INVENTORY A BALTIC SEA REGION CO-OPEARTION IN DIFFERENT FIELDS (EXCEPTING DEFENCE ENVIRONMENTAL COOPERATION) Riga Initiative Informal Secretariat Vilnius, 8-10 October 2003 Purpose • to clarify already existing co-operation in the Baltic Sea region in different fields excepting defence environmental cooperation • to examine ways of BARDEC co-operation with and take advantage of already existing structures Kiel Initiative • initiated in 1999 by the Swedish and German Ministers for Defence • aim: to develop practical co-operation based on the principles of transparency, non-institutionalisation, nonregionalisation and non-duplication • involved countries: DA, EST, FIN, FR, GE, LAT, LIT, NO, PL, RU, SWE, UK and US • areas of co-operation: naval co-operation; it could be discussed - mine clearing operations, search and rescue, and environmental issues BALTSEA • started in 1997, based on an agreement among 15 of the present BALTSEA-members • aim: - to focus on the need for enhanced exchange of information and co-ordination of defence related support to Estonia, Latvia and Lithuania • involved countries: EST, LAT, LIT, BE, CA, DA, FIN, FR, NL, NO, PL, SWE, SWI, UK and US • areas of co-operation: defence related co-operation bodies - BALTBAT, BALTDEFCOL, BALTNET, BALTRON, BALTHNS, BALTLOG, BALTCCIS, and BALTUIMA. HELCOM (the Helsinki Commission) • established in 1992 as the governing body for convention signed by all the countries bordering on the Baltic Sea and by EC • aim: to protect the marine environment of the Baltic Sea from all sources of pollution, and to restore and safeguard its ecological balance through intergovernmental cooperation • involved countries: DA, EST, FIN, GE, LAT, LIT, PL, RU, SWE and EC • areas of co-operation: eutrophication, hazardous substances, land and maritime transport sectors, protection and conservation of marine and coastal biodiversity etc. CBSS • initiated in 1992 • aim: to increase co-ordination and ensure better results of the current wide range of activities • involved countries: DA, EST, FIN, GE, ICL, LAT, LIT, NO, PL, RU, SWE and EC • areas of co-operation: environmental protection, economic co-operation, children’s affairs, civil security, agriculture, cross-border and subregional co-operation, health issues, labour issues, nuclear safety, tourism, transport, information technology etc. Other co-operation bodies • • • • • Baltic Marine Environment Bibliography BALLERINA Baltic Sea Network The International Baltic Sea Fishery Commission The Baltic Palette
