ORDINANCE NO. 05-2009
AN ORDINANCE TO ESTABLISH SPECIAL CASH FUND TO
ADMINISTER MONIES USED DURING DRUG & COVERT INVESTIGATIONS
CONDUCTED BY THE POLICE DEPARTMENT
WHEREAS, the Town of Plainfield Police Department uses money during the
investigation of and in the course of illegal drug activity; and
WHEREAS, the Police Department conducts covert investigations; and,
WHEREAS, the Town of Plainfield Town Council wishes to authorize an
appropriation to the Plainfield Police Department to allow for expenditures for the
purpose of Buy Money for payments to informants; and,
WHEREAS, IC 36-1-3 allows this type of program and associated expenditure;
and,
WHEREAS, IC 36-1-8-3 authorizes the procedures for handling the Buy Money
Cash Fund; and,
WHEREAS, the Plainfield Police Department will maintain a minimum
documentation as part of this Buy Money Cash Fund as detailed by the “Guidelines for
Obtaining and Accounting for Confidential Funds Used in Support of Criminal
Investigations”, (Revised S.O.P PR – INV-009), by the Indiana State Police Department.
WHEREAS, I.C. 36-1-3-6 grants municipalities the power to operate and govern
local affairs by adopting ordinances prescribing the specific manner in which said power
is to be exercised,
NOW, THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE
TOWN OF PLAINFIELD, INDIANA, AS FOLLOWS:
Section 1.
There is established in the Town a Special Non-Reverting Fund, to
be known as the “Plainfield Police Department Drug Buy & Covert Investigations Cash
Fund”, into which shall be deposited One Thousand Dollars, ($1,000.00). This amount
shall be maintained throughout the period of the funds existence.
Section 2,
The Plainfield Police Department Drug Buy & Covert
Investigations Cash Fund will exist until terminated by Ordinance of the Plainfield Town
Council.

Section 3.
This ordinance shall be in full force and effect from and after its
passage, approval and publication according to law.
Passed by the Town Council of the Town of Plainfield, Indiana, this 13th day of
