Shays’ Rebellion, 1787
 The new United States government
was deeply in debt following the American
Revolution.
 States were responsible for
collecting taxes in order to pay off the debt,
because under the Articles of Confederation,
the national government could not pass taxes.
 In Massachusetts, debtors who
could not pay off their debt were placed in
jail. Their jails were overflowing with
debtors.

 Many of these debtors were
farmers who did not make enough money
in a year to pay the very high taxes.
 The farmers asked the Massachusetts legislature to provide debt relief. The
legislature refused.
 Daniel Shays, a Revolutionary War veteran, led a rebellion of about 1,500 men.
 In January 1787, Shays and his men marched on a federal arsenal.
 The arsenal was defended by 900 soldiers from the state militia.
 The militia quickly defeated Shays’ men.
 Shays’ rebellion was a failure, but the farmers won the sympathy of many
people.
 An armed uprising of common farmers spelled danger for the nation.
 The nation’s leaders realized that the Articles of Confederation needed to be
changed.
 The national

raise an army, among
