Minutes of meeting held
Tuesday 22nd May at 6.30pm at
Meon Medical Centre

Members from Bidford Medical Practice and their PPG were also invited to listen to a very informative talk
by Anna Burns, Chief Operating Officer of the SWCCG (South Warwickshire Clinical Commissioning
Group) regarding the challenges that lay ahead for PCT’s and Clinical Commissioning Groups from now
until April 2013.
A brief synopsis of this talk by Anna Burns, Chief Operating Officer SWCCG is as follows:
South Warwickshire Commissioning Group (SWCCG) will be responsible for purchasing services for 36
medical practices, that is 270,000 patients, in the Warwick and Stratford area from April 2013. They will
hold a budget of approximately £300-400 million.
The governing body for this budget will be made up of mainly GPs, Nurses, Public Health members but
there are other Lay members on the board, one of which will be a Patient Representative who will represent
the views and interests of South Warwickshire patients. SWCCG will be also be responsible for making
efficiency savings, which means there will be less money to spend and GP’s will need to decide how they
get the greatest value for the money they spend for the services they commission.
The Department of Health are committed to Public and Patients involvement have stated that there should
be at least one patient who is included on these committees to ensure that the patient voice is heard. In order
to achieve this the SWCC group have encouraged one member from each patient forum in South
Warwickshire to attend a Summit meeting in order that all areas of Stratford and Warwick are represented,
then eventually from this Summit there will be one elected patient who will sit on the commissioning board.
One of the key priorities of the SWCCG is the care of the elderly and especially the over 75 population. It
will be a priority to try and enable the elderly to remain safely in their own home with an appropriate
package of care rather than have a long term stay in hospital. Specialised teams are already being set up:
CERT – Community Emergency Response Team.

The CERT team provides :


Rapid access to rehabilitation or care at short notice to enable people to stabilise from an acute
health need that might otherwise have resulted in a prolonged hospital stay or admission
Nursing, Occupational Therapy, Physiotherapy and Rehabilitation support workers input to
deliver an agreed rehabilitation or care plan with the patient/family

Visiting patients between 8.30am and 10.00pm 7 days per week
The organisation and the staffing of the CERT team is still work in progress. The SWCCG will audit the
early patient discharge from hospital into the care of the CERT team to ensure that the patient is receiving
an appropriate care package.
There then followed a question and answer session and a general discussion around patient services and the
Chairman thanked Anna for her time and information.

Julian had included Meon Patient Group information to the Quinton Annual Parish Assembly.
He was also attending the Patient Summit to represent Meon Patients the next day. He will report
back on that at the next meeting.
General Chat regarding CQC (Care Quality Commission)
All GP Practices have to register with the CQC by 31st March 2013. Cynthia told the group that the
process for this was already starting and that in July the practice will be given further information as
to what is required. It will take up a lot of practice administration time but the surgery has to comply.
The practice were now advertising for a replacement GP as Dr Sarah Griffiths had now left the
practice due to her work/life balance having a young family.
John Medlyn told the practice about Community Links, a public transport system which Stratford on
Avon District Council runs. – Cynthia will look into this to see if it would be of any benefit to our
patients.
Unfortunately plans for the use of an Electric Vehicle to benefit the patients and practice had fallen
through as the new provider of the electric cars (Peugot’s) leasing payment were too high.
The practice had applied to The Global Gathering Grant Committee for a grant towards a much need
spirometer for the practice. They will hear in due course if this was accepted.
June 19th the practice are holding a Carer’s Evening. They have invited anyone who may be a carer
to the surgery to listen to several organisations who may be able to help. The speakers include:
Shakespeare Hospice, Age Concern, Citizen’s Advice Bureau, Mickleton’s Village Agent, SW
Carer’s Association. Gloucestershire Dementia Services, Quinton House Nursing Home, Home
Instead Senior Care and the MMC Community Matron.
The practice requested the patient group to bring any suggestions regarding improving Meon
Medical patient services to the next meeting.
