Zenata, A Moroccan Eco-City

Sustainability: The DNA of one of the first Moroccan Eco-Cities
The concept of Zenata is innovative, at the breaking edge of development and urban planning. But foremost, this city is
compliant with the international standards of development and is designed to be sustainable.
The urban concept
The urban concept is built around four major axes:
1 The Socio-Economic issues: The concept provides
housing for middle income families and the relocation of
7 000 families from onsite slums. A 78 ha subsidized
industrial relocation zone for 200 onsite activities is
programmed. On December 2011, a beach housing
expropriation procedure was launched to free the natural
dunes and allow the future inhabitants to enjoy Zenata
seacoast through a 5,35 km promenade.

2 The Environmental Concept: 470 ha of greenery (30% of total land area) will be spread through parks and natural

corridors conceived to promote biodiversity and help decrease the temperature (-3° in the summer). Water retention ponds for
the wet season will help groundwater recharge and forestation of the site.
3 The mobility plan: The mobility plan of Zenata New
City is designed to favor collective transport as well as
non-motorized means of transportation, in order to limit
the use of cars in accordance with Urban Transports Plan of
Casablanca.
The collective transport plan includes a multimodal train
station for intercity trains, urban trains, tramways, buses
and taxis, and a high-quality buses network. This plan will
allow Zenata to be part of the mobility network of Grand
Casablanca. The soft-mobility plan includes linear parks and
several pathways for pedestrians and bike paths…

4 Life units: The city is divided into life units. Each of these units offer all the necessary equipment for daily life in terms of
education, health, shopping and leisure.

Zenata, a strategic territory of Greater Casablanca
Geographic location
The Kingdom of Morocco has conducted numerous economic
and structured reforms; mostly in infrastructure, energy,
industry, housing, trade, agriculture and environment.
These reforms have led to structural changes without
compromising the stability of established balances, as well as an
unprecedented dynamism, particularly in the tertiary industry.

Zenata, last strategic land reserve, is large enough to reduce the currently existing socio-economic unbalances between the
East (Sidi Bernoussi, Ain Sbaa) and the West (Anfa City center) of Greater Casablanca region through a social and spatial mix.
This project of public utility aims to raise the economic capital to the rank of a great international metropolis.
Engaged in a proactive public policy of major works and
base-building projects, Morocco has also upgraded its
infrastructure to meet international standards: 14 international
airports, 1 800 km of highways by 2015, first high-speed train by
2016, first operational tramway line in Rabat and Casablanca, and
world-class port in the Mediterranean Sea: Tangier Med.
Key Macroeconomic Fundamentals
The eco-design approach of Zenata New City consists of overall thinkings to limit or reduce the environmental impacts all along
the life cycle of the project. The Human-being is at the heart of eco-design.
These thinkings were conducted in collaboration with national and international experts which helped build strong
fundamentals through various strategic studies, and all these studies contributed in designing a master plan that best responds
to all the current and future needs of the territory, the region and the country.

Zenata is a 1 830 ha area, located in the Ain Harrouda municipality, in the 2nd zone North of Greater Casablanca. It stretches out
along the Atlantic coastline over 5,35 km with a depth of 3,5 km from the sea to the highway.
Zenata is strategically located between two of the largest cities of the Kingdom: Rabat and Casablanca and at the crossroads of
numerous hubs and infrastructures such as roads, railways, and air routes.
Project genesis
On 11 February 2006, a Memorandum of Understanding was signed under the High Presidency of His Majesty King Mohammed VI
and mandated the “Caisse de Dépôt et de Gestion Group (CDG)”, through its subsidiary “Société d’Aménagement Zenata (SAZ)”
for the conception and land development of Zenata New City. SAZ is also the guarantor of the overall coherence of the project
and its implementation. Today, Zenata is the largest urban project of CDG Group.
A public utility project
Zenata is a major project with a patriotic vision for the region and the country. The whole ambition of CDG Group and SAZ lies in
developing an innovative and sustainable city model in compliance with the national development plans as well as with the
National Charter for the Environment and Sustainable Development, ensuring an optimal quality of life to its current and future
inhabitants.
Zenata New City development focuses on 4 iconic
activities organized through productivity zones.
These activities represent strong potential growth
for a continuous urban development:
A 10 ha integrated health center
A 20 ha education center
A 120 000 m² GLA on a 20 ha surface supra
regional commercial center. It will offer a
wide variety of goods and a large family entertainment facility. Expected opening date: 2017
A 200 ha logistics center launched by His
Majesty King Mohammed VI on May 2010 and
carried by the National Ports Agency

Research, and Executive Training concerning the development of Education Center (study in progress)
With almost 3,7 million inhabitants, Greater Casablanca represents the country’s economic powerhouse. Indeed, the region
accounts for about 18,8% of GDP. It hosts 47% of manufacturing jobs and 90% of the research activity in the country.
This economic vitality is reinforced by general expenses representing 55 billion dirhams, and a national average expenditure per
capita of 1 673 dirhams whereas Greater Casablanca is 14 848 dirhams. Economic growth is driven mostly by middle class and an
increasingly diversified consumption mode. However, Greater Casablanca faces significant demographic pressure (+60% of
households by 2030), driven by middle class and East-West unbalances, particularly in terms of services (shops, leisure, education,
health...).
To face these challenges, Morocco has conducted various economic, social and environmental reforms characterized by
numerous urban development programs and strategic plans to strenghten the economy and improve the living conditions of
its citizens. As a result, 15 new cities are programed, amongst which, the New City of Zenata in Greater Casablanca region.
