ENVIRONMENTAL SUSTAINABILITY: LONDON DEVELOPMENT AGENCY
The LDA has been investing in programmes that aim to bring about a 60% reduction in CO2
emissions by 2025 as outlined in the Climate Change Action Plan. The current Mayor has
stated his firm commitment to delivering on this target. To deliver this very ambitious target,
high-impact programmes will be developed and rolled out across the GLA Group.
The London Development Agency is fully committed to fulfilling its role in meeting the
Mayor's carbon reduction targets and our current budget plan includes around £80m over
the next four years in order to do so. This plan represents significant increased spending
over this period for climate change programmes. We also intend to ensure that we maximise
the impact and added value from this investment.
INTERNAL OPERATIONS
Attached as appendix 1 and appendix 2 are environmental performance figures for the ’very
good‘ BREEAM rated building Palestra, which houses the London Development Agency.
Appendix 1 contains the figures for 2007/08 whilst appendix 2 details information for 2008/09
to date. Some of the entries for September 2009 are incomplete as the data is not yet
available. It is also important to note that the data on waste details all of the material
collected at Palestra and not just the floors which the LDA occupies.
This information is supplied to us on a monthly basis by Palestra landlords, Transport for
London. The figures were consistent throughout 2007-08. The current financial year has
seen significant fluctuations in the figures though, which are being investigated with TfL.
These changes coincide with TfL taking occupation of the rest of the floors in Palestra.
Further information will be available when the figures of respective usage have been
ascertained.
A summary of the LDAs environmental performance in 2008 as follows:







The LDA's total waste collections in kg for 2007/08 was 52116 kg
We recycled 76% of total waste
Electricity is purchased from renewable sources
Our solar panels produced 2.77% of total electricity used
Our total CO2 emissions was 829.90 tonnes in 2007/08
Transport for London have installed new water saving measures throughout Palestra
which includes the LDA floors. A rainwater collection tank has been installed which
supplies all the toilet flushes in the building. A dual flush system has also been
installed. Both of these measures will help to reduce the water consumption in the year
08/09.
A Green Travel Plan has recently been completed and recommendations from that
report will be put into practice over the course of this year.
2006/2007 information
Our environmental information for 2006/2007 is limited. Two floors of Palestra were taken
over by the LDA on 11th August 2006. Occupancy of the two floors commenced 25th
September 2006. The following energy figures are for the period 11th August 2006 to 31st
March 2007.




Electricity = 1,126,442kWh
Electricity renewable offset = 2.3%
Water = 579m3
Gas = 270,177kWh
We have no further environmental data for this period.
Other initiatives in Palestra
One of TfL's objectives for the fit-out of Palestra was to move from a 'Very good' BREEAM
rating and to achieve an 'Excellent' BREEAM rating. Measures installed to help achieve this
include the following:



Centralised Hot Water system - Individual water heaters have been removed from
the toilets and replaced with a much more efficient centralised system
Living Roof - The north side of the roof of Palestra is now planted with grass, the
south side is covered by the LDA's solar panel system
Fuel Cell and Thermal Store - Due to be installed Spring 2009 a significant proportion
of the power supply to the building will come from the fuel cell and thermal store.
Full information on the environmental improvement to Palestra can be obtained from Andy
Stanton, TfL's Head of Sustainability.
GLA SDIs
In its 2007 - 2010 Corporate Plan, the LDA stated it would 'gradually start to measure, and
report on the sustainability indicators agreed by GLA group.' In April 2007 the integration of
GLA SDIs into LDA outputs began - namely with CO2 savings from Climate Change
programmes.
In 2008/09 even more of the LDA outputs become strategically aligned to GLA SDIs, for
example:
- Hectares of land developed with increased ecological value,
- Public green space created
- Amount of construction waste from LDA developments reused/recycled
The LDA has introduced 5-Gateway process of project and programme management,
assessing projects from concept stage through to delivery to ensure that they address and
include GLA indicators. When projects commence delivery against these new targets, which
will be introduced in April 2009, output metrics will be available.

CURRENT AND FUTURE PROJECTS

The LDA is currently reviewing its current climate change projects. This review will
encompass:
LCCA delivery to date and resource levels
Planned GLA activities on climate change
Options going forward to maximise effectiveness
The results of this review will be announced in late November 2008 and information on
proposed budget levels will be made available as part of the budget consultation process.
