1973 to 1988: Working for civil engineering consultants Ninham Shand Inc
and Sir Alexander Gibb and Partners (Africa) on design and contract
management of rural roads, water resources development, water supply
systems, wastewater systems and treatment works projects in South Africa,
Botswana and Malawi.
1989:
Seconded to Development Bank of Southern Africa for a year,
working in project funding assessments for urban development projects in
South Africa and Lesotho.
1990 to present: Founding partner of Palmer Development Group (PDG),
former managing director, director and currently associate of PDG. Project

leader on over 100 policy, research and strategic planning projects during
this period.
Other NGO and academic activities
Trustee of Mvula Trust for 13 years, 10 of which spent as Deputy
Chairperson. (The Trust is a national NGO financing and facilitating water and
sanitation service provision to rural communities in South Africa, employing
about 80 people, with a turnover of about R35 million a year).
Currently Adjunct Professor at the University of Cape Town attached to the
African centre for Cities.

Summary of recent experience by sector
Water supply and sanitation (2004 – present)
Project leader and project oversight on numerous research projects for the Water Research
Commission dealing with technical service options, institutional arrangements and financial
arrangements associated with water services. Specialist advisor on hygiene promotion cost
effectiveness study in Uganda, for the WSP Africa programme. Project leader on Dept of
Water Affairs policy informing water services provision SA, including policy on free basic water
and sanitation. Content leader on review of water board tariffs.
Project leader on projects dealing with municipal partnerships and water board restructuring.
Review of institutional arrangements in Mozambique, including major cities, for World Bank.
Oversight of the development of financial models for water supply and sanitation investment
planning and tariff setting in South Africa. Project leader on strategic planning projects for
municipalities with an emphasis on financial analysis including capital and operations
financing. Development and application of financial models for state-owned water and
sanitation companies in Zambia, including Lusaka. Capital funding assessment for small urban
water systems in Uganda.
Financing of infrastructure and municipal services (2004 – present)
Lead consultant on the Municipal Infrastructure Investment Framework (MIIF) for SA over 5
rounds of its evolution between 1997 to present. Member of an international team
undertaking a review of the municipal fiscal framework for South Africa for National Treasury
(2004-06), including development of a municipal finance model for the country and specific
types of municipality, inter-governmental relations, subsidy policy and tariff policy. Project
leader on local government fiscal framework review (2012). Development of tariff policy and
free basic services policy for the Dept of Cooperative Governance. Consultant to SA
government on capital grants policy.
Project advisor on infrastructure investment and financial viability projects for eThekwini,
Nelson Mandela and Cape Town metros. Project leader on projects for City of Jo’burg to
assess pro-poor tariff policies, and develop financial component of the city’s growth and
development framework.
Project advisor on South African capital transfers policy and evaluations including specific
assessments of Municipal Infrastructure Grant and Urban Settlements Development Grant.
Team leader on a DFID funded review of land based financing for urban infrastructure in SubSaharan Africa, including case studies in Ethiopia and Kenya.

Inter-governmental relations (2007 – present)
Team leader on project to review of the functions of sub-national government in South Africa
as part of the overall policy review for provincial and local government. Team leader on
development of the functions framework for provinces and local government in SA. Policy
advisor on local government performance benchmarking.
Urban development (2005 – present)
Project advisor on the development of a Regional Economic Model suitable for application by
municipalities, for DBSA. Project leader on project for eThekwini to apply the Regional
Economic Model, linked to their Social Accounting Matrix. Contributor to development of a
spatial efficiency model for SA cities. Team leader on Soweto investment framework project.
Project leader on township economics assessment, for Urban Landmark.
Roads and public transport (2005-present)
Worked for SA Dept of Transport Public transport ‘Battle Plan’, dealing with financial aspects
associated with high level strategy to roll out mass transit systems in SA cites. Developed
proposals on financial and institutional arrangements relating to municipal roads, for DBSA
and Dept of Cooperative Government. Developed financial models for public transport
planning in SA cities for DBSA and City of Cape Town. Medium term expenditure models for
roads in Nelson Mandela Metro and Mangaung. Roads and public transport analysis for
Western Cape and Gauteng infrastructure frameworks.
Electricity and energy (2007 – present)
Project oversight on projects dealing with restructuring of electricity sector in South Africa.
Application of financial models dealing with electricity investment planning in SA
municipalities. Energy sector modelling for Western Cape Government. Tariff policy
assessment for Business Unity SA. Energy modelling for Gauteng Infrastructure Framework
Environment and climate change (2011-present)
Content leader on economic analysis for assessment of mitigation measures on greenhouse
gas emissions (all sectors), for Department of Environment Affairs. Project leader on Western
Cape energy-related greenhouse gas emissions study. Project leader on national evaluation of
the design of environmental programmes, for Department of Environment Affairs.
