January 25, 2008 AMENDMENT NUMBER 1 Dark Fiber Services Request for Bid #27874-AW DATE DUE: Tuesday, March 11, 2008, 2:00 PM, CT (new date) COMMODITY OR SERVICE: Radio communication, telephone, and telecommunication equipment, accessories, and supplies REVISIONS / CLARIFICATIONS: 1. RFB response due date extended – all Bids must be received by 2:00:00 p.m. CT on Tuesday, March 11, 2008. 2. The State has elected to add a second round of questions and answers. Questions must be submitted no later than 2:00:00 p.m. CT on Monday, February 4, 2008 via email as instructed in Section 2.6 of the RFB document. Based on items 1 and 2 above the revised Calendar of Events is as follows: DATE EVENT Friday, January 11, 2008 Date of issue of the RFB. 2:00:00 p.m. CT, Friday, January 18, 2008 Deadline for submitting written questions Thursday, January 24, 2008, 9:00 a.m. – 4:00 p.m. Mandatory Site Visits (described further in Section 2.8) Tuesday, January 29, 2008 State responses to submitted questions posted to the VendorNet website 2:00:00 CT, Monday, February 4, 2008 Deadline for submitting follow up questions Monday, February 11, 2008 Final round of State responses to submitted clarification questions posted to the VendorNet website 2:00:00 p.m. CT, Tuesday, March 11, 2008 Responses Due from Bidders 3. Section 1.5 Contract Length of RFB document “The contract will be for a five (5) year period with two (2) two (2) year extensions possible by mutual consent subject to a six month probationary period upon contract award.” 4. Appendix A – Contract, intro paragraph. The second sentence (“The Contract Period shall run from March 1, 2008 through February 28, 2009, with two (2) potential, one (1)-year extensions if mutually agreed upon by both Parties.”) is hereby deleted in its entirety and shall now read: “The Contract Period shall be a five year period from the Effective Date of the Contract and may be extended two (2) two (2) year extensions if mutually agreed upon by both Parties.” A corrected version has been posted to Bid Announcement page on VendorNet. 5. Appendix A – Contract, Section 2-Defintions. The following definition has been added: Dark Fiber Services RFB #27874-AW – Amendment 1 January 28, 2008 1 Effective Date means the date the Contract has been fully executed by the Contractor and the State, i.e., the date of the latter date of signatures required. QUESTIONS & RESPONSES: 1. Is it the intent of the State of Wisconsin to purchase the entire build from the contractor after construction is completed or after the possible 3 year lease contract? State Response: It is not the intent of the State of Wisconsin at this time to purchase the build from the contractor. 2. Is it the intent of the State to lease the fibers from an existing provider for the extent of the contract (up to 3 years)? Please clarify what is meant by "existing provider." State Response: It is the State’s intent to lease fibers for the extent of the contract from whoever wins the bid. 3. Do you happen to know the coordinates to the two buildings in question and any idea about the through put or capacity requirements for the project? State Response: The two buildings are located at 101 E. Wilson Street, Madison Wisconsin and 4802 Sheboygan Ave. Madison WI. The State of Wisconsin currently runs a Gigabit Ethernet backbone and may run 10 Gigabit in the near future. The fiber build should be capable of carrying 10Gbps of traffic across each fiber strand. SUMMARY OF SITE VISIT CONDUCTED ON 01/24/2008 1. Department of Administration Building (DOA), 101 East Wilson Street Fiber will enter from the back of the building into a junction box located on floor P5 of the DOA parking garage. There is an existing 2” interduct with pull string that can be used to pull the fiber into the junction box. From the junction box there is an existing 2” interduct that crosses the ceiling of the parking garage into a junction box and then up to the Main Data Facility (MDF) located on floor P1 of the parking garage. In the MDF, if the fiber being brought into the building is not already indoor/plenum rated cable it will need to be transitioned to indoor/plenum rated cable at this location per building codes. Any splice boxes placed in this room will be wall mounted and placed out of the way of existing fiber path. The fiber will then pass through the 2nd floor riser closet. It will take a jog from one conduit system to another in this room. The fiber will then enter the 3rd floor riser closet. A 50ft slack loop will be placed in this room and must be coiled and attached to the wall out of the way of existing conduit path. The fiber will then pass under raised floor and through a wall (double drywall). A metal sleeve will need to be placed for fiber passing through the wall. The fiber cable will need to be placed in plenum rated interduct and be brought to an existing 19” rack. The fiber will be terminated in a rack mount Fiber Distribution Panel (FDP) and terminated with SC ends as specified in the RFB (4.1.2). 2. Hill Farms State Office Building (aka “Building B”), 4702 Sheboygan Avenue Fiber will enter the Northeast side of the building through existing State owned conduit (map of conduit system at Hill Farms building has been posted to the Bid Dark Fiber Services RFB #27874-AW – Amendment 1 January 28, 2008 2 Announcement page on VendorNet.) There is existing 2” interduct available from the State manhole near the building entrance into the Building B MDF. From the MDF the fiber will go up to the riser closet on the Ground floor. There is existing interduct available that can be used to pull fiber to the ground floor riser closet. In the ground floor riser closet, if the fiber being brought into the building is not already indoor/plenum rated cable it will need to be transitioned to indoor/plenum rated cable at this location per building codes. Any splice boxes placed in this room will be wall mounted and placed out of the way of existing fiber path. In the ground floor riser closet, the cable will jog between conduit systems. . A 50ft slack loop will be placed in this room and must be coiled and attached to the wall out of the way of existing conduit path. The cable will need to be placed in plenum rated interdict and will pass up to the first floor riser closet. In the first floor riser cable the fiber jog and then leave the riser closet at the ceiling level and will enter the computer room (Room B169) the cable will need to be in plenum rated interduct per building codes. In Room B169 the fiber will be terminated in a rack mount Fiber Distribution Panel (FDP) and terminated with SC ends as specified in the RFB (4.1.2).
