secure their buy-in. Work with them to further define scope, success factors,
benefits and trade-offs in the solution
o
Develop the options and plans around the desired outcomes considering
constraints such as operating environment, timescales, budget, scope, quality
and risk to inform and enable
o
Ensure all expenditure is properly controlled, monitored, forecast and
reported in accordance with BBC governance processes
o
Complete closure report documenting project status, outstanding actions,
lessons learnt, reconciling project finances and asset management

Manage relationships with any key external suppliers to the project, working with the
Enterprise architect, solution owner and work stream owners.

Build strong relationships with BBC Technology teams sharing expertise and learning

Actively seek out relevant lessons learnt from other projects to enable the project team to
learn from previous experiences

Responsible for the production of Project Initiation Document(s) in accordance with the
approved Programme Description Document.

Responsible for the creation of project and pilot brief documentation including the
documentation of evaluation criteria

Contribution to the Business Case ensuring appraisal of different solutions and delivery
options

Ensure adherence to BBC policies & standards for project management, health and
safety, legal and any other business compliance requirements
Knowledge, Skills and Experience
Essential
 Expert knowledge of programme/project management techniques


Experience of delivering effective technology solutions based on a predominantly Off
the Shelf packages and Open Source technologies using an integration approach
rather than in-house development
Good / expert knowledge of structured project methodologies specifically those
associated with iterative rather than waterfall approaches
Proven expert in identifying potential causes of risk and their impact on project
success
Expert knowledge of sources of technical project complexity
Strong technical understanding and ability to engage with technical specialists as a
respected peer
Proven expert with planning, monitoring and reporting
Proven expert in detecting and resolving problems
Proven expert in quality management
Significant communication (verbal, written, listening) skills
Demonstrates expert Interpersonal skills
Strong process management expertise
Can interpret project management concerns and identify issues in a form that can be
dealt with by senior management
Can translate design authority and change management issues into project actions


5+ years working in full lifecycle technology delivery projects
Personally managed 6+ projects successfully











