These standards have been developed to protect that beauty and ensure the value of the development and your home continues to grow. This document is a summary of the architectural design and landscape standards contained in the SARILIA Country Estates Owner’s Handbook (Handbook). In case of a discrepancy between this summary and the Handbook, the Handbook will be deemed accurate. 2 SITE PLANNING GUIDELINES 2.1 The building envelope concept »» The building envelope is that portion of each home site within which all improvements, including structures, decks, walks, landscape improvements, grading, fencing, and all mechanical equipment must be located, and is the only area of the home site where alterations of, or disturbance to, the natural landscape (other than supplemental planting of approved native vegetation with specific Design Review Committee (DRC) approval) may occur. 2.5 On-site parking Each home site will have a designated area for the parking of two guest vehicles within the building envelope. 2.6 Utilities »» Utility services are stubbed near each lot. »» The extension of services from these stub locations to the residence shall be the responsibility of each owner, and shall be routed to minimize disruption to the natural landscape. 2.7 Walls and fencing »» The specific building envelope for each home site should not exceed 50% of the total area of the site. »» Site walls or fences must appear as a visual extension of the residence, using similar materials and finishes. 2.2 Site work »» In no case will site walls or fences be permitted to arbitrarily delineate the building envelope. No excessive excavation or fill will be permitted on any home site except where specifically allowed by the DRC due to terrain considerations. Every attempt should be made to balance cut and fill with minimal use of retaining walls. 2.8 Outdoor storage 2.3 Grading and drainage Outdoor areas housing trash containers, firewood storage, maintenance or service equipment such as snow blowers, etc., or overflow storage shall be screened from all adjacent properties by a wall or fence. Site grading and drainage should occur with minimum disruption to the home site, without altering natural drainage patterns as runoff leaves the home site. 2.9 Mechanical equipment, electrical meters and gas meters 2.4 Driveways »» Each home site may be accessed by a single driveway or shared drive as outlined herein. »» Except in the case of shared driveways, the surface of the access drive shall not exceed 18 feet in width. »» Roof-mounted or wall-mounted mechanical equipment will not be permitted. »» Any exterior mechanical equipment used must be groundmounted adjacent to the residence and hidden from view by walls of sufficient height to fully screen it and all electrical junction boxes. »» Special permission can be obtained to widen shared driveways or for short driveways (less than 30 feet) leading directly to double- or triple-car garages. 1 Owner’s Handbook Summary Copyright ©2014 Sarilia Country Estates 2.10 Storage tanks All fuel tanks, water tanks or similar storage facilities must be shielded from view by walls or structures, or installed underground. 2.11 Antennae and satellite dishes Satellite dishes, television or radio aerials or antennas should be installed so that they are fully screened from the road, adjacent home sites and public areas. 2.12 Signage and address identification All address identification will be standardized at Sarilia. 2.13 Lighting allowed. Property owners may create a varied landscape in the private area, provided it is screened from the view of adjacent areas. 2.18 Home site restrictions No more than one residence may be constructed on any home site. Other outbuildings such as detached garages may be constructed, provided they are a visual extension of the main residence. 2.19 Building setbacks All buildings adhere to the setbacks as defined by the RM of Laird in their bylaws for the area. This bylaw requires a minimum setback of 20 feet from the legal boundary of a municipal road allowance and 5 feet from any other boundary. »» No street lighting will be employed by the developer throughout the community to minimize light pollution. »» All exterior light fixtures should be “dark sky” compliant. 2.14 Swimming pools, wading pools, spas and hot tubs »» A spa or hot tub with a maximum eight-person capacity is allowed. »» Swimming pools or wading pools are not allowed. 2.15 Tennis, sport courts, and basketball nets »» Due to the extensive clearing required by tennis courts and other sport courts, such courts will not be permitted. »» Wall-mounted or freestanding basketball nets may be allowed subject to DRC approval. 2.16 Play structures Play structures are allowed within the building envelope if placed within fenced, rear yard areas, and in keeping with the intent of these guidelines. 2.17 Approved plant list The vision for Sarilia is for a low maintenance xeriscaping approach. As our intent is to preserve the natural beauty of the river valley, only plants that are indigenous to Sarilia are Owner’s Handbook Summary Copyright ©2014 Sarilia Country Estates 3 ARCHITECTURAL DESIGN STANDARDS 3.1 Building size »» Our geotechnical engineers have determined that the maximum footprint for any single building is 150 square metres or approximately 1,600 square feet. »» The largest allowable single living space is 450 square metres (basement and two floors) or approximately 4,844 square feet. »» A maximum of two detached outbuildings are allowed with the total footprint of the two buildings not to exceed the footprint of the main residence. Outbuildings cannot exceed one storey in height. »» The DRC has defined minimum sizes for each of the three categories of lots: Category A Category B Category C Minimum Footprint 1200 sq ft 1000 sq ft 672 sq ft Minimum Liveable Space 1600 sq ft 1200 sq ft 768 sq ft 2 3.2 Mobile homes or previously used homes 3.6 Roofs »» Mobile homes are prohibited. »» The roofline of each home must create its own pleasing relationship to the street, other common areas, and to its adjacent structures when viewed from all directions. »» Moving of existing buildings or structures that are assembled off-site (RTM and manufactured homes) is permitted. These structures require the same DRC approval as on-site construction. 