Linking social protection and social inclusion interventions INTERNAL UNDP CONSULTATIVE MEETING 22 June 2016, ALMATY / Social Exclusion Chain Individual characteristics interact with Drivers of social exclusion Structures and institutions; values and behavior patterns; policies Drivers are external factors, influenced by legacies, that either speed up or slow down the process of individual vulnerabilities turning into social exclusion (social exclusion risk factors), like poor education, disability, minority status in context of Specific local conditions Predominant industry, single or multiple employment opportunities, local infrastructures, history of violent conflict or environmental disaster …and result in Social exclusion status of the individual in three dimensions— exclusion from economic life, social services, and civic and social participation Dimensions of Social Exclusion Economic life labour, financial and housing markets Social Services: Participation in civic and social life and networks Social protection/inclusion and SDGs • SDG 1 End poverty in all its forms everywhere- target 1.3. being explicit about implementation of nationally appropriate social protection systems and measures for all, including floors, leading to substantial coverage of the poor and the vulnerable. • SDG 3 Good health and well-being target, 3.8 universal health coverage • SDG 5 on Gender equality target 5.4 calls for recognition and value of unpaid care and domestic work through the provision of public services, infrastructure and social protection policies Social protection/inclusion and SDGs • SDG 8 Decent work: full and productive employment for all (8.5) with protection of labour rights and safe working environment for all; • SDG 10 on Inequality Reduction through: progressive achievement and sustained income growth of the poorest (10.1), empowerment and promotion of social, economic and political inclusion of all (10.2), adoption of fiscal wage and social protection policies to progressively achieve greater equality (10.4) • SDG 16 on Peace, Justice and Strong Institutions: effective, accountable and transparent institutions at all levels (16.6); responsive, inclusive, participatory and representative decision making at all levels Social inclusion interventions • Contributing to transformative role of social protection: – Design and promotion of innovative social services and advocacy for inclusive and integrated services: twin track approach where needed – Developing social planning (aligning needs and services): links with area based approaches – Introduction of case management and professional social work practice – Achieving mix of providers – Anti-discrimination and rights based approahces Examples of UNDP’s contribution to social inclusion ● Policy advice: Social protection strategies (Uzbk, Taj, Turk, Kyrg) Social services legislation (Uzbekistan, Tajikistan) ● Social services delivery for specific disadvantaged groups – all Persons living with disabilities People living with HIV/AIDS ● Employability and employment - Expanding skills for gainful work - Self-employment UNDP’s contribution to social inclusion ● How do we do it (approaches, mechansims)? ● With whom do we do it? ● Which resources do we need? ● How do we ‘record’/report about social protection and in particular social inculusion outcomes?
