People's Mandate for Government Action Ninth and Tenth Amendment - Reserved Powers to We The People WE THE PEOPLE, in order to STOP the abuse of power and overreach of Federal and State
agencies into areas ofprivate rights and property, intend this document establish a starting point for
the purpose of preventing further government abuse and usurpation. This is intended to give
NOTICE to every individual or person who attempts to abuse their limited authority and do that
which is NOT to be done, to err on the side of caution. We intend to route out all those who violate
their solemn oath to "support and defend the Constitution against all enemies both foreign and
domestic" and remove you from your position of trust and profit. You are unfit to serve us!
For the purpose of this document the terms "State" means "federal territory" such as the District of
Columbia and the term "state" means "a state of the American Union referred to by their respective
names, such as Oregon, Washington, New York, etc.
Whereas: The Territory of Oregon joined the Union of states effective February 14, 1859 after
adopting a Constitution of Government Republican in form; and,
Whereas: Congress submitted six propositions back to the state of Oregon to be submitted to the
"said people of Oregon for their free acceptance or rejection"; and,
Whereas: The "said people of Oregon" were never afforded an opportunity to accept or reject said
propositions; and,
Whereas: The "said people ofOregon" did not posses a superior power than succeeding generations
and could surrender NO right, privilege or immunity possessed by them, that we could not also
posses; and,
Whereas: The Legislature of Oregon allegedly adopted an ordinance irrevocable, June 6, 1859,
whereby the members approved the six propositions without regard of the right and prerogatives of
the people; and,
Whereas: The legislature of Oregon was not delegated power in the Constitution of Oregon to
increase delegated powers of Congress without application to the Whole People ofthe United States
for approval of the increase in powers requested; and,
Whereas: Each state retains its sovereignty, freedom and independence, and every power,
jurisdiction and right, which is not by this confederation expressly delegated to the United States,
in Congress assembled or reserved to the People; and,
Now Therefore Let it be Resolved;

That We the Undersigned People of Oregon, Free Men and Women, Do Hereby Demand The
Following:
1. All federal agencies who operate outside of delegated authority of the Constitution ofthe United
States as adopted 1789 - 1791 must exit Oregon within 60 days; and
2. All law enforcement proceeding shall be administered and supervised by the county Sheriff and
aided by the local Police as needed; and,
3. All land in Oregon held by the state or federal government shall be made available for private
ownership for the Citizens of Oregon; that is suitable for farming, mining, timber, rock quarries, or
private homes. Land shall be made available to Citizens of Oregon over the age of 18 years. See
proposed rules for filing and acquiring ownership of specific lands; and,
4. All current and future mining claims shall be honored and protected in their right of removal of
the valuable mineral contained thereon.
