POST: CONSULTANT GENERAL ADULT PSYCHIATRY

Applications are invited for this full-time 10 PAs General Adult post based at Rossdale
Resource centre covering the Waterside team. The post holder will form an important and
integral part of a multi disciplinary team providing a general adult service to adults covering the
Pollockshaws/Shawlands area of south Glasgow.
You will work with the Community Mental Health Team, the inpatient team and the crisis
services in providing a comprehensive service for an adult urban population of approximately
25,000 of mixed deprivation. The inpatient beds are currently based at Leverndale Hospital in
a new purpose-built high specification ward. There is a well resourced and established
Community Mental Health Team based at the Rossdale Resource Centre.
Applicants must have full GMC Registration, a license to practise and be
eligible for inclusion in the GMC Specialist Register. Those trained in the UK
should have evidence of higher specialist training leading to CCT or eligibility
for specialist registration (CESR) or be within 6 months of confirmed entry
from the date of interview. Non-UK applicants must demonstrate equivalent
training.

Job Description
CONSULTANT GENERAL ADULT PSYCHIATRIST
WATERSIDE TEAM
1.
Applications are invited for this full-time general adult post, which will fall free in early
February 2016 due to retirement. The successful applicant will be supported by a
Junior Doctor and a Medical Secretary. There is also part-time Specialty Grade
support in the community. The responsibilities will be for the inpatients from the
Waterside catchment area which are the postcodes G41.4, G43.1, G43.2 and G41.3
in South Glasgow. The inpatients are managed on Ward 4A at Leverndale Hospital,
although beds in the other wards may also be used on occasions according to
activity. Ward 4A is based in a new and purpose-built high specification building, and
there is a very well-established efficiently functioning ward team. The CMHT takes a
weekly part in the ward round, as does the Crisis Team: the Crisis Team assists in
preventing admission and facilitating discharge from the ward, as well as providing
home treatment. The wards and resource centres in the South Sector Glasgow
Community Health Partnership are all of equitable standard and efficiency.
The Community Mental Health Team is based at the Rossdale Resource Centre and
is also well resourced and established. There will be the expectation that the
consultant will be a full part of the Waterside Team. There are 2-3 clinics a week,
and a full multidisciplinary review meeting. The consultant currently covering
Waterside inpatients will move to cover another resource centre area.
2.
CURRENT SERVICE PROVISION
Mental Health Services in Glasgow are delivered in conjunction with the Glasgow
CHP and other outlying CHCPs for the whole of Greater Glasgow. The Lead
Associate Medical Director for Health and Learning Disability is Dr Michael Smith,
who is based at William Street Clinic. The Management Team for South Glasgow is
based at Leverndale Hospital; the Acting Head of Mental Health is Mr Clive Travers
and currently the Clinical Director is Dr Gwen Jones-Edwards. The Lead Clinician is
Dr Pavan Srireddy.
The mental health services in South Glasgow provide care for a total population of
375,000. Community adult services are based in seven general adult Resource
Centres. The inpatient beds are at Leverndale Hospital where 2 new acute wards
have been commissioned. The Mother and Baby MHU is also housed in a new high
quality unit. There is also a Psychotherapy Unit and Day Hospital at the site as well
as a Rehabilitation Unit. There are excellent clinical and non-clinical support services
available including the full range of psychiatric sub-specialities. Community services
are well established and based around generic community mental health teams
enhanced by the Crisis teams, a First Episode Psychosis team (Esteem), a Perinatal
team, an Eating Disorder team, Addictions teams and Primary Mental Health Care
teams.
Leverndale Hospital has 250 inpatient beds. This includes 72 acute general adult
beds, 12 intensive psychiatric care unit beds, 6 Mother and Baby MHU beds, 14
rehabilitation unit beds, 58 acute old age psychiatry (18 organic and 40 functional), 48
forensic beds and 40 adult long stay beds. There are also 150 long stay elderly
dementia beds split between Darnley (60) and Rutherglen (90), and 63 adult long stay
partnership beds.
There are 7 General Adult Resource Centres covering postcode areas loosely
associated with Gorbals/Govanhill, Castlemilk, Rutherglen/Cambuslang, Govan/Ibrox,
Pollok/Darnley, Pollokshaws/Pollokshields (Waterside), and Barrhead/Eastwood. In
addition there is a Crisis Service, an Eating Disorder Service, and the ESTEEM team,
which provides first episode psychosis intervention. Child and Adolescent Services
are based at the Twomax Building in the Gorbals, but the inpatient beds are provided
at the Skye Unit at Stobhill Hospital. Learning Difficulty assessment beds and 20
continuing care beds at Gartnavel Royal Hospital. There is also a Community
Learning Disability Team.

