1. INTRODUCTION
> The ACP-EU Support Programme to cultural sectors
comprises ACP Films and ACP Cultures.
> The budget: € 30 million, financed under the 10th EDF,
compared with € 14.33 million from the 9th EDF
> 1st call for proposals for the two categories launched on
28 February 2011 for € 12 million (€ 7 million:
cinema/audiovisual, € 5 million: all other cultural sectors)
> A second call for proposals will be launched mid 2012

> Reinforce the creation and production of cultural goods
and services in the ACP States at inter-regional ACP
level.
> Support for better access to local, regional, intra-ACP,
European and international markets.

> Applicants must be nationals of one of the ACP States, a
European Union Member State, a European Union
applicant State, a Member State of the European
Economic Area, or an Overseas Country or Territory

> Be an NGO or a private sector body (exception: public
TV for Lot 1, distribution/broadcasting/promotion)

> Be a company that has produced and/or promoted or has been

> Applicants must specify whether they have acquired the licenses
and/or promotion rights or whether they are in the process of
acquiring them (option, new request, etc).

Partnerships and partner eligibility
> The partners play an active role in defining and implementing the
action.
> The costs they incur are eligible in the same way as those of the
grant beneficiary. They must, therefore, satisfy the same eligibility
criteria as the grant beneficiary.

The projects must involve a partnership that meets the
following requirements:
> To involve at least three partners, including the applicant,
in at least two different ACP States
> If all the partners are based in Africa, they must have head offices in
at least two different regions of Africa
> The number of partners from eligible ACP States must be greater
than the number of European partners
Note: Organisations with subsidiaries in different countries are considered
as a single entity

The quality and sustainability of the partnerships are
important aspects of the Programme:
>Each member must play an active and clear role in designing and
implementing the project
>A clear distribution of responsibilities is key to its success
>A cooperation agreement must be signed by the partners, which

attached to the application documents

> Applicants must include a distribution strategy in their production plan
> Catalogue of projects: Applicants may submit in a single application
up to 3 projects either for documentaries or for animation films.
A single budget should be presented for this type of application.

> This component concerns support for the promotion, distribution and
dissemination by and networking of ACP film and audiovisual
professionals
> A project for dissemination via TV or multiple media (different
distribution and dissemination media) having a real impact on the
circulation of works in the ACP regions can receive up to a
maximum of € 800,000
> Catalogue of projects: Applicants may submit in a single application
a programme for the distribution of ACP works in the form of a
catalogue. A single budget should be presented for this type of
application.

This scheme aims to support professionals, starting with
the screenplay through to the presentation of a project to a
panel of decision makers, thanks to:
>active training/tutoring for select professionals (directors/producers)
>financing of the development phase of audiovisual projects for
professionals who have completed the training/tutoring (maximum of €
10,000 per participant)
>Maximum of 2 projects selected
>Maximum amount of € 400,000

> The budget must be realistic, reasonable and cost effective.
The costs must correspond to local costs if expenditure is local.

> Contingency: maximum of 5% of the eligible direct costs. Prior written

propaganda actions
> Institutional actions and productions that aim to promote an institution and/or
its work
> Game shows, talk shows, reality shows, docu-soaps

DURATION OF ACTIONS
The duration of all actions must :
> Be more than 12 months
> Be less than 36 months
> Not begin until the contract has been signed by both parties
Implementation :
> Actions must be implemented in one or more of the eligible countries
> The majority of the activities must take place in eligible ACP States

> The beneficiaries must secure the co-financing of the
action.
> Grants of up to 80% of the eligible costs can be awarded
in all areas EXCEPT for production under LOT 1, for

How to send the application
> An original and 5 copies of the application in A4 format, with each
copy bound separately.
> A copy in electronic format (CD-ROM) in one separate file. The
electronic version of the application must be completely identical
to and fully conform to the paper version provided.
> The checklist (Part B, Section V of the grant application form) and
the applicant’s declaration (idem) must be stapled together
separately and included in the envelope.
> For applicants submitting more than one application, each must be
sent separately.
