Finance Officer Job Description
Organisation Background
The People’s Development Trust (PDT) is a company limited by guarantee with charitable status
supervised by a Board of Trustees drawn from the community. Established by the community for the
community, the PDT works towards achieving specific aims and objectives, including:




Advancing community development (including urban regeneration) within Dalmarnock and the
inner East End;
Advancing environmental protection and improvement;
Providing recreational facilities, and;
Advancing education and in particular to promote opportunities for learning for the benefit of
the general public.
Partners involved in the project include, but are not limited to, the Scottish Government, Big Lottery,
Clyde Gateway, Glasgow City Council, Police Scotland, Glasgow Kelvin College, Glasgow East Community
Planning Partnership, Jobs and Business Glasgow, GCC Education, Glasgow Housing Association (GHA),
Parkhead Housing Association, and, Glasgow Community and Safety Services.
Legacy Hub
Established as a vehicle to ensure that maximum community benefit is secured from the planned
regeneration programmes and commonwealth games; the Legacy Hub works towards providing a
welcoming and memorable service to the general public.
Developed by the community for the community; the legacy hub aims to integrate local services to
reduce duplication and provide all with the opportunity to create, learn and develop whilst exceeding
national legacy themed aims and objectives following the Glasgow 2014 Commonwealth Games.





Legacy hub services, shaped by the community include a new purpose-built theatre and event space, a
nursery, GP surgery, pharmacy, dentist, training and educational facilities and a community bistro. The
hub is central to the community and works towards building confidence and capacity of local people,
encouraging all to achieve their potential within their specific field of interest.

Purpose of the Post
The Finance Officer contributes to the sound management of The Peoples Development Trust by
providing specialist skills in accounts, payroll and financial reporting.
Specific Areas of Work
Employment Matters




Utilise Sage Line 50 package where required
Respond to Inland Revenue queries
Liaise with pension providers regarding stakeholder pension contributions
Be aware of procedures for maternity pay, sick pay etc.
Post Activities
Computerised Bookkeeping & Accounts







Ensure that all income is accurately recorded
Day-to0-day bookkeeping using Sage Line 50 Account package and Microsoft Excel
Check that petty cash records are maintained by the Office Manager
Monthly Bank reconciliation
Monthly reports to the Director of Operations
Quarterly Budget and Variance analysis
Quarterly accounts for the Director of Operations
Payment of Suppliers
Liaise with other staff to:

Ensure that goods are ordered in accordance with agreed procedures

Ensure that proper documentation is kept for returns and that credit notes are obtained
Ensure that payment are correctly authorised
Ensure that, insurance and other periodic payment are made and that proof of payment is
obtained
Check suppliers’ statements and deal with queries
Prepare cheques for signature in accordance with the mandate and with supporting
documentation
Monitor Bank Accounts, Liaise with Bank






Be aware of bank requirements and facilities, signatories, passwords etc
Ensure that sufficient funds are available for cash needs
Deal with routine correspondence and form filling
Prepare money for banking
Monitor bank accounts regularly and reconcile statement monthly
Regular update cash flow forecast
Draft Accounts, Preparation for Audit, Liaise with Auditors




Run year end procedures and prepare all reports relating to the accounts
Produce draft accounts and prepare books and documentation for the auditors
Liaise with auditors, respond to queries, comment on their draft accounts and ensure that
audited accounts are prepared on time
Submit draft accounts to Trust for discussion
Use of Computer Equipment & Software



Make weekly back-ups of all data
Install updates and new software as required
Keep equipment in good repair
Prepare Budgets and Forecasts




Assist the Director of Operations and other staff to compile annual budgets for the Trust as a
whole and for individual projects
Monitor expenditure against budgets and report regularly to Director of Operations
Prepare financial information required for funding applications
Complete financial monitoring reports for meetings
Reporting

Provide regular financial reports for the Director of Operations

Person Specification
Skills and Knowledge
Essential
 Full or part qualified as an accounting technician
 Experience of working on own initiative in a financial setting
 At least 2 years’ experience of using an accounts package for general bookkeeping, including
producing accounts and management reports
 Experience of preparing draft financial accounts
 Experience of liaising with auditors, banks and other financial institutes
 Experience of using Sage Line 50
 Experience of liaising with Inland Revenue
 Experience of producing financial reports, budgets and related information
 Experience of monitoring complex budgets
 Commitment to equal opportunities and community ethos
 Self-motivating and able to prioritise own workload to meet deadlines
 Willingness to undertake training and to develop new skills in response to the Trust’s changing
needs

 Experience of the voluntary and charity sector
