Lone working not necessarily linked to hazardous works. • Risk assessment for each type of lone working. • Possibility in some specific cases to use “Lone Worker Mandown Device” (TETRA/DATI) ( warning : sometimes not suitable ) • List of jobs requiring special supervision, adaptation of French and Swiss regulations • Allow lone working during night and closure periods. Angerand HSE/SEE – EXSO EP HSE - 18th November 2016 6 Principle (general) • Give priority to not working alone • In all cases, assess the risks and take into account: • • • • • • Location and type of work ; Capacity and fitness of the lone worker; Probability of occurrence of the identified risk; Gravity level of possible accident including potential injuries Possibility to alert and of rescue Time to take into account the victim EDMS No 1733630 F. Angerand HSE/SEE – EXSO EP HSE - 18th November 2016 7 Principle (in case of accident) • Possibility to move away from the source of danger and to raise the alarm, and victim can await rescue : • appropriate means of communication • No possibility to move away from the source of danger or to raise the alarm and victim can await rescue : • appropriate technical means or organisational procedures to alert the CERN Fire and Rescue Service • Victim shall be immediately rescued : at least two persons • earshot of or in visual contact with a third party, or • continuous surveillance by a third party EDMS No 1733630 F. Angerand HSE/SEE – EXSO EP HSE - 18th November 2016 8 Continuous surveillance by a third party • • • • • • Work in confined spaces; Work on installations or in service rooms containing live electrical equipment; use of explosives during building and public works or agricultural work; Work in chimneys or large heating installations; Work in hyperbaric or pressurised locations or involving compressed air; Work in, or on the banks of, rivers, streams, pools or other bodies of water where there is a risk of someone falling into the water; • Work where the risk assessment shows the need for continuous surveillance by a third party. Angerand HSE/SEE – EXSO EP HSE - 18th November 2016 9 In earshot of or in visual contact with a third party: • • • • • • • • • • • Work involving the risk of being trapped by rotating parts or tools; Work requiring a safety harness to be worn; Work on irradiation equipment outside of an irradiation room; carrying of a weight greater than 30kg manual fitting or removal of parts of equipment weighing more than 50kg; work requiring self-contained breathing apparatus or a powered air-purifying respirator; manoeuvring of vehicles, lifting equipment or worksite machinery in inadequate visibility conditions; Work at night or during the annual closure of CERN, in an isolated area, by a person who is not familiar with the premises or the associated risks fitting or removal of lift traction cables in the case of passenger and goods lifts, work on the roof of the lift car or at the bottom of the shaft, where the lift is not temporarily disabled; Work where the risk assessment shows the need for another person to be in visual contact or within earshot EDMS No 1733630 F.
