SPECIFICATIONS
FABRIC & FABRIC CARD PRODUCTION
SCOPE OF WORK:
The Contractor will provide Fabric to be delivered to Maryland Correctional Enterprises,
Upholstery Plant, Maryland Correctional Institute-Hagerstown, 18601 Roxbury Road,
Hagerstown, MD 21746 and Maryland Correctional Enterprises, Furniture Restoration,
Eastern Correctional Institution, 30420 Revells Neck Road, Westover, MD 21890. The
Fabric Cards will be delivered to Maryland Correctional Enterprises, Marketing
Department, 7275 Waterloo Rd, Jessup, MD 20794.

The Contractor shall provide all patterns and colors specified and must be readily
available for immediate delivery. Deliveries must be made within five (5) working days
from time of placement. Firm color selections will be determined after bid has been
awarded.
All fabrics must be equal to or better than those specified by vendor as indicated
below:

A. The Vendor shall provide as a part of this bid, sample fabric cards of which
includes a detailed description of the raw materials, colors, specifications and
the equipment utilized in production. Samples will demonstrate the vendors’
ability to perform and complete the above task.
The sample fabric cards can be in single, double or tri-fold layout, and
delivered prior to bid closing date to: Maryland Correctional Enterprises
(MCE), Attn: Jillian Hughes; Marketing Dept, 7275 Waterloo Road, Jessup,
MD 20794.
B. The contract period will be for three (3) years and could be renewed for a
period of two (2) years, one (1) year at a time by mutual consent of vendor
and MCE.
C. Maryland Correctional Enterprises will be invoiced per yard for actual fabric
and unit pricing for fabric cards. Vendor will issue a call tag for pick-up on
any fabric found defective.
D. Price Changes: All prices contained in the contract must remain firm through
contract term. MCE must be notified NLT 1 January 2020 for any anticipated
price increases for the next contract term. MCE reserves the right to accept or
reject any request for price increase.
F. Deliveries: Deliveries are to be made to the above specified location(s),
day and time to be specified when contract is utilized (Monday through
Thursday, except state and federal holidays). The plant supervisor must be
notified a day advance in order to make arrangements otherwise the shipment
may be refused.
G. Freight Charges: There are to be no freight or any other type of additional
charges for the products. The total cost of the product is to be reflected in the
bid price. The material listed in the bid or proposal shall be delivered FOB
destination.
