Far Northern Region Energy Conservation and Management Plan ASSISTANT COMMISSIONER’S MESSAGE There is an increasing focus on environmental issues including the management of resources with a particular focus on the reduction of carbon emissions wherever possible. The Far Northern Region Energy Conservation Policy will contribute towards the Government’s priority of “protecting our lifestyle and environment”. Climate change is one of the greatest economic, social, and environmental challenges of our time. Expert scientific evidence confirms that human activity is altering the climate. This is changing rainfall patterns, reducing water availability in Australia and increasing the frequency of severe weather events. Without action, scientists predict that there will be more frequent and longer drought periods and damaging cyclones and rising sea levels with serious impacts on coastal property in Australia, low lying Asian cities and the Pacific Islands. With one of the hottest and driest continents on earth, Australia' s economy and environment will be one of the hardest and fastest hit by climate change if we don’t reduce our consumption of energy and water and production of waste products. A C HENDERSON Assistant Commissioner Far Northern Region OVERVIEW The Queensland Government is committed to playing its part in meeting a national greenhouse gas emissions reduction target of 60% by 2050. This is evidenced by its initiative ClimateSmart 2050 – Queensland climate change strategy 2007: which aims to address climate change through a range of policies and reforms. This commitment is further demonstrated within the government’s own building portfolio through approval of its Strategic Energy Efficiency Policy for Queensland Government Buildings in December 2007. This strategic policy proactively promotes energy efficiency in all government buildings, and contributes to the implementation of the Government' s Carbon Reduction Strategy for Government Office Buildings. The ultimate aim is to make government-owned office buildings ' carbon neutral'by 2020, in a responsible and sustainable way. The following minimum targets have been set for energy consumption reductions in all government buildings. 5% reduction by 2010 20% reduction by 2015 The Queensland Police Service as part of its responsibilities are required to ensure the following actions are undertaken; • • • Incorporate energy conservation principles into the construction and purchase of new buildings and wherever practicable the refurbishment and maintenance of existing buildings Apply energy conservation and management principles, procurement practices, technological solutions and alternative energy sources Implement educational and training programs for staff behavioral and usage patterns The Far Northern Region Energy Reduction Policy is to be read in conjunction with the below: Queensland Police Service Strategic Energy Management Plan Queensland Police Service Strategic Waste Management Plan Queensland Police Service Strategic Water Management Plan Climate Smart 2050 –Queensland climate change strategy 2007: a low carbon future ClimateSmart 2050 Department of Climate Change (Commonwealth Government) www.climatechange.gov.au Department of the Environment, Water, Heritage and the Arts (Commonwealth Government) www.environment.gov.au Environmental Protection Agency (Qld) www.epa.qld.gov.au National Framework for Energy Efficiency (NFEE) www.nfee.gov.au Office of the Renewable Energy Regulator (ORER) www.orer.gov.au STRATEGIES This policy aims to ensure energy is used efficiently in all buildings occupied by the Service within the Far Northern Region and resultant greenhouse gas emissions are minimised. District Officers and Officers in Charge of all Police establishments within the Far Northern Region will be responsible for developing an energy efficient strategy within their area of control documenting strategies for energy consumption reduction. Officers in Charge are to ensure educational and ClimateSmart information is available for staff aimed at modifying behavioural and usage patterns. Strategies may include but are not limited to the following: • • • • • • • • • • • • • • • Last out- lights off. Ensure, wherever operationally practicable, that if you are the last person out of a room, turn the lights off. Apart from maintaining minimum security lighting, all unnecessary lighting should be extinguished when the room is not in use. Don’t leave lights on in offices or meeting rooms when the rooms are unused. Use appliances that are energy star-rated. Copy in batches and use the photo-reduction and double-sided copying options where practicable. Use the power save function. Replace lights with energy efficient globes when due for replacement. Turn off computer monitors (not the towers) when not in use. Reconsider printing documentation if it is not absolutely required. Quite often saving an email or a document to your computer desktop is just as handy. Air-conditioning should be set to a maximum of 24 degrees. In instances where air-conditioning is not required, it should be turned off. Set refrigerator temperatures at recommended level (Max. 4 degrees). Turn off Zip boilers when not in use. Turn off televisions and radios when not in use. Turn off mobile telephone chargers when not in use. These are commonly left on continuously drawing unnecessary power. Be constantly aware of new energy saving initiatives. Encourage others in your workplace to make Climate Smart choices. ORDER All District Officers, Regional Managers and Officers in Charge are to ensure that the content of this policy is bought to the attention of all staff under their control for strict compliance.
