-9- The Bureaucracy General Student Objectives 1. 2. 3. 4. The student will be able to analyze the roles of the bureaucracy as an implementer of and a creator of policy. The student should be familiar with the models of bureaucracy and compare how Texas conforms to that model. The student should understand the proper place of politics in administration. The student should be able to draw, label, and give examples of the Iron Texas Star. Specific Student Objectives The Student should be able to: 1. Explain the importance of bureaucratic neutrality and the various ways that Texas governments have been organized to accomplish it. 2. Describe the principal of hierarchy and explain how the principal is evident in the Texas Bureaucracy? In what way is it not evident in the Texas bureaucracy? 3. Be able to describe the interconnecting web of support and interests that comprise The Texas Star. Explain how each political player could benefit both personally and professionally from a system like this. 4. Explain how expertise, control of information and administrative review can be used to enhance administrators power. 5. Understand how the powers that are inherent in the bureaucracy, such as expertise, information and administrative review are also a source of power within the political system. 6. Be able to describe the various approaches that are used to hold administrations accountable. Be able to explain why administrative accountability is so important. 7. Be able to explain the importance of bureaucratic neutrality and the various ways that Texas governments have been organized to accomplish it. 8.
