RESOLUTION NO. __ , Series of 2017 ACCURACY LIMITS OF METERS AND INSTRUMENT TRANSFORMERS Article I. GENERAL PROVISIONS Section 1. These Rules/Guidelines shall be known as Accuracy Limits of Meters and Instrument Transformers. Section 2. Objectives. - These Rules aims to set the accuracy limits of all meters and instrument transformers installed in the customers' premises. Section 3. Applicability. - These Rules shall apply to the following: All distribution utilities; 2. All types of customers; and 3. Redistributors 1. Section 4. Definition of Terms. American National Standards Institute (ANSI) A private non-profit organization that oversees the development of voluntary consensus standards for products, services, processes, systems, and personnel in the United States. Captive Market Refers to electricity end-users who do not have choice of a supplier of electricity, as may be determined by the ERC in accordance with the EPIRA. Contestable Market The electricity end-users who have a choice of supplier of electricity, as may be determined by the ERC in accordance with the EPIRA. International Electrotechnical Commission (lEC) A worldwide organization for Standardization comprising all national electro technical committees. Instrument Transformers High accuracy class electrical devices used to isolate or transform voltage or current levels. National Institute of An agency under the u.s Department of Standards and Commerce, which has the assigned Technology (NIST) function of taking custody, maintenance, and development of the national standards of measurements and the provision of means and methods for making measurements consistent with the ANSI standards Watt-hour Meters An energy measuring device at specific time. Article II. LIMITS FOR CAPTIVE MARKET Section 5. Watt-hour Meters All watt hour meters must be tested and sealed by the ERC prior to installation in the customer's premises. Their accuracy limits shall not exceed the error of plus or minus five-tenths percent (+/ -0.5) at specified test load. Section 6. Instrument Transformer All instrument transformer must be tested and sealed by the ERC prior to installation in the customer's premises. Their accuracy limits shall not exceed the error of plus or minus three-tenths percent (+ / -0.3) at specified test load. A. Transformation Ratio Test Instrument Transformers shall be tested of their accuracy transformation ratio which should not exceed plus or minus three tenths percent (+/-0.3). B. Secondary Burden The burden in each phase of the instrument transformer shall not exceed its specified burden. Instrument transformers shall be connected only to a revenue meter with a burden that will not affect the accuracy of the measurement. Article III LIMITS FOR CONSTESTABLE MARKET Section 7. Watt-hour Meters All watt hour meters must be tested and sealed by the ERC prior to installation in the customer's premises. All watt hour meter must comply with the appropriate IEC Standards or their equivalent national standards for static watt-hour meter and other types of meters, and be of 0.3 accuracy class based on the applicable ANSI standard, or 0.2 accuracy class based on the applicable IEC standard. Section 8. Instrument Transformer All instrument transformers shall be tested and sealed by the ERC prior to installation. A. Voltage Transformers The voltage transformer shall have a minimum of 0.3 accuracy class based on the applicable ANSI standard, or 0.2 accuracy class based on the applicable IEC standard. The"total burden of each secondary circuit of the voltage transformers must not exceed the rated burden of the voltage transformer. In no case shall the voltage drop from the voltage transformer secondary terminal to the input voltage terminal of the billing meter be more than 0.17% of the nominal secondary voltage rating of the voltage transformer. B. Current Transformers Current transformers shall be certified to have been tested for ratio and phase deviation to be within the ANSI accuracy class of 0.3 or better'over the entire measuring range of the metering facility. . Article IV FINAL PROVISIONS Section 9.Imposition of Fines and Penalties. Violation of any of these Rules shall be subject to the imposition of fines and penalties in accordance to the "Rules to Govern the Imposition of Administrative Sanctions in the Form of Fines and Penalties Republic Act No. 9136, As Amended." Pursuant to Section 46 of Section 10. Exception Clause. Where good reason appears, the ERC may allow an exception from any provision of these Rules, if such exception is found to be in the public interest and is not contrary to law or any other pertinent rules and regulations. Section 11. Separability Clause. If any of the foregoing amendments is declared unconstitutional or invalid, the other provisions which are not affected thereby shall remain in force and effect, unless such declaration would render the whole rules unenforceable or non-implementable. Section 12. Repealing Clause. All Rules and Guidelines, or portion thereof, issued by the ERC, which are inconsistent with these Rules are hereby repealed or modified accordingly. Section 13. Effectivity. These Rules shall take effect fifteen (15) days after its publication in a newspaper of generation circulation in the country.
