ASEAN CRITERIA FOR ACCREDITATION OF LIVESTOCK
ESTABLISHMENT
CATTLE AND BUFFALOES FOR SLAUGHTER 
A. PREAMBLE
This criteria is prepared as a guideline protocol for the competent authority of
ASEAN member countries for the accreditation of livestock establishment for
cattle & buffaloes for slaughter purposes.
B. SCOPE
This criteria shall apply to livestock establishment where cattle & buffaloes are
reared or kept for slaughter.
C. DEFINITION
“Animals” means cattle and/or buffaloes.
“Animal for slaughter” means an animal intended for slaughter within a short
time, under the control of the relevant competent authority.
“Animal health situation” means animal disease situation of a country with
respect to animal species concerned.
“Case” means an individual animal affected by an infectious or parasitic disease.
“Competent authority” means the Government Veterinary Services of the
country having the responsibility and competence for ensuring or supervision the
implementation of animal health measures recommended in this criteria.
“Disinfection” means the operation, after thorough cleansing, destined to
destroy the infectious or parasitic agents of animal diseases, including zoonoses
using the approved chemical agents and/or physical methods.
“Establishment” means the premise or farm where animals are reared or kept and
should be registered with or under supervision of the competent authority of the
country.
“Free zone” means a clearly defined area or territory within a country in which
no case of a disease concerned has been reported or occurred during the specified
period or period stated for such disease according to the OIE Standards and
within which official veterinary control is effectively applied for animals and
animal products, and their transportation.

“FMD free zone” means a clearly defined area or territory within the country in
which no case of FMD has been reported or occurred for a specified period
recognized by the ASEAN and/or OIE.
“Laboratory” means a properly equipped institution staffed by technically
competent personnel under the control of a specialist in veterinary diagnostic
methods, who is responsible for the validity of the results. The competent
authority approves and monitors such laboratories with regard to diagnostic tests
required for international trade.
“Monitoring” means activity constitutes on-going programmes directed at the
detection of changes in the prevalence of disease in a given population and in its
environment.
“OIE Animal disease List A and List B” means the List of transmissible
diseases that are set out in the OIE International Animal Health Code.
“Quarantine” means all measures relating to the entry and detention of animals
in the quarantine establishment, including controlling their movement to and from
this establishment and activities rendered to ensure the disease free status of the
animals.
“Quarantine establishment” means a building or collection of buildings where
animals are maintained in complete isolation, with no direct contact with other
animals, in order to undergo observation for specified period and to be subjected
to various control tests and treatment so that the veterinary authority may assure
that they are free and not affected with certain disease.
“Surveillance” means the continuous investigation of a given population to
detect the occurrence of disease for control purposes, which my involve testing of
a part of the population.
“Vehicle” means any method of transport by land, air or water.

The establishment should fulfill the following criteria on animal health
status as follows:2.2.1 it should be in a country which is free from Rinderpest, Contagious
Bovine Pleuropneumonia (CBPP), Rift Valley Fever, Bovine
Spongiform Encephalopathy (BSE) and Lumpy Skin Disease.
2.2.2 it should be located in Foot and Mouth Disease (FMD) free zone.
3. Veterinary public health status in the country/region/area
3.1
The animals should be tested and found free from Tuberculosis,
Brucellosis, Leptospirosis during their quarantine period but not less than
14 days prior to export.
4. Inspection system
4.1
The establishment must implement a documented inspection system at
critical points of the quarantine process to monitor the animal diseases to
the satisfaction of the competent authority, so as to ensure that the animal
health and veterinary public health criteria for accreditation of the
establishment are maintained.
4.2
The documented inspection system should be carried out under the
supervision of the registered veterinarian of the country.
4.3
Accredited establishments will be assigned an establishment code by the
competent authority.

