2. Answers will vary somewhat. Ten Percent Plan: voters in Southern states asked to take loyalty oath to
Union; when 10 percent took oath, state would form new government; state would have to adopt a constitution
that banned slavery.
3. Answers will vary slightly. Wade-Davis Bill: majority of white male adults had to pledge loyalty to the Union;
only white males who swore they did not fight against the Union could vote for delegates to state constitutional
conventions; state constitutions had to ban slavery; former Confederates could not hold public office.

by providing food, clothing, and medical care; by helping to find work; and by setting up schools and colleges.
