Request for Architectural and Engineering Program Verification and Design Services State of Wisconsin Risser Justice Center: Legislative Technology Services Bureau (LTSB) Renovation Project # 06E1E 06/07/2006 Project Summary: The project shall renovate an area on first, second and third floors of the Risser Justice Center for the relocation of LTSB from privately owned office space into the state owned facility. Construction on first floor is minimal, an existing 280 sq. ft. of storage room will only need security installed. Second floor construction renovates approximately 9,275 square feet of existing office space and breakroom space including suite separation. On third floor approximately 1,138 square feet of existing storage space will be configured for computer training center and computer set-up. The space to be renovated is currently empty and LTSB’s current lease expires December 31, 2006 and construction needs to be completed for occupancy by this date. The renovation consists of the demolition of existing walls, ceilings, cabinetry and existing mechanical and electrical distribution as necessary to support the reconfiguration of the existing space. Construction will develop suite separation, build-out of offices, conference rooms, open office areas, systems furniture installation, project room and a computer training center and set-up room in order to accommodate the business needs of the LTSB. Existing LTSB system furniture will be used in the office space. Interior design services are required for the reconfiguration of the furniture within the renovated space. The project does not provide for communications connections including fiber to other buildings. Background Information: The Risser Justice Center is located at 17 W. Main Street and 120 Martin Luther King Jr. Boulevard. The State occupied the building in December 2001. There are eight floors above ground and four basement levels. Due to secure requirements not all floors are accessible by the public without clearance. The floors that are to be renovated are accessible by the public via the passenger elevators located at the 17 West Main Street entrance Project Goals: The project is to renovate and provide an efficient office for the LTSB. Assure code compliant exiting and meet current codes and DSF design standards. The renovated space needs to be completed and occupied by December 31, 2006. Design Services: All construction and bid documents will be generated by the A/E for soliciting bids following the master specifications and state guidelines. A/E services are to include design for system furniture configuration. Basic space planning and architectural block diagrams are provided by the State. The A/E is to incorporate and refine the space plans into the overall architectural and engineering plans. Bidding and construction contracts will be completed by the State. A/E services shall include limited construction services i.e. a pre-construction meeting, field reviews combined with an on-site construction coordination meeting as required. A site visit shall verify compliance with the construction documents. Existing CAD plans of the building shall be provided by the state. The A/E shall verify field dimensions and complete site verifications of the plans. Include north arrows, grid lines, room numbers following the buildings existing plans. Rooms not affected by the construction shall maintain their existing room numbers and door numbers. New room numbers shall be coordinated with the state. Basic furniture block planning will be generated by the State. The A/E will need to refine and incorporate the space plans into the overall architectural and engineering plans. Work by owner includes any direct digital control systems and keying of doors. Construction Standards: The area to be renovated is to be in accordance with State and local building codes, ADA requirements and minimum construction standards developed by the DOA Division of State Facilities. DOA construction standards are available at http://www.doa.state.wi.us/dsf/index.asp System furniture: The system furniture installation is to be included in the general contractor’s bid and reconfiguration shall be completed by a firm experienced with the product. The system furniture is presently used by LTSB. The system furniture and associated electrical and communications cabling construction time frames shall be minimized to lessen the disruption to LTSB. The project shall provide additionally parts and pieces necessary for the new configurations. Any parts or material left over at the end of the project is to be turned over to the state for attic stock. Walls: Provide floor to deck walls at future suite security separation including sound batting and seal at structure to minimize noise transmission. Suite separation shall be steel stud and drywall to deck. Walls within the LTSB occupied space shall utilize drywall to bottom of ceiling line, otherwise construction to follow the existing in appearance. Wall and door glazing is to following the patterns established within the building. Ceilings-Match ceilings style to existing and re-use ceiling tile if tile condition is good. Within the suite, not including existing walls that will be reused, install one contiguous ceiling. All interiors walls are to end at finished ceiling line. Reuse existing door hardware and as necessary matching existing. All door lock keying is by the owner. Flooring and base: Patch existing carpet where walls are removed. Install wall base matching existing base material on new walls. Remove existing VCT in future non-storage rooms and install carpet matching the building carpet. Provide a minimum of 10% overage of the carpet for attic stock. Existing VCT to remain in storage areas. Doors and door frames: Remove doors as appropriate to the conceptual floor plans and finish any new doors per the building standard. All doors and hardware are to match the existing doors and frames. All enclosed spaces within the LTSB office areas shall follow existing building construction unless noted otherwise. Finishes: All finishes affected by the construction or are damaged shall be repaired and or patched to match the existing building finishes. When construction affects an existing wall or column, paint or refinish from corner to corner to minimize the appearance of any required patching. Cabinetry: Within the conference room relocate a lower cabinetry unit per the conceptual floor plans Lighting: The suite lighting shall match the building’s existing office lighting and control system. Minimize lighting levels to new DOA guidelines when fixtures are required to be relocated, do not change levels if fixtures are not relocated. When reconfiguring the storage space to office space install office lighting matching existing office fixtures. Electrical: Follow DSF standards and design guidelines for electrical power distribution to meet the occupancy layout and the existing building distribution including system furniture power supply connections. The system furniture is to have a 10-wire system in order to support any possible product change. Communication System: Match the building existing voice/data communications system including type of product. Install voice and data cabling following the conceptual floor plans provided by the state utilizing the existing where feasible. The existing communication closets shall be used for communication infrastructure support. Patch panels are included in the project but routers and perphial equipment is to be provided by the future occupant. Design to include 1 voice & 1 data per workstation, 2 voice and 2 data per printer/copier area and private office and 4 voice and 4 data per conference room. Heating, Ventilation and Air Conditioning: Modify existing HVAC distribution and control layout to accommodate new open office areas and/or enclosed room reconfigurations and Room Data sheets. (Room Data Sheets to be provided at a later date for determining the heat loads. See space tabulations special requirement for future rooms with data sheets.) Plumbing: There are no known plumbing changes. Fire Suppression System: Modify existing sprinkler system to meet the change in use and room configuration. Fire Detection and Notification System: Modify existing fire alarm system to meet the change in use and room configuration. Security System: Remove existing security system equipment located in the renovation area. Install salvaged security control equipment for controlled entrance to the space. Security installation to include card reader, motion sensor, request to exit, door position switch and associated hardware. Additional security equipment shall match the building’s existing. Legislative Speaker System: Remove reconfigure and add to the Legislative speaker system as identified with the state during project development. Large Conference Room: Room Data Sheet 1.01 to be provided in the future. Locker Room Requirements: Room Data Sheet 1.02 to be provided in the future. Project Team Conference Room Requirements: Room Data Sheet 1.03 to be provided in the future. Training Center Requirements: Room Data Sheet 1.04 to be provided in the future.
