Emergency Response Center is at the Reception of Pahune Hostel.
The person manning the reception of Pahune will be the person responsible for
first emergency response .
In case of any emergency occurring at reception the standby Emergency Response
will be telephone exchange. (Shri Haresh Bhagat – 45248/+919974093913)
The first person who discovers the emergency shall call the emergency response
centre at +917600017016 or BSNL (0265) 2651603 or railway number 45074
to inform of the nature of and location of emergency.
The person manning the reception will determine continuing danger and extent
of injury, Summon help.
The person manning the reception will inform person assigned the role of
Responsibility for Emergency response for the hazard.
DG/DDG/SPMGT (Disaster Management Officer) will be informed on their
mobile / railway phones Logistics in-charges and all FMs (group SMS) will be
informed initially by phone and then by phone call.
Inform and ask for additional resources from identified specialized agencies .

Initial response to a fire emergency
• To determine nature, extent and location of fire.
• Depending on extent of fire and type summon additional help
from Fire Brigade, RPF, Ambulance, Railway Hospital,
Doctors, Vadodara Mahanagar Seva Sadan,
• Inform DG/DDG/SPMGT (Disaster Management Officer)
• Inform logistic in-charges / Safety Supervisors
• Switch off main power supply / Turn off all electrical
equipment
• Activate fire extinguishers
• Advise Use of stairs, not the elevators.
• Assemble people in a safe outdoor area.
• Inform Railway Security Control
• Arrange for drinking water, ORS etc. for affected persons
Earthquake
• To determine nature, extent and extent of damage.
• Inform DG/DDG/SPMGT (Disaster Management Officer)
• Depending on extent of earthquake summon additional help
from Fire Brigade, Ambulance, Railway Hospital, Doctors,
Vadodara Mahanagar Seva Sadan, NDMA
• Inform SSE works
• Inform logistic in-charges / Safety Supervisors
• Turn off all electrical equipment.
• Use the stairs, not the elevators.
• Assemble in a safe outdoor area.
• Inform Railway Security Control
• Keep constant information through media & take action to
rehabilitate affected persons to camps.
• Arrange for drinking water, ORS, food etc. as needed
Gas leakage from pipeline in mess

Inform logistic in-charges / Safety Supervisors
Inform DG/DDG/SPMGT (Disaster Management Officer)
Turn off all electrical equipment. All electrical supply should be blocked
during the leakage contact telephone no. 45243
Avoid the use of mobile phones (potential ignition source) in the immediate
area.
Gas supply in the leaking pipeline should be stopped and to be covered
with a wet cloth and the leaking points should be taped.
Switch off the stoves and appliances and do not use it again until it has
been checked
All people should be alerted and everyone should walkout the mess into
open space.
Assemble in a safe outdoor area
Emergency Helpline of Vadodara Gas Limited (VGL) should be informed
for controlling the leakage. Helpline Numbers are: 2344618, 2356048 and
2580610.
NAIR dispensary and PRTN Rly. Hospital should be informed for the
treatment of affected people.
Depending on extent of gas leakage summon additional help from Fire
Brigade, Doctors, Vadodara Mahanagar Seva Sadan.

Open all doors and windows to ventilate the room.
Get fresh air immediately
Switch off the stoves and appliances and do not use it again until it has
been checked
Turn off the gas supply at the mains.
Call the emergency number of Vadodara Gas Limited (VGL).
Check if any person is feeling ill contact doctors and arrange to send
them to hospital.

Provide first aid, drinking water and immediate relief.
Facilitate evacuation towards safe assembly point .
Stop people from using elevators.
Check for water system breaks that may flood basement areas
Check exposed and energized electrical wiring
In mess area check for piped gas leaks creating a flammable and toxic
environment
Identify objects that may fall
Check for fire
Check for sharp objects such as glass and debris
Secondary collapse from aftershock, vibration and explosions
Check Structural instability
Initiate site clearance activity to facilitate search and rescue if required
Water Poisoning
• To determine nature, extent and location of poisoned water
• Inform HI & call medical team from Divisional Hospital for
emergency.
• Inform PHM & SPHM / ACMS, NAIR/Health Unit
• Inform logistic in-charges. Arrange alternative water supply.
• Inform DG/DDG/SPMGT ( Disaster Management Officer)
• Communicate that water should not be taken from NAIR sources
till further notice. Special attention to children.
• Stop water supply to colony, Hostel, Mess and other places.
• Depending on extent of water poisoning summon additional help
from Railway and other Hospitals, Vadodara Mahanagar Seva Sadan,
Civil Defence.
• Collect water sample and submit to Laboratory Superintendent
divisional hospital Vadodara.
• Ensure 100% health check up of all inmates.

Road Accident
• To determine nature, extent and location of the road accident .
• Inform logistic in-charges. Rush injured to Railway Hospital by
Academy Bus/Staff Car.
• Inform DG/DDG/SPMGT (Disaster Management Officer)
• Find out number of persons trapped/injured to assist the
ambulance service with the medical response and inform.
• Find out type of vehicles involved to determine the resources
needed.
• Depending on extent of accident summon additional help from
RPF, Ambulance, Railway Hospital, Doctors, Vadodara Mahanagar
Seva Sadan.
• After gathering the relevant information regarding the accident, the
RPF should alert other services, as required by state/territory
procedures.
• Collect information about non traffic hazards i.e downed electrical
wires; b. fire; c. hazardous cargoes; d. unstable vehicles; e. debris; f.
spilt fuel; g. LPG-fueled vehicles
