Introduction
CITB – ConstructionSkills NI was established in 1964 to encourage the adequate
training of those employed in, or intending to be employed in, the construction
industry in Northern Ireland. CITB-ConstructionSkills NI is funded by a statutory
levy from registered in scope construction employers.
CITB-ConstructionSkills NI has operated a Mobile Training Unit facility for over
twenty years with the current unit having been purchased in February 2008.
1. Aim/requirement
The requirement is to appoint a service provider to provide a service /maintenance
contract for the Mobile Training Unit.
2. Background Information
2.1 Background information
Current Mobile Training Unit
The Mobile Training Unit (MTU), as its name implies, has the capacity to bring
training ‘to the site’. Our current unit provides a seating capacity for 20 adults,
and visits sites and organisations all across Northern Ireland.
This facility has the benefit of providing employees direct training with minimal
disruption to site production. A wide range of courses can be offered within the
unit, which contains all the necessary equipment needed for effective and
professional presentations.
2.2 Current Setup
Industry demand for the Unit is high, with it being available most days of the
training year. It is essential therefore that the unit is serviced and maintained to
keep it operational with minimal downtime.
The current MTU is being pulled via a Sleeper 4 x 2 Cab Tractor Unit, of 300350bhp with sliding fifth wheel. The engine has approximately 220,075 Km

(136,000 miles) and would on average do 36,000 Km (22,400 miles) per year. The
classroom attachment is approximately 9.0 m in length and 2.6 m wide.
The current contract for servicing of the Mobile Training Unit is due for renewal in
September 2013.
3 The Assignment- Scope of Contract
The following table gives a list of potential areas that will need to be addressed
as part of the contract. Tenders should be based on having the expertise,

3.1 Primary Requirements
Applicants are requested to submit a tender submission based on a 3 year contract
for services demonstrating experience relevant to this particular provision,
highlighting the following:
Confirmation the service will be in accordance with the manufacturer’s
maintenance schedule, dependant on the mileage applicable.

Full details (list) of items to be inspected under normal six monthly or as
required service.

Details of Workshop Facilities – location, capacity and range (full or partial
range of service/maintenance/inspection as listed)

Expected average duration of normal service/maintenance/inspection (eg ½
day, full day etc)

Provision of service/maintenance/inspection report on each occasion

Provision of emergency service – breakdown

Provision of breakdown recovery service
3.2 Supplier Response
Applicants are required to demonstrate the following:
Minimum 2 years experience in the provision of service, maintenance, and
inspection of commercial vehicles

Evidence of indemnity insurance and valid certificates

Evidence of an acceptable record regarding health & safety over the past two
years

Evidence of Training, qualifications and experience of the team who will be
responsible for delivery to include a company structure

Details of recent similar service/maintenance contracts

Hourly rate – normal working hours

Hourly rate – outside normal working hours
3.3 Budget
The budget for this service over the three years will be £15k.
3.4. Contract Management and Payment Arrangements
It is CITB-ConstructionSkills NI intention to award the contract for an initial two
year period with a possible extension for a further year. The contract will be
reviewed on an annual basis to ensure the successful applicant meets or betters
the expected performance level required.
Failure to meet the expected performance level will result in termination of the
remaining contract period.
Payment will be upon receipt of an invoice
