National Cancer Control Programme
Since 2007 considerable progress has been made in reorganising the delivery of cancer
services in Ireland under the leadership of the Director of the National Cancer Control
Programme. The NCCP now seeks to appoint an Assistant National Director.
The aim of this programme is to lead, organise and deliver cancer control on a whole
population basis. The HSE will continue to pursue a population-based, cancer control
programmatic approach through the application of evidence-based policy to clinical
practice and all other components of cancer control.
It is anticipated that a new National Cancer Strategy will be published early in 2017.
Implementation of the new strategy will build on what has been achieved to date, and is
likely to provide an increased focus on areas such as prevention, early diagnosis, rare
cancers, psycho-oncology and survivorship. This is an exciting opportunity for a highly
motivated health professional to contribute to the development, implementation and
monitoring of plans to improve cancer care and survival in Ireland.
Key elements of the National Cancer Control Programme (NCCP) include ‘best practice’,
evidence-based equitable care for the entire population; integration of interventional
services across health disciplines, and health settings (e.g. primary, community and
hospital care); integration of research and clinical service to accelerate knowledge
generation and application; and effective resource allocation.
Reporting
Relationship
The Assistant National Director will report to the National Director of the NCCP, and will
ensure that the National Director is provided with all necessary information to exercise
governance and policy responsibilities.

Purpose of the Post
Principal Duties and
Responsibilities
Direct Reports: NCCP Clinical Programme(s) Manager(s), Research Manager &
Guideline Methodologist, General and Project Management Staff
The Assistant National Director (AND) will support the National Director NCCP in the
implementation of national policy in relation to Cancer Control within the public health
service in Ireland. He/she will manage and be responsible for defined work streams within
the NCCP.
1.Leadership and Management
1.1 Strategic Plan
 The person appointed to this post will work within the National Cancer Control
Programme as part of a multi-disciplinary team delivering a coordinated approach to
the implementation of the national cancer strategy
 Support the expansion of an in depth cancer surveillance function to develop and
monitor the National Service Plan, the performance, quality, safety and efficiencies of
existing cancer services, return on development resources, economic evaluation and
accountability
 Support the National Director in the continued development and implementation of
strategy for the NCCP to ensure equitable cancer services and improvement in
survival rates

Represent the NCCP as appropriate in collaborations with the European Union and
other international agencies involved in cancer control.
1.2 Assurance Framework
 Support and progress the work of the national Clinical Leads group for specified
cancer(s) in the development and monitoring of standards, quality initiatives, key
performance indicators and assurance measures.
 As AND for a NCCP Clinical Programme(s), the post holder will work with the Clinical
Lead/National Adviser and General Managers for that programme to manage and
support the development, delivery, monitoring, quality assurance and performance
management of the programme
 Management and participation in the annual audit and quality meetings for individual
cancer sites
2. Managing and Delivering Results and Performance
2.1 Systems & processes
 The AND will liaise and oversee the cancer related services in the designated cancer
centres.
 Oversee and quality assure responses to Parliamentary Questions, patient
representations, Freedom of Information requests etc
 The AND will have responsibility for the on-going management and leadership of
Research and Guideline Development, and implementation of developed guidelines
2.2 Budget Management
 Work with other members of the Management team in the effective and timely
management and oversight of finances relevant to cancer control across all health care
settings
 The Programme National Director has authority in relation to cancer control elements
currently managed between the NCCP and a number of HSE Divisions. The AND will
support the National Director in identifying needs, allocating new resources and
achieving a shift of existing resources (people, facilities and funding) from or between
those Divisions and cancer services.
2.3 Reporting
 Presentation of the NCCP to a diverse audience as appropriate and necessary.
 Act as the HSE’s and NCCP’s spokesperson on the National Cancer Control
Programme at various fora and in the media as appropriate.

3. Working with and through others (Influencing to achieve)
 Provide line management to assigned staff.
 Work with the Head of Planning, Performance and Programme Management in relation
to work-force planning, to ensure a well-trained labour force to effect delivery of the
National Cancer Control Programme. Collaboration with professional colleagues and
HSE medical and allied health planning processes
 Liaise with Northern Ireland services in relation to cancer related Cross Border joint
working initiatives
 Demonstrate pro-active commitment to all communications with internal and external
stakeholders
 Close collaboration with the National Cancer Registry of Ireland to monitor trends and
epidemiological research.
 Deputise for the National Director NCCP as required
4. Corporate Governance
 Work with the National Director to improve capacity within the Division for issue
identification, national policy prioritisation, risk assessment and future planning
 Support the expansion of an in depth cancer surveillance function to develop and
monitor the National Service Plan, the performance, quality, safety and efficiencies of
existing cancer services, return on development resources, economic evaluation and
accountability.
General
 Have a working knowledge of the Health Information and Quality Authority (HIQA)
Standards as they apply to the role for example, Standards for Healthcare, National
Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene
Standards etc and comply with associated HSE protocols for implementing and
maintaining these standards as appropriate to the role.
 To support, promote and actively participate in sustainable energy, water and waste
initiatives to create a more sustainable, low carbon and efficient health service.

experience







Experience of working in a senior management role in health care as relevant to the
role. This should include significant operational and financial/ budgetary experience in
the delivery of complex services.
Experience of working in the area of cancer services
Have a significant track record of achievement as a leader and senior manager in a
large complex organisation
Successful track record of planning and delivering organisational change in a complex
environment involving multiple stakeholders
Experience of managing and working collaboratively with multiple internal and external
stakeholders, as relevant to this role
Experience of clinical and/or corporate governance
The requisite knowledge and ability (including a high standard of suitability and
management ability) for the proper discharge of the duties of the office
Health
A candidate for and any person holding the office must be fully competent and capable of
undertaking the duties attached to the office and be in a state of health such as would
indicate a reasonable prospect of ability to render regular and efficient service.
Character
Each candidate for and any person holding the office must be of good character.

