The Great Compromise: The Virginia Plan called for a bicameral legislature. Members of the lower house would be elected and then choose members of the upper house. The number of representatives in each house would be determined by the population of each state. The New Jersey Plan called for a unicameral legislature; each state, regardless of population, would have one vote. The Great Compromise took elements of both of the plans. It called for a bicameral legislature. Each state got an equal voice in the upper house. In the lower house, representation would be according to population. 2. The Three-Fifths Compromise: This compromise established that only threefifths of a state’s slave population would count in determining how many representatives a state was entitled to. Answer Key 137
