brand satisfying the minimum technical
requirements and compatible with the offered
HPLC device.

According to the above specification requested range
is given with min and max values. In order to prevent
any misuderstanding, could you please inform us we
can offer an "adjustment range" for requested
microscope between 30mm-90mm? (As an example:
40-80mm, 35-65mm etc..)

shall be 30mm or higher, whereas the highest
distance shall be 90mm or lower. Any values
between these ranges (a-b) is acceptable.
With this regard, the provided examples in
the question also satisfies the minimum
technical requirements.

Items 1.8.13 and 1.8.14 are required for
initial operational requirements of the unit
and the ELISA system. Tenderers are
required to supply such consumables
separately (which can be of different brand)
for this item and since these articles are not
indicated as separate items, the “Technical
Documents to be provided during the
implementation period” as mentioned in
Article 2 of the General Requirements does
not apply for items 1.8.13 and 1.8.14, but
only for the ELISA Reader machine itself.

Q11 1.13 AUTOCLAVE
Item 1.13.8 “Automatic control for heating,
sterilization, water filling.” :
This item restricts the potential tenderers to prepare
satisfied proposal for this tender. To provide more
attendance, to provide best competition and to
eliminate cancellation possibility of this tender, we
kindly request the contracting authority to change this
item in the technical specifications to be read as
follows:
“Automatic or manuel control for heating,
sterilization, water filling.”
Q12 1.15 FREEZER
1.15.2 Freezing capacity range: -10 ºC to -25 ºC or
wider range
The freezing capacity of laboratory freezer generally
starting from -20 ºC . Providing a lower temperature is
more useful. We kindly request you to change this
specification as below

The requested “-20 ºC to -45 ºC or wider
range” already meets the minimum
requirement of “-10 ºC to -25 ºC or wider
range”, therefore the specification remains
unchanged.
1.15.2 Freezing capacity range: -20 ºC to -45 ºC or
wider range
Q13 1.15.7. Shelves: PVC laminated or aluminum shelves.
Shall have minimum 4 baskets or isolated
compartments.

In general, for laboratory usage stainless steel material
is one of the best and most efficient solution for both
interior and exterior of the coolers. For item 1.15
stainless steel interior has been already requested but
shelves are requested to be PVC laminated, Then,
aluminum material was also added to TS. We strongly
recommend the contracting authority to also add
"stainless steel shelves" to above mentioned
specification in terms of durability and efficiency. It
will also help to enable competition.

Q14 1.16.1.: Container Capacity: min 15 liters
Could you please clarify that the mentioned container
will be used as a feeder for the grinder or will be used
to collect the grinded materials after the grinding
process. If it will be used after the grinding process,
could you please inform us whether we can offer the
container seperately?
The technical specification does not indicate
the container type, since solutions may be
different according to the manufacturers. For
some systems the feeding container can be a
separate unit, whereas some items use
integrated containers.
It is requested that the grinder shall be
capable of operating with min 15 liter
capacity (pistachio and similar material
qualification) either with a separate container
and motor unit, or an integrated container and
motor.
With this regard a separate container can also
be offered.

1.16 GRINDER
1.16.1 “Container Capacity: min 15 liters” :
1.16.4 “Blade Speed: min 6500 rpm” :
It is declared from many manufacturers that container
capacity and blade speed are inversely proportional
since one decreases by the other increases. It is said
that the grinder having min 6500 rpm can not be with
a min 15 liter container capacity. So, is it min 1,5
liters and min 6500 rpm actually?
The required minimum blade speed does not
indicate a criterion to be achieved with a
fully loaded container capacity. The blade
speed refers to the performance of the
standard motor/blade speed.
Specification remains unchanged.
On the other hand, to provide more attendance, we
kindly request the contracting authority to change the
item below also to be read as follows :
"Blade Speed: Motor Power: 0,6 – 0,9 kW 750 / 1500
rpm"
Q16 1.17 LAB BLENDER:
In the market, there is only one or two brands
producing laboratory type blenders. Unfortunately,
these blenders are not manufactured in an eligible
country. Therefore, we kindly request contracting
authority to give derogation for this item or remove
this item from item list.

Q17 1.17 LAB BLENDER
Specification remains unchanged.
1.17.4 “Max attainable RPM: min 10000 rpm –
variable speed option.”:
To provide more attendance, to provide best
competition and to eliminate cancellation possibility
of this tender, we kindly request the contracting
authority to change this item in the technical
specifications to be read as follows:
"Max attainable RPM: Motor Power: 300-500 W –
9000 rpm"
Q18 1,19.14.: "Display features: HEPA and UV life span,
temperature, air flow and speed."
According to our market research, instead of life span
for UV and HEPA, there are counters showing the
elapsed time. This might also be more efficient
solution for HEPA and UV. Therefore, we kindly
request contracting authority to change this
specification as;
The life span means that the cabinet shall
provide the user proper information
concerning the need for a replacement of the
related filters or monitoring the filter status.
This can be achieved with different
mechanisms or displays.

Q19 Although there are items satisfy not only rule of origin
but also technical specifications, it is imposible to
submit the Certificate of origin due to the they are
cheap and number of items is low. We kindly request
you not to request the below items as seperate items.

Specification remains unchanged.
Q20 1.21.2.: Electrode: shall have temperature and pH
electrodes.
Some manufacturers in the market are able to
combine the measuring of PH and the temperature in a
single electrode. This might be more practical than
requested. Therefore, we kindly request the
contracting authority to modify this specification as;
"Electrode: shall have temperature and p1-1
electrodes or PH electrode with temperature sensor."
Q21 1.21.6.: "Temperature sensitivity: maximum 0.1 °C"
In order to prevent misunderstanding and confusion,
could you please clarify the mentioned "sensivity"
means/indicates "resolution value"?
Technical specification is indicated as
“electrode”, therefore a combined solution
mentioned in the question is also acceptable.
It does not indicate specifically single or
multi electrode solutions.
Specification remains unchanged.
Some manufacturers use different
terminology. Sensitivity also means
resolution.
