BACKGROUND
Zimbabwe is a landlocked country in Tropical Southern Africa falling
between latitudes 150 30’ and 22030’ south of the Equator and between
longitudes 250 and 33’ 10’ of the Greenwich Meridian. It is boarderd by
Mozambique to the East, South Africa to South, Botswana to the West
and Zambia to the North and North West. The country lies in the semi
arid region with a savanna type of climate .Its annual rainfall ranges
between 300mm in the South and over 1000mm in the Northeast. It has
an estimated population of 12 973 808 in 2012 with the overall sex ratio
being 93males per every 100 females.
Zimbabwe has an agro based economy with agriculture contributing
about 15% each year of the GDP.Its industry comprise of mainly mining
and agro based primary extractive operations .Zimbabwe generates
about 1200MW of electricity from thermal and hydropower plants.
Local supply doest meet the demands .The shortfall is made up with
imports from Zambia, Mozambique and South Africa. In the rural areas
energy needs are met basically by firewood. It is heavily endowed with
abundant
natural
resources
and
minerals
such
as
gold,chrome,asbestos,diamonds and iron among others.
Zimbabwe has a fairly modern transport dominated by road and
contributes about 7% to the GDP.Tourism in Zimbabwe is one of the
main foreign exchange earners contributing over 15% of the country’s
GDP.It is richly endowed with a variety of tourist attractions.it has one
of the seven wonders of the world. The country has maintained
membership to various regional and international grouping such as
COMESA, SADC among others .Zimbabwe has also signed bilateral
trade agreements with most of her neighboring states.
The Third National Communication of Zimbabwe to the United Nations
Framework Convention on Climate Change is being prepared in
fulfillment of Zimbabwe’s obligation to the UNFCC under article 4 and
12 and builds on the outcomes of its predecessor, the 2nd National
Communication which was submitted in 2012, and several other climate
change activities that are ongoing in the country. It aims to document in
a comprehensive manner Zimbabwe’s actions and strategies in
mitigating and adapting to the impacts of climate change, which are
essential to fulfilling certain obligatory provisions of the convention for
developing countries, also known as Annex 2 countries. This project
takes full consideration of the capacity building needs of Zimbabwe and
has included capacity building initiatives in its activities. The project
will lead to the preparation and submission of the Third National
Communication of Zimbabwe to the Conference of the parties to the
United Nations Framework Convention on Climate Change
(UNFCCC).The key components of the project are namely:
a. A national inventory of the greenhouse gases compiled in
accordance with the guidance of the COP.
b. Impact analysis and vulnerability assessment of key sectors of the
economy to the adverse impacts of climate change in Zimbabwe.
c. Analysis of GHG mitigation options and possible measures of
reducing emissions of greenhouse gases while advancing
sustainable development plans and programmes for Zimbabwe.
d. Elaboration of programmes including measures aimed at
facilitating adequate adaptation to the adverse impacts of climate
change.
e. The preparation of the Third National Communication of
Zimbabwe to the UNFCCC.
Additionally the project aims at increasing the awareness of the climate
change amongst the entire citizens of Zimbabwe .It would also serve to
enhance information exchange and cooperation between all stakeholders
including government officials, civic society, non-governmental
organizations, academia and the private sector.
INSTITUTIONAL FRAMEWORK FOR PREPARING THE
NATIONAL COMMUNICATION ON A CONTINUAL BASIS
The government of Zimbabwe has entrusted the Ministry of
Environment, Water and Climate to fulfill the country’s commitments to
the UNFCCC .Accordingly a department of Climate Change
Management has been set up for implementation of the convention. The
ministry was also the executing agency for the INC and SNC projects. It
will also be the executing agency of the TNC and those to come in the
near future.
The ministry of Environment, Water and Climate is in charge of the
production of the TNC .The project team that carried out the work under
the SNC was strengthened and capacitated building towards the
TNC.Based on available scientific and technical expertise in the country
a project management team and technical expert groups were
reconstituted in consultation with other government departments as well
as civic society organizations. The Climate Change Management
Department are responsible for the day to day running of the project.
