1. OVERVIEW OF THE CONSULTANCY:
Disaster Prevention and Preparedness Bureau (DPPB) is a government body
established to maintain and coordinate disasters such as drought and floods that
recurring occurs in Somali Regional State, and also DPPB is responsible for the general
management and overall coordination of the early warning disaster risk monitoring and
response to disasters at Regional Level.
The purpose of the database is to streamline the flow of inversion being submitted by
worades early warning focal persons and data captured by the Regional level, and
integrate it into a web based application that can record, store, categorize and produce
reports on demand based on user requirements. Thereby allowing for tracking all
Reponses, interventions done by DPPB such food deliveries and Nonfood deliveries
items.
2. OBJECTIVE OF THE CONSULTANCY:
The objective of this Consultancy is
 To develop a baseline electronic database that will be used to record and track
all the responses and innervations by DPPB,
 To develop an applications for use by DPPB bureau to monitor and track easily
the conditions and disaster risk reduction measures that are required for through
the approval process.

3. SCOPE OF THE CONSULTANCY:
This Consultancy should cover a System Analysis, System Design, developing the
Database and implementation of the system. The scope of the project is to study the
existing system to find out which area should be improved, changed from a manual
system to be presented on computer screen and also develop the system that can
respond to the user’s requirements and can satisfy the bureau.
Specific goals of the consultancy are the following:

To define the database structure and the level of detail
•
To create an open database allowing for upgrades and adaptations in the future
•
To design a database enabling to produce well defined reports based on user’s
Requirement that includes, food and non food delivery reports.
•
Develop a web based application for responses and intervention done by DPPB
•
Conduct system study, develop applications and implement a proper database
system for effective Early Warning and Response system;
•
Organize Early Warning and Response system which still manual system ,
convert it into a database system that can be easily accessed and retrieved by
related information using and make available to use
4. PERIOD
Developing and implementing the database, should not take more than forty five (45)
working days. Before the installation the consultancy should test the software and check
whether it works properly or not, fix and any error. In addition to that the consultancy
should also give test period of one month and maintenance.

7. DELIVERABLES:
Deliverables for this consultancy includes:
 The Consultant/Firm will submit the following:
 Database and accompanying Standard Operating Procedures Manual an
detailedApplication user Manual
 Install/upload the application
 Conduct two days training for the system users
8. SUBMISSION OF THE PROPOSAL
Financial proposal should have a detailed budget, The Consultant may be an
individual or firm/company preferably located within the Somali Region of Ethiopia and
should be able to assume duties by November 15, 2014. The duration of the
Consultancy is scheduled to last maximum of (45) days.
A technical and financial proposal based on the Terms of Reference outlined above
must be provided no later than on November 10, 2014.The proposal must include the
company profile.
