Objectives:ThisagreementprovidesthebasisforfuturecollaborationbetweentheMPAs
andtheirpartnerinstitutionsandisafoundationforsharingofexperienceandbest
practicesbytheMPAsinrelationtoallaspectsofMPAmanagementandtheconservation
ofcoastalandmarineresources.

managersandusersoftheGrenadaBank

Valuesandimportance:ThetransboundaryGrenadinesisanareaofecological
significancesupportingthemostextensivecoralreefsandrelatedhabitatsinthesoutheasternCaribbean,yetitisthreatenedbydevelopment,overfishing,climatechangeand
limitedcapacityformanagementofprotectedareas.
Aspectsoftransboundarycooperation:Ecosystembasedmanagement:TheGrenadines
networkisaddressingbothdirectandindirectthreatstocoralreefsandassociatedcoastal
ecosystems.
Stageintheprocess:Operationalstagewithcollaborativeactivitiesongoingbasedonan
informal(gentleman’s)agreement,whichhasbeeninplacesince2011,andhasgrownand
beenre-signed,asnewmembershavejoined.

OfficialProtectedAreaDesignation:AllparticipatingMPAsarelegallydeclaredby
NationalLegislation.
TheCatalyst:TherecentcontextoftheGrenadinesMPAstranslatestohugescopefor
buildingeffectiveMPAmanagement.Further,MPAmanagementintheGrenadinesis
characterizedbyarealityoflimitedresources.ThedistanceoftheGrenadinesfromtheir
respectivecapitalcitiespresentsanadditionalhurdletoeffectivemanagement.Thereis
alsoageneralneedtoreorientstakeholderexpectationstowardsmoresustainableuseof
marineresources.GNMPAwasestablishedonthebackofastrongwillingnessfor
collaborationthatwasexpressedbythethreefoundingMPAs(SIOBMPA,TCMPand
Moliniere-BeausejourMPA)andtherelatedgovernmentagenciesinbothcountries.
History:In2011,SusGren,acoastalandmarineenvironmentandsustainablelivelihoods
NGO,jump-startedtheGrenadinesNetworkofMPAs(GNMPA)aimedatstrengthening
managementcapacityofMPAsintheGrenadaBankthroughimprovednetworkingof
existingMPAs.Andinparttoassistthegovernmentsofbothcountriestoachievethegoals
oftheConventionofBiologicalDiversity(CBD),ProgramofWorkonProtectedAreas
(POWPA),andtheCaribbeanChallengeInitiatives(CCI)ofprotecting20%ofnearshore
resourcesby2020.

ThelongtermconservationgoalistobuildaresilientnetworkofMPAsthatarecomanagedeffectivelybycommunityandgovernment,thatfunctioneffectivelyfor
communitywell-being,biodiversityprotection(especiallycoralreefs)andasacritical
climatechangeresponsemechanism.
Barriers,challenges,obstacles,orconstraints:Amajorchallengewillcontinuetobe
scalingupfromeffortsatthelevelofasingleMPAtomorebroadlyeffectivemanagement
acrossthenetwork.Thusfardonorsupportfortrainingenforcement,harmonizationof
monitoringandevaluationactivities,andenhancedoutreachandknowledgemanagement
havebeengoodbutwillneedtocontinue.Governmentsupportandrecognitionforthe
networkremainsthebiggestchallengeforfundraising,networkroleswithincountryMPAs
andinstitutionalizationofthenetwork.
TheGovernanceandManagementStructures
● Cooperativerelationship:Itisaformalbutnon-bindingagreementbetweenthe
MPAs“tocollaboratetogether,toensureeffectiveMPAmanagementandtopromote
theconservationandsustainableuseofmarineresources”.
● Legalbasisforcooperation:N/A
● Governancestructure:SusGrenfacilitatedtheoriginalsigningofthenetwork
agreement,continuestochampionthenetworkandstrivestomatchneedswith
opportunitiesforexpertiseandfunding.WhileSusGrentakesafacilitatingrole,the
MPApartnersshareaccountabilityforimplementation.CurrentlysevenMPAsare
membersofthetransboundarynetwork,andorganizationsinvolvedwithtwo
proposedMPAshaveobserverstatus.
● Cooperativemanagementarrangement:Withnoformalcooperative
managementguidelines,norinstitutionalstructure,GNMPAwasestablishedonthe
backofastrongwillingnessforcollaborationthatwasexpressedbythefounding
MPAsandtherelatedgovernmentagenciesinbothcountries.Eachyear,the
networkingmeetinghasincludedafacilitatedprocesstoassisttheMPAswith
definingtheirpriorityneedsandidentifyingthoseofGNMPA.Thenetworkconducts
jointmonitoringexpeditionsandtrainingprogrammesandassistsmemberswith
takingadaptivemanagementdecisionsbasedonfindings.
Results:AdditionalMPAshavejoinedthenetworkovertheyears,fromthreeparticipating
membersatthestarttosevenareascurrently.Improvednetworkingamongparticipating
membershaspermittedlearningbyexchanginginformationandworkingtogethertosolve
someoftheimportantcommonissuesandchallengesfaced.Thenetworkhasbeenableto
addressfundamentalMPAmanagementchallengesincludinggovernance,management
planning,standardoperatingproceduresforlawenforcement,standardizedcoralreef
monitoring,attachmentandexchanges(fieldvisitsandtraining),andincreasedoutreach
andknowledgemanagement.

LessonsLearned:GNPMAisnowfirmlyestablishedwithsevenMPAmembersandits
sixthannualnetworkingmeetingheldin2016,lessonslearnedinclude:
• Government support was instrumental in the initial establishment of the network
andencouragesitscontinuationandgrowth.
•
Public support is growing and broader stakeholder engagement is achieved with
eachcommunity-focusedactivity.Theinclusionoflocalfishersandchefsintraining
onlionfishhandlingraisesthelocalprofileoftheMPAsandtheirstaff.Schoolsand
communitieswarmlyreceivetheinclusionoflocalchildreninhands-ontrainingfor
MPAstaffineducationandoutreach.
•
FormalizinganagreementtocollaboratebetweenthepartnersservesGNMPAwell
in ensuring willingness on the part of member MPAs and in demonstrating
commitmenttodonorsandexperts.
•
Joint participation of the MPAs in enforcement training is helping to encourage
moreconsistentenforcementofrulesandregulationsacrosstheGrenadines.
•
The strategy of inviting media representatives to the networking meetings is
increasing communications and raising the profile of the participating MPAs
throughongoingpublicationsofMPAactivities.
•
TrainingforMPAstaffandstakeholders,togetherwithdirectfundingtotheMPAs
viasmallgrants,havehelpedtoincreasebiologicalandsocio-economicmonitoring
bymemberMPAs.
•
Aprogrammeofannualmeetings,fieldvisits,jointtrainingandinter-MPAexchange
visits is serving to both increase communications amongst the MPAs and to share
bestpracticesforeffectivemanagementacrossinternationalboundaries.
