P.S.C. Md. No. 3 SOUTHERN MARYLAND ELECTRIC COOPERATIVE, INC. Sheet 63 SCHEDULE GS-10 GENERAL SERVICE AVAILABILITY Available to commercial and industrial consumers and all schools, churches and community halls throughout the area served by the Cooperative for all uses, subject to the established rules and regulations of the Cooperative. TYPE OF SERVICE Single-phase or three-phase where facilities are available, 60 hertz, at standard voltages of the Cooperative. RATES Demand Charge of: No charge for the first 25 kilowatts of billing demand $8.91 per month per kilowatt of billing demand for all remaining kilowatts Plus Energy Charge of: 6.9 cents per kWh for the first 8,500 kWh per Summer month (Jun - Oct) 3.7 cents per kWh for all over 8,500 kWh per Summer month (Jun - Oct) 6.5 cents per kWh for the first 8,500 kWh per Winter month (Nov - May) 3.7 cents per kWh for all over 8,500 kWh per Winter month (Nov - May) Plus Consumer Charge of: $12.87 per month for single-phase consumers served at secondary voltage $18.41 per month for three-phase consumers served at secondary voltage $20.57 per month for three-phase consumers served at primary voltage Universal Service Program Charge of: Refer to Appendix C, RIDER USP, Sheet 107 DETERMINATION OF BILLING DEMAND The highest 15-minute integrated kilowatt demand occurring during the billing month or 50 percent of the highest 15-minute integrated kilowatt demand occurring in any of the preceding eleven months, whichever is greater, shall be used for billing purposes, except that the billing demand shall not in any case be less than 50 percent of the maximum kilowatt capacity contracted for nor less than 25 kilowatts. POWER FACTOR The consumer agrees to maintain unity power factor as nearly as practicable. The Cooperative reserves the right to measure the power factor. Should such measurements indicate that the average power factor is less than 90 percent, demand for billing purposes shall be the demand as indicated or recorded by the demand meter multiplied by 90 percent and divided by the percent power factor. Such adjustments to measured demand shall be made until subsequent tests indicate an improvement in power factor. Tests shall be made at the request of the consumer upon completion of remedial measures. Issued: May 1, 2000 Effective: July 1, 2000 Signed:_______________________ Title: President P.S.C. Md. No. 3 SOUTHERN MARYLAND ELECTRIC COOPERATIVE, INC. Sheet 64 SCHEDULE GS-10 (continued) MINIMUM MONTHLY BILL The minimum monthly charge shall be the consumer charge plus the demand charge as determined above. PRIMARY SERVICE A discount of 5 percent of the total bill excluding the purchased power cost adjustment charge and the consumer charge will be allowed when the service is metered and delivered at primary voltage and the consumer owns, installs, and maintains all transforming and protective equipment. PURCHASED POWER COST ADJUSTMENT CLAUSE The rates per month shall be increased or decreased by one-tenth mill per kilowatt-hour for each one-tenth mill or major fraction thereof by which the Cooperative's average cost of purchased power sold during the most recent month exceeds or is less than 4.8 cents per kilowatt-hour. Adjustment for over or under recovery shall be made in the succeeding month. If the charges paid by the Cooperative for wholesale power are retroactively reduced, the Cooperative will recalculate the charges for electric service and adjust the next month's bill to consumers to reflect the excess collected, or seek the approval of the Public Service Commission for any other method of refund. PUBLIC SERVICE COMPANY FRANCHISE TAX A charge each month of 0.062 cents per kWh shall be applied to all kWh sales. CONTRACT A contract will be required where the estimated capacity requirement is 1,000 KVA capacity or more. Where special investment is made to serve a consumer, a contract may be required. The term of contract will not be less than one year. Temporary service will not normally require a contract. CONDITIONS OF SERVICE Without the written permission of the Cooperative, the rated capacity of single-phase motors shall not be in excess of five horsepower (5 hp). TERMS OF PAYMENT The above rates are net, the gross rate being 1.5 percent higher. In the event the current monthly bill is not paid within 20 days after the rendition of the bill, the gross rate shall apply. If the bill remains unpaid before the end of the next nominal billing period, an additional charge to be made equal to 1.5 percent will be assessed on any portion of the original amount which remains unpaid at the time, and at the end of the second nominal billing interval, an additional charge to be made equal to 2 percent will be assessed on any portion of the original amount which remains unpaid at that time. Issued: May 1, 2000 Effective: July 1, 2000 Signed:_______________________ Title: President
