General Manager, Municipal Utility
Due to a retirement, Byrnes & Rupkey, Inc. has been retained by the Waterloo Water Works
(Waterloo, IA) to place a full-time General Manager to oversee their water distribution system.
The General Manager oversees all aspects of the Waterloo Water Works. The successful
candidate will have strong leadership, communication, and planning skills. The ideal candidate
will have strong analytical and operational management skills with additional strengths in
customer service. Must have excellent written and verbal communication skills with the ability
to handle multiple projects at one time.
Essential duties and responsibilities require the General Manager to proactively communicate
with the Board of Trustees on matters of regulatory and community interest; prepare budget
estimates, manage expenses, approve AP and staff requests, and propose rate case
adjustments.
Desired skills, experience and training includes, a minimum of five years of experience with
preferred progressive managerial experience in a water utility or similar enterprise; knowledge
of and/or experience in general business management, engineering, and familiarity with
applicable U.S. EPA, Iowa DNR, and other federal and state laws pertaining to Water Works
management; Profit and Loss experience preferred.
The ideal candidate will have a Bachelor of Science degree or higher in engineering,
environment science, public administration or a closely related discipline. Licensed Professional
Engineer a plus but not required. A combination of at least 10 years equivalent education and
experience will be considered in the water utility field with a proven record of advancement
and success.
Must establish residency within Waterloo city limits within 6 months of hire. The possession of
an AWWA Water Operators Certificate or State of Iowa Water Operators Certificate is a plus.
Position offers competitive salary and benefit package. Relocation is negotiable.
