discuss ideas.
• Enlightened Despot: Monarchs who
embraced new ideas and made
reforms that reflected Enlightenment
ideas (Example: Catherine the Great)
Changing Idea of Monarch’s Role
Old Idea: The state and its citizens exist to serve the
monarch.
New Idea: The monarch exists to serve the state
and support citizens welfare.