Age restrictions shall only apply to a candidate where he/she is not classified as a new
entrant (within the meaning of the Public Service Superannuation Act, 2004). A candidate
who is not classified as a new entrant must be under 65 years of age on the first day of the

Terms and Conditions of Employment
Tenure
The current vacancy available is permanent and whole time.
The post is pensionable. A panel may be created from which permanent and specified
purpose vacancies of full or part time duration may be filled. The tenure of these posts
will be indicated at “expression of interest” stage.
Appointment as an employee of the Health Service Executive is governed by the
Health Act 2004 and the Public Service Management (Recruitment and Appointment)
Act 2004.
Working Week
The Salary scale for the post is: €93,363, €97,488, €101,573, €105,573,
€109,782,€112,652 (1/4/2017)
The standard working week applying to the post is 37 hours.
Annual Leave
HSE Circular 003-2009 “Matching Working Patterns to Service Needs (Extended
Working Day / Week Arrangements); Framework for Implementation of Clause 30.4
of Towards 2016” applies. Under the terms of this circular, all new entrants and staff
appointed to promotional posts from Dec 16th 2008 will be required to work agreed
roster / on call arrangements as advised by their line manager. Contracted hours of
work are liable to change between the hours of 8am-8pm over seven days to meet
the requirements for extended day services in accordance with the terms of the
Framework Agreement (Implementation of Clause 30.4 of Towards 2016).
The annual leave associated with the post will be confirmed at job offer stage.

This is a pensionable position with the HSE. The successful candidate will upon
appointment become a member of the appropriate pension scheme. Pension
scheme membership will be notified within the contract of employment. Members of
pre-existing pension schemes who transferred to the HSE on the 01 st January 2005
pursuant to Section 60 of the Health Act 2004 are entitled to superannuation benefit
terms under the HSE Scheme which are no less favourable to those which they
were entitled to at 31st December 2004
Every appointment of a person who is not already a permanent officer of the Health
Service Executive or of a Local Authority shall be subject to a probationary period of 12
months as stipulated in the Department of Health Circular No.10/71.

It is the responsibility of line managers to ensure that the management of safety,
health and welfare is successfully integrated into all activities undertaken within their
area of responsibility, so far as is reasonably practicable. Line managers are named
and roles and responsibilities detailed in the relevant Site Specific Safety Statement
(SSSS).
Key responsibilities include:

Developing a SSSS for the department/service 1, as applicable, based on
the identification of hazards and the assessment of risks, and
reviewing/updating same on a regular basis (at least annually) and in the
event of any significant change in the work activity or place of work.

Ensuring that Occupational Safety and Health (OSH) is integrated into dayto-day business, providing Systems Of Work (SOW) that are planned,
organised, performed, maintained and revised as appropriate, and ensuring
that all safety related records are maintained and available for inspection.
Consulting and communicating with staff and safety representatives on
OSH matters.
Ensuring a training needs assessment (TNA) is undertaken for employees,
facilitating their attendance at statutory OSH training, and ensuring records
are maintained for each employee.
Ensuring that all incidents occurring within the relevant department/service
are appropriately managed and investigated in accordance with HSE
procedures2.
Seeking advice from health and safety professionals through the National
Health and Safety Function Helpdesk as appropriate.
Reviewing

performance achievement meetings for example.

Positions remunerated at or above the minimum point of the Grade VIII salary scale
(€ 64,812 as at 01.01.2010) are designated positions under Section 18 of the Ethics
in Public Office Act 1995. Any person appointed to a designated position must
comply with the requirements of the Ethics in Public Office Acts 1995 and 2001 as
outlined below;
A) In accordance with Section 18 of the Ethics in Public Office Act 1995, a person
holding such a post is required to prepare and furnish an annual statement of any
interests which could materially influence the performance of the official functions of
the post. This annual statement of interest should be submitted to the Chief
Executive Officer not later than 31st January in the following year.
B) In addition to the annual statement, a person holding such a post is required,
whenever they are performing a function as an employee of the HSE and have
actual knowledge, or a connected person, has a material interest in a matter to
which the function relates, provide at the time a statement of the facts of that
interest. A person holding such a post should provide such statement to the Chief
Executive Officer. The function in question cannot be performed unless there are
compelling reasons to do so and, if this is the case, those compelling reasons must
be stated in writing and must be provided to the Chief Executive Officer.
C) A person holding such a post is required under the Ethics in Public Office Acts
1995 and 2001 to act in accordance with any guidelines or advice published or
given by the Standards in Public Office Commission. Guidelines for public servants