5. Infrastructure and facilities
5.1
The establishment must be located in the area where there are neither
slaughterhouses nor livestock markets situated within the radius of at least 5
km.
5.2
The establishment must be completely fenced and easily identifiable.
5.3
The establishment should have only one main entry point and measures for
restricting entry of visitors and vehicles should be available at the entry
point of the establishment.
5.4
The establishment should have access to a continuous supply of adequate
electrical power, potable water, proper drainage and good access roads
within the establishment.
5.5
The establishment should have a reception area to receive visitors and
vehicles. The quarantine area should be segregated from the reception area
by internal fencing and should not be accessible to visitors or outside
vehicles without going through appropriate bio-sanitation measures.
5.6
The establishment should have facilities to allow the proper disposal of
solid and liquid waste.
5.7
The establishment should have proper loading/unloading ramp to prevent
the access of vehicle from outside.
5.8
The establishment should have proper stores for the storage of feed,
chemicals and equipment.
6. Biosecurity measures
6.1
The establishment should have vehicle and personnel disinfection facilities
at critical points of entry into the quarantine area.
6.2
Farm apparels, footwear and footbath shall be provided for authorised
personnel and farm workers to the quarantine areas.
6.3
The animals must be kept entirely in barns with roof and each barn should
be provided with a disinfection footbath.
7. Monitoring and surveillance programmes for disease control.
7.1
The establishment should implement a documented disease surveillance
programmes which as a minimum comprise of surveillance of Bovine
brucellosis, Bovine tuberculosis,
Foot and mouth disease, and
Leptospirosis.

7.2
The establishment should use serological and/or microbiological tests to
determine whether an infection is present.
7.3
Samples for testing must be taken as appropriate for the particular
infection, such as blood/serum, fresh faecal samples, culled, sick or dead
animals and any other suspected samples (animal feed and/or water that is
provided).
7.4
The documentation system should be carried out under the supervision of
the registered veterinarian of the country.
8. Good Animal Husbandry Practice
8.1
Hygiene rules must be drawn up by the management of the
establishment.
8.2
Personnel must wear appropriate working clothing.
8.3
It must have a recording system kept for each herd which shows;
8.3.1 - arrival and departure,
8.3.2 – daily health check,
8.3.3 - drugs and vaccines used,
8.3.4 - any laboratory tests and the results there of,
8.3.5 - the place of origin of the animals,
8.3.6 - the destination of the animals.
These record should be kept for at least 1 year after the removal of the
herd.
8.4
The animals should be vaccinated, if necessary, using only the approved
vaccines under the ASEAN Standards of Animal Vaccines.
8.5
Each barn/premise should practice all-in all-out system. The barn should
then be cleaned thoroughly, disinfected and rested for a minimum period
of 1 week before the next restocking.
8.6
The establishment should have a system for immediate removal of dead
animals, which are properly disposed of in a manner acceptable to the
competent authority.
8.7
The establishment should have a system for isolation of sick animals for
treatment and/or slaughter in an manner acceptable to the competent
authority.
8.8
No other animals are allowed to be reared or kept in the establishment.
8.9
Compounded animal feed must derived from approved sources. Feed
ration used shall not contain microbial contaminants, growth promoters,

chemicals, drugs, mycotoxins above level acceptable to the competent
authority.
8.9
Meat and bone meal of mammalian origin are not permitted to be used in
the feed ration.
8.10
Animals should be kept at the appropriate stocking density for the
rearing system used.
8.11
The owner and/or manager of the establishment must notify the
competent authority of any sign suggesting the presence of an infectious
animal disease.
8.12
Buildings, facilities and equipment should be well maintained and kept
in good condition.
9. Laboratory Testing
9.1
All samples should be tested at an approved laboratory.
10. Good Management Practice & Operational Hygiene
10.1 The Establishment must have a documented quality assurance programme
to ensure the management of good quality animals which has been
evaluated and approved by the competent authority.
10.2 The establishment should keep accurate records to meet the
requirements of para 10.1.
10.3 The establishment should use properly labeled chemicals, pharmaceuticals
and biologics which are registered for veterinary use only. Accurate
records should be maintained for all chemicals, pharmaceuticals and
biologics used and where and how they were disposed of. Staff must
carefully read and follow directions for use.
11. Staff competence
11.1 The establishment should employ suitably qualified and/or experienced
personnel in animal management and production. It must have access to
the services of the registered veterinarians of the country.
11.2 The establishment should provide a documented training programme for
staff on animal management/production and disease prevention and
control.
