Context: * Information on<Country>; * state of Climate Change in the <Country>; * The <Country’s> AAP Project and the place of the Project in the Programme; «Project objectives» * significant links to other initiatives in the area of adaptation * the role of communication in the fight against the negative impacts of climate change, envisaged support to policies; presentation of legislation and regulations on the fight against climate change; introduction of intervention instruments (financial, services – such as R&D – or material) ; raising awareness of target groups on CC and the need to adapt; advocacy; and mobilisation of partners. * the overall objective of the communication strategy within the framework of the project; expected outcomes and deliverables; II. Tasks of the consultant - The group of consultants will be responsible for the following tasks: The consultants will be responsible for the preparation of a National Climate Change Communication Strategy for the <Country>. The strategy will back up the various activities carried out as part of the fight against climate change and the adaptation of local populations in the country. As such, the strategy will be expected to contribute directly to the attainment of the following objectives: - Support in the formulation of sustainable development policies that are resilient to the impacts of climate change, both at the sectoral and multi-sectoral levels; - Support in the drafting of laws and regulations governing policies on the fight against climate change; - Assistance in the introduction of groundbreaking, technical, institutional, financial and other measures to contain global warming and its impacts; - Awareness-raising and outreach activities; - Advocacy activities directed at key development actors; - Mobilisation of target groups. -The strategy must tackle the various intervention thrusts in an integrated manner. In line with the thrusts of the above-mentioned strategy, the main tasks of the consultant shall be as follows: 1. Consult and provide an overview of CC adaptation projects carried out in the country or region (notably AAP) as well as communication strategies used in the country or region in question: 2. Selectively analyse existing documentation on the intervention area and on the theme of the AAP Project; 3. Carry out consultations with key project actors and make an inventory of similar projects and communications tools developed by the partners, 4. Develop a communication strategy for the project, making sure to: identify target audiences; identify key messages for each target audience; identify specific needs in terms of communication : active or passive identify available communication methods and means and those that ought to be used by the project Link the target audiences to each of the communication means; 5. Draw up action forms to be used in communicating, and mobilising partners around CC adaptation in the intervention area/theme (drawn from the communication strategy developed). 6. Put forward a priority communication action plan to be implemented at the national and local levels during the project intervention period, 7. Develop a media plan and identify suitable products and transmission channels (press releases, press conference, editorial, articles in specialised journals, interviews, TV or radio spot, etc…) 8. Provide assistance in the drafting of content for all planned communication efforts. 9. Develop the project website while making sure to: a) formalise needs linked to the services of the site so as to come up with synthetic terms of reference for each service, including a specification of needs b) define a common technological framework and recommend suitable technological solutions c) draft terms of reference and develop the site and its services and/or monitor external service providers mobilised, if any 10. Assist the PMU in drafting terms of reference and support the process involving the empowerment of one or several communication agencies to implement the communication plan. 11. Provide technical support in respect of the control of the quality of communication efforts and products, 12. Draft memoranda of understanding with the main institutional and technical partners involved in the fight against climate change; III. Expected deliverables: Deliverables must clearly contribute to the attainment of the afore-mentioned communication objectives and include in particular: - a communication strategy, which recommends a set of key messages to be promoted among target audiences at the central and local levels; define the means necessary for implementation (media and communication tools), indirect and direct target groups (especially intermediate target groups such as journalists and decision makers) and ultimate target groups (such as vulnerable groups); the strategy’s monitoring and evaluation mechanism, the nature and conditions for the forging of partnerships; a financing plan as well as a strategy for ensuring the sustainability and institutionalisation of the actions carried out - a communication plan, comprising the principal communication activities scheduled during the project period. - A teaching kit and a tool box for carrying out communication actions; The terms of reference of the main activities that would be entrusted to service providers and specialised agencies. - a plan for mobilising institutional partners, specifying roles and conditions for envisaged partnerships - a project website, linked to the website of the Ministry with responsibility for the AAP project, with specifications and functionalities on: a. The type of content presented by the site, in particular if the site will be devoted to activities relating to the AAP project in particular or to climate change in general, including other projects in the area and the related publications b. the target audience c. the expected impacts and outcomes of the site on the target audience d. The nature of messages and information to be conveyed by the site (general information or information that is specific to an audience, region, etc.) e. the format for managing and presenting data/information, as well as documents made available online on the site f. The architecture of the site and its main functionalities and services g. the type of additional resources necessary: search and contact forms, collaborative functions, etc. h. the different languages used and solutions for managing use and multi-lingual management of the site (automatic translation, content generation in each language, etc.) - reports and minutes of preparatory meetings and training workshops. - a final report presenting the principal stages of the process, the work done, the lessons learnt as well as recommendation towards the replication of the approach in other countries of the programme. Desired profile A team made up of: o An institutional communication expert; o A media expert; o A website development expert; Experience in institutional communication in the areas of environment and development Familiarity with climate change desirable Familiarity with the communication environment of the <Country>.
