EMERGENCY PREPARDNESS
•
TO ESTABLISH LEGISLATIVE FRAMEWORK IN ORDER TO:
•
•
•
•
to implement contingency plans
to apply measures, such as restrictions on movement (zoning) of infected/potentially infected stock,
mandatory treatment or destruction of aquatic animals,
penalties for violations.

•




knowledge of high-risk diseases likely to threaten national biosecurity

OIE LISTED AQUATIC ANIMAL DISEASES: NOTIFICATION AND REPORTING OBLIGATIONS
Article 1.1.2.
Member Countries shall make available to other Member Countries, through the OIE, whatever

Early detection
•
recognition of signs that are suspicious of a listed disease, or an emerging disease situation, or unexplained
mortality, in aquatic animals in an aquaculture establishment or in the wild,
•
communication of the event to the Competent Authority, with the aim of activating diagnostic investigation
with minimal delay

Risk analysis
•
•
•
•
determining which aquatic resources are at a particular level of risk :
from aquatic animal imports for aquaculture,
processing or live/fresh marketing
chance for success
which control options present the greatest
risk of failure
result

Disease surveillance
“The primary purpose of aquatic animal disease surveillance is to provide cost-effective information for
assessing and managing risks associated with trade (intra- and international) in aquatic animals and products,
animal production efficiency and public health.” (FAO, 2004)

CONTINGENCY PLAN
•
functional working document for use by competent authority when dealing with notifiable aquatic animal
diseases at the national/local/farm level. Its main functions are to:
• Provide staff with clear instruction on dealing with suspicion and/or confirmation of a notifiable
disease
• Outline procedures on diagnosis and outbreak investigation
• Define roles and responsibilities of key staff involved in decision-making
• Highlight the necessary actions to be taken to contain or eradicate a notifiable disease
• Inform OIE and surrounding coutries and trading partners
