It makes no sense at all for Fire and Rescue Authorities to be buying separately when there are so many benefits to be gained from buying together” Minister for Policing & the Fire Service, Rt Hon Brandon Lewis PURPOSE – “PROTECTING FRONT LINE SERVICES” This is a Sector Led programme, supported by the Home Office • Savings (Cashable) – utilising the programme principles of standardisation, aggregation and collaborative supplier management • Efficiencies (Non-cashable) – fewer and standardised processes, less duplication, more efficient use of resource to deliver more (i.e. better contract management) GOVERNANCE (CONT.) CFOA PROCUREMENT HUB • PMO (Project Management Office) • Support the CFO Category Sponsors/Commercial Leads with Communication • Support Category Leads with Category Strategies, including development of options appraisals and analysis, identifying benefits and risks (referring to and reporting in the RAIDD Log) • Supporting FRS collaboration and aggregation • Support FRS with Supplier Relationship Management (SRM) • Support Category Leads with spend and market analysis • Support Category Leads develop a programme of work CATEGORY STRATEGIES • High level category strategies for each of the six categories of expenditure have been produced. • These are in the process of being updated/refined as new Spend Analysis and Contracts/Pipeline data is now available (1st iteration based on historical spend info – PA Consulting/DCLG Project). • Category Sponsors & Commercial Leads will agree commercial priorities within their category and will also be looking to identify potential savings* BASKET OF GOODS • New Basket of Goods this spring (Facilities Management, Training) • Plans to revisit existing Basket of Goods in Autumn • This programme will be working with the Home Office and the Minister to identify the items and the associated timescales and process – all FRSs will be required to provide the requested information. COLLABORATION • New Legislation – “Duty to collaborate” • Category Sponsors/Commercial Leads to make contact with counterparts in the Police and Home Office • Papers already shared setting out the categories of expenditure where emergency services could work together collaboratively • It won’t always make sense to Collaborate. Category Strategies will help to identify when it does/doesn’t make sense. INSPECTORATE • Based on HMIC – delivery partner to be identified • Commercial activity will be assessed • VFM • Collaboration • 1st assessment this year! FIRE ‘REFORM’ SPEECH “I am pleased from what I have seen over the past few months that the sector has started to respond to these findings and make changes to procurement practices as a result – through the CFOA Fire Commercial Transformation Programme. But I want every FRS to be involved in this. It is in everybody’s interest for the sector to getting the best deal they can” Minister for Policing & the Fire Service, Rt Hon Brandon Lewis COLLABORATIVE PPE PROJECT • To create a Collaborative framework which is accessible to all Local Authority Fire and Rescue Services and other government organisation such as Ministry of Defence. • Provide suitable PPE ensembles for Operational Staff – Structural – Layered – Rescue – USAR • Current commitment – In the region of 20 FRS equating to 20,000 plus Fire Fighters CUSTOMER FOCUSED The Fire Service in general is not a good customer, we’ve tried to overcome this! • Market Engagement • Involving FRS in building an output based specification - performance based rather than being driven by product • Independent research and development University of Portsmouth CUSTOMER FOCUSED • Looking at the needs of the modern Fire Fighter • One robust, fair and transparent procurement process • Reducing demands on suppliers and manufacturers needs • Sovereignty – Requirements within the specification – Corporate image – Number of wearers involved in the trials QUESTIONS?
