Department of Maintenance Services Broken Arrow Public Schools 109 S 5th Street Broken Arrow, Oklahoma 74012 We received three (3) bid packages with reference to Bid # B 10-10 Lawn Maintenance Service. The bid opening was as 2:00 P.M., Thursday, March 25, 2010. The opening was held in the auditorium at the Performing Arts Center; 701 South Main, Broken Arrow, OK 74012. Those bidders present were: Ed Luce LLC, Verde Vista Resources Inc., and Blessed Ground Maintenance. Mark Bilby, David McNutt and Curtis Gauthreaux, Broken Arrow Public Schools, were also present Summary of Work: Lawn Maintenance Services Contract at thirty-one (31) District sites for a thirty one (31) week time period (April 6, 2010 – November 5, 2010). The contract consist of mowing, weed eating, and spraying weed killer as outlined in the Specifications. In addition to the above, the Education Service Center at 601 South Main and the Performing Arts Center at 701 South Main will require landscaping to be performed in addition to the items outlined above (this consists of maintaining the plants and weed removal at both sites). The full Lawn Maintenance Services Specification is attached to this report. The bids that were presented at the time of bidding were from Ed Luce LLC, Verde Vista Resources Inc., and Blessed Ground Maintenance. A brief summery of the evaluation follows. Ed Luce LLC Alt. 1a - Weekly mowing costs were $8,500.00 with 31 passes (weeks) resulting in a yearly cost of $263,500.00. Alt. 1b – Total of 23 passes (weeks) - this alternate providing Ed Luce LLC, Skip 8 of the last 16 passes (weeks) Spring costs: $8,500.00 with 15 passes (weeks) resulting in a cost of $127,000.00 Fall costs: $11,000.00 with 8 passes (weeks) resulting in a cost of $88,000.00 TOTAL: $215,500.00 Alt. 1c – Total of 15.5 passes – this alternate - mow every other week all season Spring costs: $12,500.00 with 7.5 passes (weeks) resulting in a cost of $93,750.00 Fall costs: $11,000.00 with 8 passes (weeks) resulting in a cost of $88,000.00 TOTAL: $180,750.00 Alt. 1d – PAC & ESC weed control\renew existing contract TOTAL: $15,000.00 In summery, Alt. 1c and Alt. 1d which included 15.5 mowing passes (weeks) and the weed control contract for the PAC & ESC would cost TOTAL: $195,750.00 Note pertaining to Alt 1b & 1c – PAC, ESC, North & South football fields to be mowed weekly. Blessed Ground Maintenance This bid includes Lawn Maintenance Services at thirty-one (31) District sites for a thirty one (31) week time period (April 6, 2010 – November 5, 2010). The contract consist of mowing, weed eating, and spraying weed killer as outlined in the Specifications. In addition to the above, the Education Service Center at 601 S Main and the PAC at 701 S Main will require landscaping to be performed in addition to the items outlined above (this consists of maintaining the plants and weed removal at both sites). Base Bid: $225,000.00 Alt. 1 – Chemical application at P.A.C. 701 S. Main Weed control & fertilize Alt. 1 - $226,000.00 Verde Vista Resources Inc. This bid includes Lawn Maintenance Services at thirty-one (31) District sites for a thirty one (31) week time period April 6, 2010 – (November 5, 2010). The contract consist of mowing, weed eating, and spraying weed killer as outlined in the Specifications. In addition to the above, the Education Service Center at 601 S Main and the PAC at 701 S Main will require landscaping to be performed in addition to the items outlined above (this consists of maintaining the plants and weed removal at both sites). Base Bid: $190,205.92 Alt. 1a is wording only. Alt. 1a – If additional mowing is needed on the sports fields at NIHS, SIMHS, or other location similar in size and type, we will mow at NO ADDITIONAL CHARGE! This was a required mowing on the 2009 Mowing Proposal. COMPARISION OF BID PACKAGES We believe that we need to have the lawn work done as per the specifications; therefore we evaluated the bid packages on the thirty-one (31) District sites for a thirty one (31) week time period (April 6, 2010 – November 5, 2010). Ed Luce LLC: Alt. 1a. - Weekly mowing costs are $8,500.00 with 31 passes (weeks) resulting in a yearly cost of: $263,500.00. Blessed Ground Maintenance Base Bid, which is bid on the specifications, is: $225,000.00. Verde Vista Resources Inc. – Base Bid, which is bid on the specifications and included the alt. 1a that said “if additional mowing is needed on the sports fields at NIHS, SIMHS, or other location similar in size and type, we will mow at NO ADDITIONAL CHARGE! This was a required mowing on the 2009 Mowing Proposal.” Verde Vista also provided a site specific cost break down for each of the thirty-one (31) District sites. $190,205.00. We are recommending Verde Vista Resources Inc. on the basis that they are the low bidder. However, we also gave strong consideration concerning the information gathered during the following interviews with current clients of Mr. Green. I have been in contact with the two (2) of the referrals that Mr. Green provided. Below are the results of those conversations. Verde Vista Resources Inc. References: City of Bixby Don Cash – 918-344-9081 I spoke with Mr. Cash on 3/25/2010 concerning Greg A. Green the owner and operator of Verde Vista Resources, Inc. Mr. Cash informed me that Mr. Green is currently in the third year of a five year contract. He is doing them an excellent job. Mr. Cash told me that Mr. Green worked for him for five years when Mr. Cash was with the Tulsa Parks Department. He said that Mr. Green did a first-rate job for him during that time as well. Tulsa Port of Catoosa Pat Hurst – 918-266-2291 I spoke with Mr. Hurst on 3/25/2010 concerning Greg A. Green the owner and operator of Verde Vista Resources, Inc. Mr. Hurst advised me that Mr. Green is currently doing their lawn care. He also let me know that Verde Vista has done lawn care for him for six years. He is satisfied with the quality of workmanship and attention that Verde Vista Resources, Inc. is providing.