3.3 Height and massing of structures »» Buildings cannot exceed a true vertical height of 34 feet (28 feet if located in a view line area) above original natural grade directly below the point of measurement. »» Buildings should have pitched roofs with a minimum pitch of five feet in twelve and a maximum pitch of twelve feet in twelve. »» No building wall may extend more than 20 feet in height without an offset in the vertical plane of at least two feet. »» No single-storey building wall may extend more than 32 feet in length, without an offset of at least two feet. »» No two-storey building wall may extend more than 24 feet in length without an offset of at least two feet. 3.4 Foundations Individual buildings are constructed on a stiff, grade supported, steel reinforced, concrete raft foundation that must be designed and stamped by a Professional Structural Engineer licensed to practice in the Province of Saskatchewan. 3.5 Exterior materials »» Exterior materials should blend in and be compatible with the native landscape. »» All exterior surfaces including gutters, roof vents, and window frames are to be finished or painted. Unfinished metallic exterior wall surfaces are not permitted. »» Overhangs shall be provided at all roof edges at a minimum of 1’ 6”. »» The roofs of all two-storey homes should include singlestorey elements or significant variations in the roofline. »» Roof materials permitted include asphalt shingles, concrete shake tiles, architectural grade fibreglass shingles, slate, flat concrete tiles, and other low-reflectivity tiles. The use of asphalt roll roofing or reflective metal surfaces is prohibited. 3.7 Chimneys and outdoor fire pits »» Well-proportioned chimney masses can be used as sculptural features complementing the overall qualities of the home. »» Exposed metal flue pipes will not be approved. »» The area (measured in plan view) of any one chimney should be no less than 12 square feet and no more than 48 square feet. »» Outdoor fire pits are allowed in the building envelope as long as they are concealed from view. The area around the fire pit must be properly prepared to ensure the fire is controlled. 3.8 Exterior colours »» The colour of exterior materials must generally be subdued to blend with the natural landscape. »» White may be used as an accent or trim colour; lightgrey siding stains which approach white or off-white in appearance will not be allowed. (Garage and exterior doors are not considered trim). 3.9 Building projections All projections from a residence or other structure shall match the surface from which they project. 3 Owner’s Handbook Summary Copyright ©2014 Sarilia Country Estates 3.10 Garages and garage doors »» Garages are not required but if desired, can be either attached or detached. »» The garage doors should be either the same colour as the body of the home; or a slightly darker shade of the same colour. 3.11 Solar applications and other structures »» Passive solar design is encouraged. Active solar applications (solar hot water and photo voltaic) must be integrated in the structure or landscaping of a home site in a manner that ensures that the solar panels do not result in excessive glare toward the street, neighbouring properties, or public areas. 4 LANDSCAPE GUIDELINES Three zones have been created for each home site. They are the natural area, the transition area and the private area. 4.1 Natural area The natural area is that portion of the home site, which lies outside of the building envelope, and must remain as a natural area left untouched and undisturbed. 4.2 Transition area »» Doghouses and runs, flagpoles, and permanently installed recreational equipment must first be approved by the DRC. The transition area is that portion of a home site within the building envelope but outside of the residence or site walls, within which an owner may enhance the landscape. 3.12 Changes or additional construction 4.3 Private area All changes or additions to the approved plans before, during, or after the construction must first be approved by the DRC. The private area is that part of the building envelope which is screened from view from adjacent home sites, the street, and public areas, by site walls or structures, within which an owner may create as varied a landscape as desired. 3.13 Septic tanks and cisterns »» All septic tanks must be buried inside the building envelope. »» Appropriate access for sewage and water trucks must also be included in the building envelope. »» Cisterns may be buried or included inside the liveable space of the dwelling. 4.4 Restoration of disturbed areas Every effort should be made by the homeowner to return all disturbed areas to the overall appearance of native, undisturbed natural landscape as quickly and completely as possible. 4.5 Turfs 3.14 No-build zone Buildings cannot be placed within the no-build zone (defined as 35 metres from top of bank). Decks and small buildings such as garden sheds and gazebos may be built in the no-build zone. Turf is not approved for use in the natural area or transition area of the home site. 4.6 Garden plots Non-native planting areas may be established and maintained within the private area.
