JOB PROFILE Position # 00109779 TITLE: Senior Policy Analyst MINISTRY: Finance SUPERVISOR TITLE: CLASSIFICATION: Business Leadership WORK UNIT: Gaming Policy and Enforcement Branch Director, Gaming Policy and Communications SUPERVISOR POSITION #: 00054774 PROGRAM Gaming Policy and Enforcement Branch (GPEB) regulates all gaming in B.C., ensures the integrity of gaming industry companies, people and equipment and investigates allegations of wrongdoing. This includes regulatory oversight of the B.C. Lottery Corporation (which conducts and manages lotteries, casinos, community gaming centres and commercial bingo halls), programs and distributes gaming funds to community organizations. The Strategic Policy and Projects Division, GPEB, develops and maintains a rigorous and transparent policy and regulatory environment for commercial and charitable gaming and horse racing in British Columbia, to help ensure the industry is conducted and managed fairly with social responsibility and integrity. JOB OVERVIEW The senior policy analyst is responsible for the development and implementation of a wide range of gaming related policies and programs, regulations, standards and legislation. The range of issues and projects come from the various lines of business in GPEB, including grants, licensing, registration, certification, audit, investigation, horse racing and responsible gambling as well as working with the BC Lottery Corporation, gaming industry leaders, non-profit community organizations, special interest groups, other ministries, the federal government, crown agencies and local governments. The branch operates in a matrix environment to facilitate the assignment of resources to projects as needed and promote the coordination of activities on a branch-wide basis. The senior policy analyst manages a matrix team of senior-level analysts, providing leadership and direction (setting unit goals and priorities). As part of succession planning the position will supervise 1-2 staff, including assigning work, coaching, managing performance, providing policy direction, and overseeing project management. The Senior Policy Analyst acts on behalf of the Director, Gaming Policy and Communication as required. ACCOUNTABILITIES Review and analyze existing legislation, regulations, policies, procedures, reports, background information and other materials of direct relevance to GPEB, recommend changes to improve program effectiveness, and identify complex policy and program issues, alternatives, implications, solutions and implementation strategies that address the recommendations; Conduct consultation with stakeholders in order to identify emerging issues, such as new forms of gaming, internet gaming and first nations gaming, and to lead the development of options for addressing these issues through policy, legislation, and standards; Develop changes to policy, standards, and legislation in response to government initiatives; Date: June 28, 2017 Responsible for the development of initiatives that may result in significant budget impacts for the Branch and the Ministry. The senior policy analyst is responsible for costing projects and initiatives, identifying resources for projects, managing resources, managing contracts, and working with finance staff to identifying budget impacts to the Branch; Advise the Assistant Deputy Minister, Executive Directors, Director, Gaming Policy and Communications and senior management and operational staff on issues impacting policies, and recommending appropriate solutions and strategies; Identify budget, personnel, logistic, equipment, technology, administrative resources and external participants required to ensure the success of projects, and the tasks that must be carried out; Provide direction to Policy Analysts in the collection and analysis of relevant information; Coordinate the BC Lottery Corporation Board appointment process in consultation with the Lottery Corporation and Board Resourcing and Development Office; Develop briefing materials respecting the disclosure of information and records requested under the Freedom of Information and Protection of Privacy Act; Build relationships with representatives from the major sectors of the commercial gaming, charitable gaming and horse racing industry to accurately capture emerging issues and solicit input into policy proposals; Represents the ministry on intra and inter-ministry working committees formed to develop strategic policy concepts and supporting documentation; and Prepare the documentation required for legislation, policy, budget, and planning initiatives, including requests for legislation, Cabinet submissions, Treasury Board submissions, service plans, budget documents, briefing notes, issue papers, reports, and project document. Candidates who bring a Masters degree in a related capacity require a minimum of 3 years related experience in a public sector environment, developing and analyzing policy, legislation and regulations. Candidates with an undergraduate degree require a minimum of 4 years experience in a public sector environment, developing and analyzing policy, legislation and regulations; and candidates who do not bring a relevant post-secondary degree must have a minimum of 5 years experience in a public sector environment, developing and analyzing policy, legislation and regulations. Date: June 28, 2017 Successful completion of security screening requirements of the BC Public Service, which includes a criminal records check, and a Criminal Records Review Act check, and an enhanced security screening check as required by the Branch. Related experience includes: Broad knowledge of government and ministry programs and statutory responsibilities. Knowledge of the process of policy and legislation development within the provincial government. Knowledge of government decision-making processes. Knowledge of project management and research techniques and methodology. Excellent policy research and inquiry skills, including the ability to review and critically analyze complex policy issues/documents and the ability to identify and analyze the ramifications of proposed options and responses. Ability to lead projects from conception to completion within a collaborative work environment. Excellent interpersonal communications skills, including the ability to restate complex ideas into plain language, and the ability to facilitate constructive discussion. Strong writing skills with attention to detail and strong presentations skills with experience conducting briefings to senior management. Must be flexible, adaptable and demonstrate the ability to work independently to manage a diverse and rapidly evolving workload. Strong organizational and problem solving skills are required.