DUTIES OF THE POST
The successful applicant will be expected to work with colleagues to provide a
comprehensive Adult Psychiatric service to the Waterside locality. This has a total
population of around 30,000 (18-65 years), and is an area of mixed deprivation and
high ethnic diversity. The catchment area is postcode aligned.
The Waterside Community Mental Health Team is based at the Rossdale Resource
Centre, which is a modern, purpose-built building. It consists of 1 x Nurse Team
Leader, 4 x Staff Nurses and 2 x Health Care Assistants. There are also 2 x 0.5 wte
Psychologists and 1 Occupational Therapist. There will be a full-time Consultant in
post, supported by 1 full-time junior doctor and 0.7 wte Specialty Grade Psychiatrist.
There are close links with the Primary Care Mental Health Team. The inpatient beds
are based on Ward 4a at Leverndale Hospital.
Social Work Resources provide an assessment and care management service to
adults of 16-65 years with a diagnosis of severe and enduring mental illness, open to
Psychiatry within the Community Mental Health Team and within local inpatient
psychiatric settings. The Mental Health Officer Service undertakes statutory roles and
responsibilities in respect of the Mental Health (Care and Treatment) (Scotland) Act
2003 and Adults with Incapacity (Scotland) Act 2000 across the Glasgow City Council
area.
The successful candidate will be expected to provide a comprehensive range of
services to General Adult inpatients from the Waterside area. This will include caring
for inpatients and outpatients through working as part of the multi-disciplinary team.
He/she will participate in the On Call Rota and cover for colleagues during absence in
line with arrangements set out in the National Terms and Conditions. The On Call
Rota covers the whole of South Glasgow and full time Consultants are on call once in
30 days. There will be a possibility of opting out of on-call duties following the first 5
years in post. Domiciliary visits, court reports, Mental Health Act/Adults with
Incapacity work and liaison assessments will be undertaken as required. Duties also
include continuing clinical responsibility for the patients allowing for all proper
delegation to, and training of, staff. The postholder will be based at the Waterside
team in the Rossdale Resource Centre.
5.
TEACHING/ADMINISTRATION
The post holder will undertake the administrative duties associated with the care of
patients and the proper function of the clinical team including appraisal and nonclinical supervision of medical staff and clinical supervision of non-medical staff. He
or she will also be expected to participate in the broader aspect of administration and
management within the South Glasgow Division of Psychiatry.
It is expected that the successful candidate will take part in Job Planning, Appraisal,
Peer Review and Continuing Professional Development. Participation in audit or
research is encouraged. The post holder will be actively involved in the teaching of
undergraduate medical students. It is anticipated, in recognition of this, that Glasgow
University will grant the status of Honorary Clinical Senior Lecturer in Psychological
Medicine. In addition the post holder will be expected to participate in the
postgraduate teaching of medical staff and staff of other disciplines.

This job plan is negotiable and will be agreed between the successful applicant and
the Clinical Director. NHS Greater Glasgow & Clyde initially allocates all full time
consultants 10 PAs made up of 9 PAs in Direct Clinical Care (DCC) and one core
Supporting Professional Activities (SPA) for CPD, audit, clinical governance,
appraisal, revalidation, job planning, internal routine communication and
management meetings. The precise allocation of SPA time and associate objectives
will be agreed with the successful applicant and will be reviewed at annual job
planning.

The conditions of service are those laid down and amended from time to time by the Hospital
and Medical & Dental Whitley Council.

New Entrants to the NHS will normally commence on the minimum point of the
salary scale, (dependent on qualifications and experience). Salary is paid
monthly by Bank Credit Transfer.

SUPERANNUATION
New entrants to NHS Greater Glasgow and Clyde who are aged sixteen but
under seventy five will be enrolled automatically into membership of the NHS
Pension Scheme. Should you choose to "opt out" arrangements can be made
