Reconstruction
• Reconstruction happened after the civil
war, when the south was rejoining the
union. It was a period of time when there
was regulations and plans to help the
south rejoin the union in an organized
manner.

Ten Percent Plan- the southern states could adopt a new
constitution with slavery being freed and a new government
after 10% of voters of a state took oath of loyalty to the
union.
Didn’t want to punish southern states, so if they sworn
loyalty to the union, then they would have a pardon.
Wanted to heal nation’s wounds peacefully and effectively.
Wade-Davis Bill- harsher way to let the south back to the
north by only letting white males who swore they never
went against the union could vote for delegates, there could
be no right to hold public office, and there had to be a
constitutional convention to become part of the union.
Johnson’s Plan
• Restoration- Opposed an freed African
Americans equal rights or allowing them to
vote. Had to form a new government, and
had to be harsher to the south.
• Every state except Texas by 1865 were
ready to rejoin the Union, so “Restoration”
was almost complete.
Problems
• Congress thought Lincoln was being to easy
with southerners, so Congress thought of their
own way to deal with the south called the WadeDavis Bill. Lincoln did not sign the bill, but he
knew he had to create a compromise.
• Southerner states thought they shouldn’t be
punished, and have the Union army watching
every move they did in the South by being there.
