Problem Statement
 Identification
of the need to obtain a coherent and up-to-date
information on how Industrial Property Offices (IPOs) disseminate
data regarding Industrial Property (IP) activities.
Revision of the current methods each IPO publishes these
information and mainly the evolution towards modern carriers
proved to be rather not homogenous.
 Agreement of the fact that modern access to information
regarding IPOs policy for dissemination of IP data is a matter of
common interest both for IPOs and third parties.
 Thus the following objectives were established:  

 Establishing of a more efficient way of gathering information
regarding means of IP data dissemination from each IPO;
 Simplifying the way these information are made available to
IPOs and other interested parties;
 Monitoring the evolution process from traditional means of
publishing IP information to electronic means of dissemination.
 Ensuring reliability of information while each national IPO
updates its own data

Solution (1/2)
 Creation of an inventory, hosted on the WIPO web site, which
will be supported by a database based system, allowing remote
updates by individual IPOs and retrieval requests related to IPOs
product types. The system will allow submissions of documents /
product requests to the IPO.
 Administration and remote access technologies will be browser
based (preferably Java) and will not demand for special
equipments.
 Updating will be the responsibility of each IPO. Updates will be
done on password basis.. In order to keep track of the
interventions made by an IPO, the actions performed will be kept
in a history structure.

 Database administration, management of rights of access,
maintenance of the web page - will be WIPO responsibility.
 Retrieval of information will be done using search criteria such
as: Country / IPO name; IP field (patents, trademarks, industrial
design etc); name of the product, support, date since the product
has become available.
 Submission of a request for documents/products to IPOs could
be done through a direct link to that originating office (e-mail,
forms, etc.).

Main functionalities
General
 Users will access the database hosted by WIPO and will be
able to perform queries, updates on the data stored there.
 The contents of the database (records) will be in English.
 The labels on the screen can be translated into the national
language of each IPO.
 The database will be hosted by WIPO and should be accessible
both via Internet and WIPONET.

 administrators (DBAs) from national offices;
They will be in charge with updating the database.
 DBA from WIPO;
He will be responsible for the integrity and consistency of the
database, and also for the security of the system.
 normal users
They are persons interested in querying the database.

 Management of users and user’s rights of access
Management of information which is permanently stored in the
database (list of countries, of languages, types of support, etc.).
Recording events in a history table and obtaining reports from
this history table. Recording actions performed by local DBAs and
queries done by registered users will allow:
 possibility to study the coverage of searches in order to
optimize the application
 avoiding sending notifications to users who do not wish that.

Queries
 Registered users, after filling the registration form, will receive a
logon and a password for accessing the system.
They will be able to choose the language in which the labels on
the query and result screens will be displayed. They will have
access to all query features available in the application.
Users who do not want to register will use "guest" as logon and
password. They will have limited access to the database and their
actions will be not recorded in the history table.
